Willingness To Protest Over Resource Extraction In Latin America, Moises Arce, Marc S. Polizzi, Bryce Reeder
Faculty & Staff Research and Creative Activity
Protests over resource extraction have increased in Latin America in recent years. However, significant variation exists in the region in terms of citizen’s willingness to protest against resource extraction. We argue that this variation is based on the interaction of factors at both the individual and state levels. Individual-level characteristics, such as social engagement, influence the likelihood of protest activity. State-level characteristics, such as the quality of governance, also present opportunities for engaged individuals to challenge resource extraction. Following political mediation theory, we argue that collective action strategies are likely to be more productive in some political contexts than in …

The pandemic is already forcing many individuals, businesses, and governments to rethink much of what they do and how they do it. As such, it presents an opportunity for public administrators to reimagine the criteria they use when designing and implementing programs and policies, and to more actively engage in prevention of identity-based violence. In this contribution, we suggest a new analytical lens to guide public administrators’ decision making, one informed by the theory and practice of mass atrocity prevention. The Female Worker: An Analysis Of Women Residing Along The Moroccan-European And U.S.- American Borderlands, Marlen G. Renderos

My independent research project is a comparative study focusing on women experiences among the Mexican-U.S. borderlands and Moroccan-European borderlines. For the Mexican-U.S.American context, I will focus on females maquiladora workers and stay-at-home wives. For the Moroccan-European context, I will focus on the mujeres mulas – women mules. My paper will discuss the ways in which society and governments run under a male-dominated lens contributing to the placement of women in vulnerable positions.

According to Dr. Tricia Bacon’s and Dr. Elizabeth Grimm Arsenault’s, “Al Qaeda and the Islamic State's Break: Strategic Strife or Lackluster Leadership?,”the “strategic differences between Al Qaeda and ISIS were not sufficient to cause the split,” the strife that ensued between al Nusra and ISIS caused this complex alliance to rupture. Osama bin Laden’s effective leadership aligned a terrorist network that amassed rebel groups for the global jihadist cause. Unlike bin Laden’s elitist view to destabilize the West, Abu Musab al-Zarqawi believed the principal enemies of the jihadist movement were Shiites for their false interpretation of Islamic theology and …

Claiming The Remains Of The Past: The Return Of Cultural Heritage Objects To Colombia, Mexico, And Peru, Pierre Losson

My research explores the reasons why three Latin American states (Colombia, Mexico, and Peru) claim the return of cultural heritage objects from holding institutions in the Western World, such as museums and universities. The literature on returns and restitutions, which focuses on questions of ownership and possession of objects, opposes two conceptions of cultural heritage: on the one hand, the internationalists argue that the location of a cultural object must be decided according to the interests of science and education, for the benefit and in the name of humankind; on the other hand, the nationalists consider that cultural heritage is …

Currently Latin America experiences a phenomenon of widely varying levels of violence across the region. Many countries, such as El Salvador and Honduras, have exceptionally high murder rates upwards of 40 homicides per 100,000 people (UNODC 2015). Other countries, such as Uruguay and Argentina, have relatively low rates, below 10 homicides per 100,000 people (UNODC 2015). I believe this variation stems from the use of pro-government militias specifically employed in the past by military governments as tools of suppression. El propósito de este artículo es analizar cómo los activistas del movimiento español de protesta 15M conceptualizan las prácticas organizativas en relación con los objetivos del movimiento. Ubicamos el concepto “organización parcial” en el contexto de la política de prefiguración. Empíricamente, el trabajo se basa en la investigación de campo realizada en España durante tres años (2014-2016), que incluyó 36 entrevistas cualitativas y observaciones participantes. Los hallazgos indican que los activistas consideran, de un lado, a las prácticas organizacionales como medios cruciales para lograr el cambio social y, de otro lado, a las organizaciones como organizaciones parciales, específicamente, para lograr …

Una vez dentro de la conceptualización pertinente, donde se consultan diversas fuentes que tratan el Accountability, se realiza una comparación que permite identificar posteriormente las condiciones para que las herramientas presentes en cada uno de los países analizados, conforme a su propia legislación, permitan ejercer el Accountability y configurar el acceso a la información, tanto como derecho autónomo como medio efectivo de control social a la gestión pública.

This article addresses the challenges that integral reparation programs meet when aiming to respond to multiple victimization experienced by displaced women. By adopting the ethnographic concept of “frictions” (Tsing, 2005), I analyze four dimensions of discursive frictions that occur surrounding reparative practice backed by the Law on Victims and Land Restitution and its multiple local encounters and dis-encounters when compensating multiple victimization in the post-conflict of Medellín. Like other studies have identified shortcomings of the idealistic and innovative Colombian reparation program, it becomes evident that the integral reparation efforts fall short in addressing the real complexity of interrelated and multiples …

Public servants are conditioned by perceptions about their jobs environments that can lead them to have less appreciation for their organizations. There are few studies that focus on a theoretical and practical understanding of the organizational environment as a factor that may lead public workers to low motivation and job satisfaction levels. We aim to explore organizational environment of Colombia’s public-sector entities as a key organizational aspect, considering the demographic characteristics of Colombian public servants. Open government has become a goal for countries all over the world, but it remains an elusive concept. Despite innovative methodologies to assess open government policies, action plans, and interventions in different countries, scholarly research and practical decisions are hindered by the lack of a precise concept and an operationalization. In this paper, we make two contributions to this discussion. First, we argue that the discussions about open government would benefit from taking the grammatical structure of the concept seriously (open is an adjective, government a noun). Mexico, one of the world’s largest economies and an increasingly relevant actor in international affairs, is at a crucial point in defining its future policy course. Scholars have debated how descriptive representation might operate as a vehicle for furthering minority rights. Rarely discussed in this literature is the role that the election of LGBTQIA+ politicians can have on overall approval of LGBTQIA+ rights within a country. This study aims to identify the various effects that LGBTQIA+ sexual minority federal representatives in Latin America have on public opinion on pro-LGBTQIA+ policies. Using a multi-year, cross-national survey of eleven Latin American countries my study tests whether the election of a LGBTQIA+ representative is related to more progressive views on same-sex marriage. This article examines the difficulties in the implementation of gender mainstreaming in the Public Policy of Medellin’s women, under the lens of the meta-governance literature. The purpose is to determine how the problems of coordination between actors and means of governance have influenced incorporation and implementation processes of this international strategy, within the Municipal Administration of Medellin, and especially for the period 2012-2015.
