A recent development in the judicial behavior literature on Supreme Court agenda setting is the examination of case selection within particular areas of the law. To that end, this study examines the Supreme Court's agenda-building process regarding American Indian Interests as a petitioning litigant during the 1969-1992 October terms. Using a multivariate logistic regression model, the findings indicate that judicial attitudes as manifested by the attitudinal model, the direct and third party briefs filed by the Solicitor General's office for and against American Indian interests, and the presence of a sovereignty issue were influential explanatory variables in the Supreme Court's …

This article examines the implications of the political transition of Hong Kong onUS-China relations in strategic, political and economic dimensions. It evaluates the impactof Hong Kong's changing status in the context of the engagement-containment debate onChina policy in the US. It suggests that US concerns over questions such as democracy andhuman rights and China's rejection of foreign interference' in Hong Kong would turn theterritory into a source of political conflict between the US and China. The case of the Wilderness Bill reveals several important insights into the process, policy and politics of wilderness legislation in the late 1950s and early 1960's. The process generally conformed well with the expectations of a strong committee chair model that characterized Congress during the late 1950s and early 1960s. To be sure, the politics involved accommodation of competing interests and was facilitated by a president eager to pass a pro-wilderness bill. Since the 1970s the African-born population in the United States has grown steadily in numbers. This increase of African immigrants offers an historic opportunity for sustained reconstruction of ancestral relationships with Black America. At this point, however, Africans who are mostly English-speaking and highly educated, remain largely isolated and even ostracized. Objective. Like many politically disadvantaged groups, American Indian interests have turned to the courts when they lack access or clout in the electoral process. Unlike many ocher disadvantaged groups, the litigation activities of American Indian interests have failed to garner much scholarly attention. The purpose of this research is to examine how American Indian interests fared before the Burger Court (1969-85 October terms). Methods. The 63 full opinion cases regarding issues critical to American Indian interests were identified by examining the United States Reports. China's entry into the Korean War in October 1950 took both its friends and foes by surprise and quickly escalated that conflict into the first major hot war since the start of the Cold War. This thesis analyzes the Chinese decision making process and the factors that led China into the Korean conflict. Official documents, statements, and speeches of American and Chinese Communist leaders between 1945 and 1950 indicate that historical mistrust and animosity, geopolitical considerations, and a breakdown of communications all contributed to the tragic showdown that caused millions of casualties. Soft money refers to those funds raised by the national party organizations for use on various grassroots and party-building activities. but which are not subject to the restraints of federal campaign finance law. President Reagan assumed office advocating an economic program based on tax and spending reductions. Achievement of these objectives, Reagan argued, would improve the American economy and result in balanced federal budgets. This thesis examines Reagan's commitment to the spending restraint element of his program. I will analyze all of Reagan's budgets and State of the Union addresses to determine how consistently he sought reductions in federal spending.

This thesis examines the motivations of Central American Unionists and the failure of their movement in the early years of the twentieth century. The existing literature attributes the failure of Central American unification during this era to U.S. policies meant to maintain a divided isthmus in order to economically and politically exploit the region. A closer analysis of the primary sources, however, reveals that union failed because of internal factors, and that Washington's actions generally favored efforts to rejoin the nations to reduce isthmian tensions. This thesis investigates the implementation of President Ronald Reagan's active counterterrorist policy. The paper attempts to determine why the stated policy of "swift and effective retribution" was not carried out. This paper concentrates on the discrepancies between the numerous statements advocating retaliation made by Reagan and his top officials and the failure of these officials to administer the necessary orders for such retaliatory policies. This thesis considers the reasons the Department of Defense (DOD) developed its recommendation concerning the U.S. involvement in the Korean War. The United states initially committed its forces to restore the status quo antebellum. However, by 31 July 1950, the DOD recommended that a free, unified, and representative Korea should be the policy object of the war and that the occupation of all of Korea and the defeat of the North Korean armed forces north and south of the 38th Parallel should be the military objectives.

This thesis examines the purpose of U.S. military aid in the American Republics from 1951 through 1961 and proves that concern for internal security became dominant during that period. At first military aid supported hemispheric defense against communist aggression, which Washington orchestrated through mutual defense agreements, but by 1953 maintenance of internal security emerged as the major aim of aid to several Central American nations. As head of the Policy Planning Staff of the Department of State, George F. Kennan had the opportunity to implement aspects of the containment policy which he had helped to create. In 1947, Japan became vital to United States national security interests in Asia but was threatened by Communist infiltration because of an unstable political and economic situation promulgated by the initial post-surrender policy immediately after the war.
