Federal systems are about the distribution of legal and political power, but law is not only one of the currencies of federalism, it is also one of federalism's most important supports; this chapter considers the role that law plays in establishing and enforcing the system by which both legal and political power are distributed within the USA and the EU. Chiefship, a central element of indigenous Fijian society valorized and transformed under colonial rule, is becoming a crucial part of a national political culture for multiethnic Fiji. The collective status and authority of chiefs in Fiji’s political life is grounded not simply in the part they have played in expressing opposition between indigenous Fijians and the descendants of the immigrant Indians, but also in a paradoxical function they have acquired in bridging ethnic conflict. Rarely is significant financial assistance "conditional" on holding elections, although it does improve a regime's image abroad to do so. For governments being observed, the trick is to orchestrate the process enough to win, but not enough to arouse observers' suspicions.

I wish to study the teaching of participatory democracy in entry level political science courses - Introduction to Political Science and American National Government. I believe that many Americans are distrustful of their elected leaders and cynical toward their governmental institutions. Signs of this malaise are declining voter turnouts, the success of negative campaigning ads, and the low level of discourse on talk radio shows. These conditions, if lasting, undermine democratic government's reliance on citizen participation.
