Towards The 21st Century: Long Cycles And The Future Of The United States, John Davis

With a plethora of declinist literature positing the decline and eventual dissolution of the American order, "Towards the Twenty-first Century: Long Cycles and the Future of the United States" offers a new perspective on the world leadership position of the United states. Using the literature on long cycles as its instrument, this study argues that there will be a continuation of U.S. systemic leadership through the twenty-first century.

A study of the weak state was conducted using the Honduras-U.S. relationship as a case study. Most existing literature, with the exception of Annette Baker Fox's The Power of Small States, does not analyze in detail a specific country's relationship with a powerful nation. This research examined the factors that helped a weak country maintain maneuverability in its domestic and foreign policies when under the influence of a strong power. Six conditions which facilitated maneuverability were: geographic proximity, rising nationalism, citizen participation in government, trade distribution and diversification, international pressure, and declining hegemony of the strong power. This thesis addresses the question, why does U.S. foreign policy contribute to political instability in developing nations? To ascertain the answer, it analyzes the post-World War II administrations from Truman through Johnson. One mode of containment, cliency, a foreign policy relationship between a major power and a weaker state, is developed within the framework analyzing containment. The cliency model provides a theoretical basis for explaining how the domestic structure of the client state is systematically distorted by the patron's actions in pursuit of its global interests. When Senator William Henry King took office in 1917, Utah and the nation were apprehensive about the presence of large numbers of foreign born aliens and citizens. Utah's King joined the wartime hysteria and promoted many nativistic policies directed against the foreign born population. During the post-war Red Scare he continued his crusade, concentrating on the suppression of Bolsheviks and the Industrial Workers of the World.

But when Congress passed the Immigration Act of 1924--a nativistic law designed to curtail the immigration of southern and eastern Europeans--King was the bill's only opponent from the West or South. Since anti-radicalism and …

The development of an operational anti-satellite capability by the Soviet Union, and the corresponding U.S. effort to develop an anti-satellite capability of its own, are gradually propelling both nations into a space arms race. The militarization of outer space moves forward as both superpowers launch an increasing number of satellites on military missions. This emerging space race has important foreign policy implications for the United States. The standard financial aid agreement between the institution and the athlete is that in return for the athlete's active participation in the particular sport, he or she receives free tuition, room, board and books.

In addition to the education and athletic involvements, the giving of financial aid has numerous implications on the relationship between the college or university and the athlete. Foremost among those implications is the potential legal entanglement under the law of workmen's compensation.

I will not attempt to illustrate this point through a comprehensive literature review of urban politics; such an enterprise would most likely yield more reams than results. Instead, I will examine the pro-growth bias of two prominent theories of urban politics; pluralism – as represented by Robert Dahl, Nelson Polsby, Edward C. Banfield and Raymond Wolfinger – and Paul E. Peterson’s most recent work City Limits. These two approaches share fundamental methodological and normative foundations that lead to an emphasis on process over outcomes in city politics.

The purpose of this study is to analyze Supreme Court pronouncements concerning a right of public access to criminal proceedings in order to determine to what extent the Court has recognized a constitutional guarantee of a public trial as it may apply to the accused and to the public and press. In August of 1974, I wrote U. S. Senator Harry F. Byrd, Jr., the senior Virginia senator and T. Edward Braswell, Chief Counsel for the Senate Armed Services Committee for a good deal of material concerning the United States military pension system.

The system had intrigued me as a pension planner for many years for several reasons. This thesis views the efforts of American oil interests to participate in the exploitation of Middle East oil resources in the 192Os as a point of departure in United States foreign policy. In its opposition to official involvement in the affairs of private business, the United States Government insisted that American oil companies negotiate directly with the British Government­ dominated companies which controlled the Near and Middle East. By placing the execution of its international oil policy under the control of private industry, the United States Government surrendered its capacity to conduct diplomacy with regard to a vital strategic resource. …

The exaggerated anti-Communist crusade of Senator Joseph McCarthy allegedly gained the support of a majority of Americans during the early 1950's. It is historically important and interesting to question that supposition by considering the character of McCarthy's following in each state. This study shows that in Utah sympathy for the second Red Scare abounded and evidences of McCarthyism were readily apparent.

Three indicators illustrate Utah's support for the Wisconsin senator. The defeat of Elbert Thomas in 1950 dramatically epitomizes the successful use of incriminating allegations effectively employed by McCarthy. The election, or re-election, of McCarthy supporters and the defeat of …

Four hundred and fifty-four jurors who served on forty-three criminal trials in Syracuse, New York, were sent questionnaires designed to elicit information concerning their deliberative behavior. One hundred and ninety-four jurors representing 42.6 percent of the total sample returned the survey instrument. This figure represents the efforts of one initial survey and two follow-up surveys.

The purpose of the research is to gain insights into individual and collective juror behavior. After a review of the traditional, legal realist, and behavioral literature concerning deliberative behavior several hypotheses were generated and tested. The intent of this paper is to show an affirmative duty on the part of all governments (national and State) to eliminate racial imbalances, whether they be "de jure" or "de facto", from the public schools. The thesis of this paper is that racial segregation is violative of the Constitution of the United States. No distinction need be made between State imposed or State tolerated racial im- balance. The central thesis of this study is that the Supreme Court, after a half-century of incrementally developing "zones" of privacy protection through the various guaran­ tees in the Bill of Rights, has arrived at a distinct, inde­ pendent "right of privacy" with the potentiality of pro­ tecting privacy in a broad range of situations. The Court has, at least since its Griswold decision in 1965, been developing a substantive, due process right to privacy in the areas of marriage, family, conception, and abortion. Finding solutions to conflict of interest situations is a never ending task. The basic difficulty revolves around the fact that each situation is somewhat different from another. What may be statutory relief for one situation may not be relief for another. This paper attempts to examine the possibility of statutory relief and presents certain selected examples of federal and state level legislation in the conflict of interest area. We begin with a general analysis of "gray-zone" conflict of interest and conclude with an evaluation of certain federal and state responses to conflict of interest situations.

An Analysis Of The Effects Of Background Variables On Attitudes And Policy At The Bonneville Power Administration, Philip George Millam

The question is asked whether or not background, education, and training of middle and upper level bureaucratic personnel affects policy outcomes. The Bonneville Power Administration (BPA) serves as the agency examined. A written questionnaire sent to a random sample of BPA executives sought data on background variables with the intent of making comparisons. Most BPA executives are found to share very similar education and training backgrounds – namely, engineering studies at Northwest state universities. Also, attitudes measured are found to be more similar than different on most issues for the agency as a whole. This phenomenon is explained in terms …
