Spillover Effects Of Quota Or Parity Laws: The Case Of Ecuador Women Mayors, Marcos Fabricio Perez, Santiago Basabe-Serrano

Do quota or parity laws designed to improve the representation of women in plurinominal elections have a spillover effect to uninominal elections? We empirically test this theory by analyzing the effects of quota and parity legislations implemented in Ecuador for plurinominal elections on the proportion of women elected as mayors. Through an unpublished database, our results show that after the implementation of such legislation, the probability of a woman being elected as mayor almost doubles (ceteris paribus). Social movements have sprung up in countries after their respective economies experience an economic crisis and the International Monetary Fund places restrictions on a country’s fiscal policy. Argentina’s piquetero movement and Greece’s anti-austerity movement have both mobilized after economic crises to protest the neoliberal shifts to their economics, yet their success at shifting those policies have not been studied sufficiently. The dominant explanation for social movement success involves analyzing political opportunities or seeing the social movement as an actor with limited resources. The conflated pattern between poverty, rurality, and indigeneity in Mexico signifies drastic inequality between populations. Poor, rural communities often do not receive as much public services, infrastructure improvements, and employment opportunities as urban areas, which causes out-migration into the cities. Some of the few jobs available in rural areas are in the agriculture sector, either through small-scale subsistence farming or seasonal employment on a large-scale farm. Historically, certain wealthy states such as Sinaloa, Michoacán, and Sonora received greater support to up-scale into modernized agriculture, which made them into the largest agro-exporters. The rapid decline of the Peruvian left-wing insurgent organization Sendero Luminoso was not only the result of the arrest of its leader. An analysis of the precipitous weakening of the organization using two social movement theories finds other factors were involved in the demise of the organization as well. These factors—participatory politics, support for the military among the rural population, and alienation of the population by Sendero Luminoso—provide insights to effective counterinsurgency tactics.

Medellín and the Aburrá Valley are internationally recognized for their capacity to design bold projects regarding transportation and sustainability. However, the city's mobility dynamics show a different reality: the number of vehicles has grown steadily over the last 20 years. The metropolitan inhabitants spend 44% more time mobilizing in the city than 12 years ago and air quality has become the main challenge on the city's environmental agenda. This article explores the possibilities of network management to increase the capacity of business foundations to exert influence on the process of agenda-setting in public policies. This case illustrates how three foundations (Éxito Foundation, Alpina Foundation and ALAS Foundation) helped to coordinate one hundred civil society organizations to influence the Colombian National Development Plan (2018-2022). The case shows that business foundations can play an important role in setting the policy agenda by working as articulators of multiple fragmented actors of civil society. Gobernar: The Journal of Latin American Public Policy and Governance

This article analyzes how leadership is practiced in social movement organizations (OMS). Drawing on Critical Leadership Studies, and based on qualitative empirical research conducted in the organizations of the Spanish 15M protest movement, we analyze leadership perceptions, tensions and practices in dealing with these challenges. Our findings indicate that leadership practices in the investigated OMSs are autonomous, reflective and rule-based. Emphasizing collective reflection and rules highlights two aspects of leadership in OMSs that have been largely ignored in the discourses. Nevertheless, they turn out to be important means to address the challenges of autonomous leadership.

In the year 2008, the University of Ibagué launched several initiatives to articulate higher education with local development. The Programa Paz y Región (Peace and Region Program) is one of those initiatives and it is the focus of this article, whose purpose is to analyse this program in the light of two related concepts: university extension programmes and social responsibility (SR). Our analysis is based on a managerial perspective and our hypothesis is that “Paz y Región” responds to regional development in Tolima, Colombia, from a co-constructed perspective of extension programmes.

This research project presents a spatial competition model for Mexican presidential elections based on the effective number of parties and weighted and scalar polarization indices. The model makes it possible to construct a classification of candidates influences based on personality as an remainder unexplained by spatial ideological competition. In addition to classifying the candidates in the last three presidential elections by their personal influence, the authors offer predictions for future balloting based on change in ideological distribution. Suppositions of symmetrical ideological votes and a single dimension were used to build the model.

The effect of leadership decapitation—the capture or killing of the leader of an armed group—on future violence has been studied with competing conclusions. In Mexico, leadership decapitation has been found to increase violence and in-fighting among drug cartels. However, the causal pathways between leadership decapitation and in-fighting are unclear. In this article, it is hypothesized that leadership decapitation will weaken alliances between armed actors, lead to greater preferential attachment in networks of cartels and militias, and result in greater transitive closure as cartels seek to expand their power. Using Argentina, Brazil, Chile, and Mexico as case studies, this paper examines how women’s collaboration influences the effects of gender quotas on women’s representation. The efficacy of gender quotas in increasing the numerical representation of women and improving gender equality outcomes is well-researched, but questions remain about the precise linkages between the numerical representation of women and the substantive representation of women. This thesis analyzes previously identified linkages alongside actions by women’s organizations in national legislatures and civil society to better understand women’s roles as critical actors in making gender quotas successful. Peru’s national health program Programa de Salud Reproductiva y Planificación Familiar (PSRPF) aimed to uphold women’s reproductive rights and address the scarcity in maternity related services. Despite these objectives, during PSRPF’s implementation the respect for women’s rights were undermined with the forced sterilization of women predominantly of indigenous, poor, and rural backgrounds. This study considers the forced sterilization of indigenous women as a genocide. Making the case for genocide has not been done previously with this particular case. This research attempts to understand the evolving relationship between China, the United States, and Latin America. Specifically, it explores China’s rapid rise as a formidable geopolitical power, the United States’ mixed response to that rise, and efforts by two Latin American countries, Ecuador and Argentina, to avoid exploitation by both China and the United States—and, indeed, to even benefit from this mutating relationship. Managing non-profit organizations (NPOs) in developing countries constitutes a challenge due to the intrinsic hardship of their missions, and the pressure of balancing their stakeholder’s interests and needs. Beyond the explicit challenges NPOs face (e.g., attracting volunteers, retaining employees, accounting to donors), we tackle the implicit obligations and returns that volunteers, employees, and donors hold towards an NPO. By introducing the concept of Stakeholder Psychological Contracts (SPC) and its three currencies (relational, transactional and ideological), we identify how each creates value for these stakeholders in a different way, using data from 409 respondents, representing 7 Bolivian NPOs.
