This thesis provides a historical and structural reexamination of the Republican Party’s role in shaping American foreign policy from 1945 to 1953. Defying the historiography of a frictionless postwar consensus and an executive branch-centered narrative, this historical chronological study demonstrates that the Republican Party’s role in formulating the bipartisan foreign policy was a contingent and debated legislative construction. Far from representing passive submission or a surrender of partisan identity, the GOP’s role was an indispensable exercise in creating it, and due to politics being what it is, straining it. One consequence of the 2022 Russian invasion of Ukraine was the German Chancellor’s declaration of a turning point in his country’s foreign policy. Although Germany is a loyal liberal democracy, it is noted for its staunch efforts to mediate between its Western friends, especially its NATO allies, and Russia. However, the ongoing Russo-Ukrainian war has become emblematic of the persistent cooling of relations between these factions. This historical moment has thus called into question the efficacy of certain longstanding aspects of German foreign policy, including its attempts at mediation. The relationship between Spain and Latin America demands critical attention, not only due to its colonial past but also in light of shifting global power structures and growing generational demands for accountability from historically oppressive states. This study takes its form in a literature review to synthesize the evolving postcolonial dynamic between Spain and the Latin American region—whose long-run development and capacity for economic independence have been fundamentally shaped by colonization. In May 2023, Uganda enacted a law criminalizing homosexuality. The Ugandan parliament and President Yoweri Museveni defended the enactment of this law, arguing that homosexuality directly violates Ugandan cultural norms and Biblical doctrines. In response to this legislative action, the United States immediately condemned the law and threatened to withdraw the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), along with other forms of assistance and investments. Despite this, many Ugandans, supported by their leaders, publicly expressed their willingness to accept the aid suspension rather than repeal the law. One person’s life forms the core around which Philippe Sands’ The Last Colony explores the events leading up to the advisory opinion on the Legal Consequences of Chagos Archipelago from Mauritius in 1965. That person is Liseby Bertrand Elysé, who was born in 1953 in Chagos, then forcibly removed to Mauritius in 1973. Her efforts to return home eventually brought her to a 2018 hearing at The Hague, where she spoke to the International Court of Justice bench by means of a subtitled video. India’s compliance to the United States’ regional ambitions following the 2001 invasion of Afghanistan demonstrated a unique re-alignment that reversed India’s historic defiance of international powers pursued since its independence. Instead of resisting the United States or seeking to disengage from the Afghan conflict, India provided aid to the new regime but did not extend military assistance because of limits set by the United States to appease Pakistan. India complied and increased cooperation with the United States despite the disadvantages this compliance presented. It further examines how U.S. positions in precedent cases of genocide may help frame the U.S. response to the current crisis in Xinjiang, China. This dissertation constructs a framework to investigate the impact of remittances on the recipient countries in the context of the Middle East and North Africa (MENA) and the European Union (EU). The framework will explore the effects of labor migration induced by bilateral labor agreements (BLAs). Such labor agreements are guided by the desire of autocratic governments to utilize their citizens to finance social contracts to sustain the authoritarian systems. This thesis seeks to determine which international relations theory best explains the United States involvement in the Arab Spring, and to ascertain if the goals set by those theories were met. Through the literature, I determine that two theories offer reasonable yet competing explanations of US involvement, and that these theories are first, defensive realism, and second, democratic peace theory. I employ the analytic method of pattern matching to compare each theory against the empirical record. This dissertation examines the ideational background of Russian foreign policy, with a particular focus on ideas relevant to Russia’s conflicts with Georgia in 2008 and Ukraine in 2014. Two broad approaches to Russian foreign policy – nationalism and pragmatism – present distinct views on Russia’s international role. Nationalism incorporates strong anti-Western and neo-imperialistic ideas with emphasis on Russia’s unique international mission and advocates a confrontational stance. Pragmatism conceptualizes Russia as a great world power but proposes a concert-based foreign policy that avoids a direct military confrontation. This paper seeks to reconcile performative theorizing, which captures the place of systems of thought on foreign policy practice, and broader sociological approaches that link networks and institutions across space, especially as they relate to the global economy. Once developed, the theory, which is termed here ‘spatial performativity’, is applied to recent efforts to promote industrialization through the development of special economic zones in Ethiopia. In doing so, attention is drawn to a burgeoning area of African and Chinese foreign policy and economic cooperation.

The South China Sea dispute challenges the future development of maritime legal order and international law. China’s behavior in the South China Sea challenges widely accepted rules governing maritime jurisdiction worldwide as it tries to expand the limits of its jurisdiction. In China’s view, the Arbitral Tribunal in Philippines v. China also challenged the jurisdiction of the UNCLOS by taking a highly political issue related to sovereignty. In this article we focus on the mass shootings of Asian women at Atlanta spas. After the perpetrator killed six Asian women, he told the police that he wanted to eliminate “all Asians” and spoke of the “temptation” of the massage parlors and spas. We ask at what point will these forms of anti-Asian violence first be acknowledged, and then seen as a clear and present danger?
