In the midst of this morally charged situation might not Christian congregations hear again the call to a public vocation? As we ponder this prospect, two questions will guide our inquiry. First, where might Christian congregations locate a space in which they might attend to the public moral meaning of everyday rage? That public space, which we will explore, is “civil society.” Second, how can this public space of civil society be accessed so that its moral possibilities can be maximized? This article examines the following question: What characterizes Puerto Rican political development and what promise does electoral politics hold for Puerto Ricans in the United States? Its central premise is that an analytical framework which focuses on economic deprivation and racial prejudice is partial and inadequate to an understanding of the political experience of Puerto Ricans. Throughout the years, mainland Puerto Ricans have moved in and out of the political stage holding the banners of anti-colonialism, separatism, incorporation, and ethnic identity in search of vantage points from which they can satisfy their cultural, social, and economic needs. Mainstream studies of Latino politics have tended to reflect a primarily male view of political participation and political leadership. In such a view, the study of Latino political leadership continues the tradition of viewing leadership as derived from official positions in elected or appointed office and informal organizations. This article demonstrates that (1) contrary to prevailing myths, Latina women in Massachusetts run for and are elected to office in very high numbers, and (2) when the definition of political leadership is expanded to include community-based, not solely position-derived, forms of leadership, Latino community empowerment may depend, to a great extent, …

This court case, decided on June 8, 1994, was the result of an appeal of an earlier decision made on September 28, 1992. This suit was initially filed by Duncan Energy (and others) who were operating oil and gas wells in the northeast quadrant of the Fort Berthold Reservation. They contended that the northeast quadrant of land was not part of the Reservation per the act of 1910 and as such they were not subject to taxation and employment ordinances set by the Three Affiliated Tribes. The 1992 ruling found that act of 1910 did not diminish the Reservation and …

This United States (US) House report from the Committee on Natural Resources, dated April 19, 1994, was written to accompany US Senate Bill 1654 which proposed technical corrections to existing Indian laws. This report provides a background on US Senate Bill 1654 and proposes amendments. Among other corrections, the bill proposes to amend the White Earth Reservation Land Settlement Act of 1985 and to extend the allotted time for land transfers as written in the Three Affiliated Tribes and the Standing Rock Sioux Tribe Equitable Compensation Act. US Senate Bill 1654 became US Public Law 103-263 on May 31, 1994.

The presidential campaign of 1964 became a significant turning point in Virginia politics as the 24th Amendment eliminated poll taxes, black political organizations organized voter registration drives, and suburbanites, newcomers, and recent college graduates were attracted to the Republican Party. Republican candidates had made strong showings in elections in 1962 and 1963, due in part to the policies of the Kennedy administration. Democratic Senator Harry F. Byrd, Sr., publicly opposed many of the fiscal and social policies of the Kennedy-Johnson administration, creating difficulty among Republicans in choosing someone to oppose him. This report from the United States (US) Senate Committee on Indian Affairs dated November 19, 1993, was written to accompany US Senate Bill 1654 which proposes technical corrections to Indian laws. This thesis examines the motivations of Central American Unionists and the failure of their movement in the early years of the twentieth century. The existing literature attributes the failure of Central American unification during this era to U.S. policies meant to maintain a divided isthmus in order to economically and politically exploit the region. A closer analysis of the primary sources, however, reveals that union failed because of internal factors, and that Washington's actions generally favored efforts to rejoin the nations to reduce isthmian tensions.
