'Republican' and 'citizen', in fact, are old and intertwined words - so old that some may wonder at their relevance in the brave new world of the twenty-first century, and so intertwined that the phrase 'republican citizenship' seems almost redundant to others. There is no republic without citizens, after all; and, according to the classical republican thinkers, there is no citizenship, in the full sense of the word, except among those who are fortunate enough to inhabit a republic. This essay is a response to Supreme Democracy: Bush v. Gore Redux, an essay by Lani Guinier (2002).

The author critiques Professor Lani Guinier’s essay through a discussion of the maldistribution of wealth in American society, which he argues is accepted by American people thanks to the existence complex structures that allow them to distance themselves from it. He discusses four legitimation structures as he critiques this essay.

In recent years, a growing number of states have witnessed the passage of state initiatives that have authorized the medicinal use of marijuana. The medicinal marijuana movement has circumvented elected state legislatures by relying on an increasingly popular form of direct democracy - the direct initiative. This paper briefly examines the history and continuing legacy of illicit drugs and the initiative process in the context of the movement for medicinal marijuana. The purpose of this discussion is to dispel the notion that the United States is and always has been a polity grounded in egalitarian ideals and open political processes. We should not ignore or make light of injustices such as slavery, segregation, Eurocentric immigration policies, and social and economic discrimination that have played a major part in our history. If only for the sake of historical accuracy, we should not dismiss these trends as temporary lapses in judgment in an otherwise open and plural society.

This thesis investigates reelection moderation in the U.S. Senate on economic, social, and foreign policy between 1983 and 1994. I test 3 hypotheses based on the assumption that senators moderate their voting records when seeking reelection to appeal to the median voter. My hypotheses are: (1) Both groups of senators will moderate on economic policy, but a larger percentage of Democrats will moderate than Republicans (2) A majority of Democratic senators will moderate on social policy, but only a small percentage of Republicans will moderate. To understand the forces shaping current Tennessee politics, we discuss two fundamental concepts of Tennessee's electoral system: voting turnout and partisanship. These two concepts are easily illustrated by two questions. First, how many people participate in elections in the state? Second, whom do Tennesseans elect to represent them? While we use a historical perspective to inform the analysis, we are generally more interested in the forces shaping politics in Tennessee today.

In 1994. the Tennessee General Assembly mandated a new early voting system that allowed voters to cast a ballot in a two-week period prior to any election. Unlike absentee balloting, which requires registrants to justify why they cannot participate on election day, early voting is available to any registered voter who chooses to do so.

By enacting early voting in Tennessee, the state legislature hoped to achieve increased turnout and easier access for citizens unable to vote at a regular polling site on election day. The purpose of this chapter is to ascertain whether the program was able to increase …

In this chapter, we examine the party identifications and ideological orientations of Tennesseans from 1989 through 1996, as revealed through survey research. We also look at Tennesseans' positions on several issues of public policy that have been salient in state politics during this period. Our intent is to isolate any trends in the partisan and ideological character of the state while examining citizens' positions on key issues.

Implementation Of Early Voting, Lillard E. Richardson Jr., Grant W. Neeley

We examine the early voting process in Tennessee during the election of 1994. By conducting a mail survey of all 95 county registrars, we ascertained the methods and costs of early voting implementation. Generally, the survey reveals a strong belief that early voting encourages greater participation by voters, with turnout data supporting this belief. We find that the ballot type and location of early voting sites play an important role in determining both the costs of early voting and the rate of voter participation.
