This thesis explores the poverty alleviation and peace-spoiling power of the mineral extraction sector in the Democratic Republic of the Congo to arrive at a set of strategic goals for the country moving forward. Although subterranean minerals are often a source or perpetuator of violence, the potential to lift the country’s rural communities out of extreme poverty makes the mining industry an essential part of the nation’s development strategies. Partisanship In Mexico: Influence Of Violence And State Spending, Christopher White

This paper serves to further investigate factors influencing partisanship in Mexican politics with a focus on state spending and drug violence. With state spending, this paper builds on prior literature about political effects of federal social spending (Handelman 1997, Domínguez and Chappell 2004, Díaz-Cayeros 2009) to propose a similar theory regarding state social spending. The proposed panel data model for national elections between 2000 and 2012 finds that for diputados elections, a thousand-peso increase in state spending had a statistically significant influence on party voting – boosting PRI candidates (typically incumbents) by 0.66% and hurting both PAN and PRD candidates …

This study examines the new German 2016 White Paper on German Security Policy and the Future of the Bundeswehr. Updated for the first time in over a decade, the document reflects Germany’s reorientation of its security policy in order to become a global player. How states respond to potential threats posed by this new power arrangement will be crucial to international relations for the coming decades. save costs in global markets will lead producers and consumers to source

A major theoretical shortcoming in international relations (IR) is the lack of any semblance of a common understanding regarding the role of grand theory. This article argues that explicit theoretical work of this sort is useful, but that a search for a single overarching grand theory to guide inquiry is misguided and that the primary business of IR is to form and evaluate middle-range theories.

Health Aid In Africa: Placement, Service Utilization, And Benefit, Carrie Dolan

While the health sector has attracted significant foreign aid, evidence on the effectiveness of this support is mixed. This dissertation examines the allocation of health aid within the context of placement, service utilization, and benefit. The first paper examined the sub-national allocation of Chinese development aid projects across Africa. I determined how political preferencing of Chinese aid specifically, allocating aid to the birth region of the current political leader differs across sectors such as health, education, and transportation. I find some evidence that aid, more broadly defined, is subject to political preferencing in recipient countries, which could potentially limit its …

This project interrogates how economic self interest motivated periphery states such as Ghana to use foreign policy as a vehicle to attract improved development assistance from superpowers, in this case the United States. While the United States viewed its aid program in Ghana in stringently Cold War terms, Kwame Nkrumah and his advisors were less inclined to get deeply concerned about Cold War ideology. This project shows that Ghanaian agency was manifested in the Cold War through the new state's construction of a foreign policy image that made it a prominent African voice globally. วิทยานิพนธ์นี้มุ่งศึกษานโยบายการมุ่งสู่ตะวันออกของรัสเซียโดยใช้กรณีศึกษาความสัมพันธ์ด้านพลังงานระหว่างรัสเซียกับจีน ระหว่างปี 2009 - 2015 โดยประยุกต์ใช้แนวคิดสัจนิยเชิงรุกของ จอห์น เมียร์ชไฮเมอร์ เป็นกรอบในการศึกษาร่วมกับแนวคิดภูมิรัฐศาสตร์ แนวคิดภูมิเศรษฐศาสตร์ และแนวคิดขั้วอำนาจ เพื่อเสนอว่า การมุ่งสู่ตะวันออกของรัสเซียเป็นการพยายามแสวงหาพันธมิตรและความอยู่รอดในช่วงเวลาที่อิทธิพลของสหรัฐอเมริกาลดลงและความสัมพันธ์กับตะวันตกเสื่อมถอย นับตั้งแต่สงครามจอร์เจียในปี 2008 ตลอดจนวิกฤตยูเครนในปี 2014 โดยใช้ทรัพยากรพลังงาน ได้แก่ น้ำมันและแก๊สธรรมชาติ ในเขตไซบีเรียตะวันออกและเขตตะวันออกไกลที่มีอยู่จำนวนมากเป็นเครื่องมือในการผูกมิตรกับจีน ตลอดจนใช้ความสัมพันธ์ด้านพลังงานเป็นทางไปสู่การขยายบทบาทและอิทธิพลในด้านตะวันออกเพื่อถ่วงดุลกับตะวันตก จากการศึกษาพบว่า ความสัมพันธ์ด้านพลังงานระหว่างรัสเซียกับจีนถือเป็นความสำเร็จของการมุ่งสู่ตะวันออกของรัสเซีย ดังปรากฎให้เห็นได้จากการเกิดระบบท่อขนส่งน้ำมันจากรัสเซียไปสู่จีนและไปยังชายฝั่งเอเชียแปซิฟิก และจากโครงการ Power of Siberia ในปี 2014 ที่ครอบคลุมถึงข้อตกลงซื้อขายแก๊สระหว่างรัสเซียกับจีนในระยะยาวและการก่อสร้างท่อขนส่งแก๊สธรรมชาติสายแรกจากรัสเซียสู่จีน และโครงการนี้ยังกระตุ้นให้เกิดความร่วมมือในทำนองเดียวกันกับประเทศในเอเชียตะวันออก การเกิดระบบท่อขนส่งดังกล่าวเป็นการรับประกันถึงความมั่นคงด้านพลังงานระยะยาวของรัสเซียกับจีน รวมถึงประเทศอื่น ๆ ในเอเชียตะวันออก และทำให้รัสเซียสามารถถ่วงดุลการส่งออกพลังงานได้ทั้งสองฝั่งของโลก นอกจากนี้ความสัมพันธ์ด้านพลังงานกับจีนทำให้รัสเซียหลีกเลี่ยงปัญหาความขัดแย้งกับตะวันตก สนับสนุนระเบียบโลกแบบหลายขั้วอำนาจ และเป็นส่วนหนึ่งในการถ่วงดุลอำนาจกับชาติตะวันตกโดยเฉพาะสหรัฐอเมริกาจากการใช้น้ำมันและแก๊สธรรมชาติ

ความไม่มั่นคงด้านพลังงานของเมียนมาร์: ที่มา พลวัต และแนวโน้ม, ปานหทัย วาสนาวิจิตร์

วิทยานิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อวิเคราะห์ความไม่มั่นคงด้านพลังงานของเมียนมาร์โดยใช้แนวคิดความมั่นคงด้านพลังงาน (Energy Security) มากำหนดดัชนีความั่นคงด้านพลังงาน เพื่อนำเสนอให้เห็นประเด็นด้านความมั่นคงพลังงานของเมียนมาร์ในช่วง ค.ศ. 2010 - 2015 ซึ่งเป็นช่วงเวลาที่รัฐบาลเมียนมาร์นำโดยประธานาธิบดีเต็ง เส่ง (Thein Sein) ให้ความสำคัญกับการดำเนินนโยบายด้านพลังงานคู่ขนานกับนโยบายด้านการลงทุนของประเทศ จากการดำเนินนโยบายดังกล่าวทำให้เกิดการหลั่งไหลของการลงทุนโดยตรงจากต่างประเทศเข้ามาในเมียนมาร์ โดยเฉพาะการลงทุนในโครงสร้างพื้นฐานด้านพลังงานต่างๆ อาทิ ก๊าซธรรมชาติ น้ำมัน ทรัพยากรน้ำ และถ่านหิน เป็นต้น ผลจากการวิเคราะห์ความมั่นคงด้านพลังงานของเมียนมาร์ตามดัชนีความมั่นคงด้านพลังงานทั้ง 4 ด้าน ได้แก่ การมีพลังงานที่เพียงพอ (Availability) การเข้าถึงพลังงาน (Accessibility) การมีราคาพลังงานที่สามารถหาซื้อได้ (Affordability) และการยอมรับทางด้านสิ่งแวดล้อมและสังคม (Acceptability) พบว่า การลงทุนโดยตรงจากต่างประเทศด้านพลังงานในช่วง ค.ศ. 2010 - 2015 ไม่ได้พัฒนาภาคพลังงานของเมียนมาร์อย่างที่ควรจะเป็น เนื่องจากสถานการณ์ด้านพลังงานของเมียนมาร์ยังไม่มีความมั่นคงตามประเด็นที่กำหนดไว้ในแต่ละดัชนี อาทิเช่น การผลิตพลังงานไม่เพียงพอต่อความต้องการบริโภคภายในประเทศ การมีโครงสร้างพื้นฐานหรือโครงข่ายพลังงานที่ไม่ทั่วถึง และการขาดความโปร่งใสและไม่เป็นที่ยอมรับในการบริหารจัดการภาคพลังงาน เป็นต้น ซึ่งอาจเรียกสถานการณ์ที่เกิดขึ้นนี้ได้ว่าเป็นพลวัตความไม่มั่นคงด้านพลังงานในเมียนมาร์

โลกาภิวัตน์ทางวัฒนธรรมกับการแพร่ขยายของวัฒนธรรมสมัยนิยมอเมริกัน : กรณีศึกษาเครือข่ายธุรกิจอาหารจานด่วนในประเทศบรูไนดารุสซาลาม, พิชญสุดา พลเสน

การแพร่ขยายตัวของเครือข่ายธุรกิจอาหารจานด่วนอเมริกันไปยังนานาประเทศ ถือเป็นกระบวนการแมคโดนัลดาภิวัตน์ที่มีประสิทธิภาพ และส่วนมากมีความสัมพันธ์กับกระบวนการทำให้เป็นเนื้อเดียวกันทางวัฒนธรรมกับหลายประเทศทั่วโลก ผู้วิจัยได้เลือกกรณีศึกษาประเทศบรูไนดารุสซาลามเนื่องจากเห็นว่า เป็นประเทศที่มีภาพลักษณ์เข้าถึงยาก สังคมค่อนข้างปิด เป็นรัฐอิสลามที่เคร่งครัดด้วยกฏทางศาสนา และยังมีระบบการปกครองแบบสมบูรณาญาสิทธิราช ผู้วิจัยจึงได้เข้าไปทำการวิจัยตรวจสอบสมมติฐานดังกล่าวข้างต้นในประเทศบรูไน โดยใช้วิธีวิจัยแบบลงพื้นที่เพื่อเก็บข้อมูลแบบวิจัยจากการสังเกต การสัมภาษณ์กลุ่มตัวอย่าง และการตอบแบบสอบถาม ผลการวิจัยพบว่า 1.) แมคโดนัลดาภิวัตน์ในบรูไน ไม่ใช่เป็นกระบวนการทำให้เป็นเนื้อเดียวกันทางวัฒนธรรมแต่ถือเป็นพหุวัฒนธรรมในบรูไน เนื่องจากกลุ่มตัวอย่างส่วนมากชื่นชอบอาหารจานด่วนอเมริกันและมองว่าเป็นอีกตัวเลือกหนึ่งในการบริโภค ทางฝั่งผู้ผลิตก็พยายามปรับนโยบายทางการตลาดให้สอดคล้องกับความต้องการของผู้บริโภคท้องถิ่น ทำให้วัฒนธรรมสมัยนิยมอเมริกันสามารถผสมผสานและดำเนินร่วมกันได้ดีกับวัฒนธรรมท้องถิ่น 2.) กระบวนการแมคโดนัลดาภิวัตน์ที่เกิดขึ้นในบรูไนค่อนข้างตรงข้ามทฤษฎีเดิม จากการสังเกตการณ์กลุ่มตัวอย่างผู้บริโภคร้านแมคโดนัลด์ในกรุงบันดาเสรีเบกาวัน พบว่าคนค่อนข้างใช้ชีวิตแบบช้าๆ ไม่เร่งรีบในการรับประทานอาหาร ใช้ร้านอาหารจานด่วนเหมือนร้านอาหารทั่วไป มีเมนูเฉพาะท้องถิ่นที่หารับประทานไม่ได้ในประเทศอื่น 3.) แบรนด์อาหารจานด่วนท้องถิ่นเอเชียตะวันออกเฉียงใต้ได้รับความนิยมมากกว่าแบรนด์อาหารจานด่วนต้นตำรับอเมริกัน ตัดสินได้โดยความพึงพอใจของกลุ่มตัวอย่างที่ยืนยันว่า ร้านอาหารจานด่วนท้องถิ่นสามารถใช้กระบวนการแมคโดนัลดาภิวัตน์และท้องถิ่นภิวัตน์ได้ดีเหมาะสมกับชาวท้องถิ่นมากกว่าร้านอาหารจานด่วนอเมริกัน จนพวกเขาพึงพอใจในรสชาติ ราคา ปริมาณ และการเข้าถึงสถานที่ และ 4.) ด้วยเหตุผลดังกล่าว กลุ่มตัวอย่าง ไม่ได้มีอคติหรือต่อต้านกับวัฒนธรรมสมัยนิยมอเมริกัน และไม่ได้รู้สึกว่าการบริโภคอาหารจานด่วนอเมริกันเป็นส่วนหนึ่งของลัทธิจักรวรรดินิยมทางวัฒนธรรม

In this dissertation I argue that, since the 1980s, French airports have been designed to exclude people from legal, human and refugee rights. The particular space where this happens has been successively called “international zone”, “transit zone” and “waiting zone” and its scope has been significantly extended overtime. I contend that French authorities have used the concept of extra-territoriality in concert with the material design of the airport to sustain exclusion.
