Estonia’s integration policy vis-à-vis its Russian-speaking residents was developed and reformed several times since the dissolution of the Soviet Union in 1991. While comparative data from the international community certainly indicates that Estonia has progressed in the realm of social, political and societal integration, the ‘success’ for each individual policy is now increasingly measured—and contested— within broader considerations of geopolitical security and minority rights. The authors converge interview-based data compiled from various representatives and scholars of nongovernmental organizations, government agencies, and think tanks with secondary research on the topic of Russian minority integration in Estonia. Since 2015, an unexpected number of migrants have rushed to the European Union in hopes of improving their lives. Contrary to their expectations, asylum-seekers realized that the EU is neither prepared nor willing to host them. This paper follows the progression of the EU’s asylum policies, beginning with the 1951 Geneva Convention and the principle of non-refoulement. After establishing the criteria necessary for a migrant to be legally recognized as a refugee, the paper will look at how the EU evaluates individual applications for asylum. This paper aims to provide a comprehensive overview of various approaches for nuclear disarmament and nonproliferation with the intention of determining how best to promote a Weapons of Mass Destruction Free Zone in the Middle East (MEWMDFZ). Using a qualitative approach, I investigate historical cases of agreements regarding nonproliferation zones and examine the causes for deadlock through both a perusal of historic successes and failures and a review of relevant literature. Once ended, a significant number of civil wars recur. One influential empirical international relations theory on which scholars have drawn in an effort to provide an explanation for this phenomenon is the bargaining model of war. Devised initially for the study of interstate war, the theory posits that bargaining problems may prevent belligerents from reaching a deal that enables them to avoid a costly war. Bargaining problems also have been identified as contributing to the recurrence of armed intrastate conflict. The paper will begin by evaluating the norm of statehood and will discuss the contributions of John Meyer to the statehood discourse. Stayin' Alive: Transnational Sanctuary And Insurgency, Matthew Murray

The conventional wisdom of counterinsurgency runs that insurgent groups with bases in neighboring states (transnational sanctuaries) are relatively more difficult to defeat than comparable groups without such bases. Insurgents with transnational sanctuaries benefit from relative protection from attack by counterinsurgents, they may recruit, train, and arm safely in their sanctuaries, transmit propaganda into their target state, and use these sanctuaries as staging points for infiltration or raids into their target state. Counterinsurgents have gone to great lengths to disrupt or destroy insurgent bases in neighboring countries based on the belief that this is necessary to defeating insurgents. I base this paper primarily on my teaching of introductory international relations since 1979. Introductory international relations instructors need to give disability issues more attention. First, I look at participants in international relations: states and their leaders; global governance—particularly the Convention on the Rights of Persons with Disabilities; and transnational actors-particularly Disabled Peoples’ Organizations (DPOs). I then examine issues: rights, war and peace, and development. Second, I examine two approaches from the disability studies literature: disability as a deficit demographic category (based on a medical model), and disability as the basis for a social movement (based on a social model). …

Do Weapons Make Warfare? An Instrumental Variables Approach Towards Investigating The Relationship Between Small Arms Abundance, Civil Conflict Onset, And Civil Conflict Intensity, Gabriel S. Barrett

Scholars, journalists, and policymakers frequently attribute the intensity and onset of civil conflict to the abundance of small arms. However, the direction of causality has been difficult to assess due to a lack of data on the illicit small arms market and the plausibly endogenous relationship between the abundance of weapons and civil conflict. Using a new dataset of estimated small arms prices, I determine that a decrease in the price of small arms is significantly and negatively correlated with an increase in the intensity of conflict in the following year. Mozambique’s transition from civil war to peace is often considered among the most successful implementations of a peace agreement in the post-Cold War era. Following the signing of the 1992 Rome General Peace Accords (GPA), the country has not experienced any large-scale recurrence of war. Instead, Mozambique has made impressive progress in economic growth, poverty reduction, improved security, regional cooperation and post-war democratisation. Small Christian Communities (SCCs), a key pastoral priority of the Catholic Bishops in the Association of Episcopal Conferences in Eastern Africa (AMECEA), officially started in major ecclesial meetings in 1973 and 1976. The SCCs in the AMECEA region have been evolving in response to the developments in the region – they “create the path by walking” and are becoming more involved in peacebuilding activities. A recent study on the SCCs finds that there are over 180,000 SCCs in the nine countries of the AMECEA region. An estimated 45,000 SCCs are spread throughout Kenya’s 26 Catholic dioceses.
