This paper is set in a time when, quite frankly, situations and events around the world are changing much faster than the perceptive abilities of the academic community. During the Cold War period it was relatively common to focus one's research toward a particular direction or specialty and feel safe that the rug would no be pulled out from under it. Many of this century's great political scientists carved their niches and made their names by studying and commenting on the status of the world as defined by the Cold War. Times have changed though. The cost of winning a seat in the United States Senate has risen dramatically over the last ten years. It has become the norm rather than the exception to spend over $1 million on a campaign. For example, in the 34 Senate races in the 1988 election, 32 campaigns spent over $1 million. Due to the necessity to raise more and more money, candidates have had to turn to alternative sources of campaign funds. Thus, the rise in campaign costs has been accompanied by a rise in the role of the political action committee (PAC). PACs are special interest groups …

Even a sleepy historiographer of political theory of some future day will notice the most dramatic revision of the last 25 years or so. I refer of course to the discovery-and celebration-of civic humanism. The devilish Machiavelli of Elizabethan times has been gently set aside for "the divine Machiavel," the one who writes, "I love my native city more than my soul."
