"Democracy," remarked H. L. Mencken, "is the theory that the common people know what they want, and deserve to get it good and hard." Mencken found American politics a droll spectacle and showered contempt on the dullards he named "the booboisie." Plenty of other intelligent and perceptive observers have concluded that ordinary citizens are flatly incapable of shouldering the burdens of democracy. Uninformed and uninterested, absorbed in the pressing business of private life, unable to trace out the consequences of political action, citizens possess neither the skills nor the resources required for what Walter Bagehot pithily named "government by discussion." …

Addressing the future of radical politics at the end of the cold war, this article offers a reconstruction of radical theory around the goal of enabling collaborative self-realization through participatory democratic politics. It offers an interpretation of the radical tradition as defined by a view of human nature as a cultural artifact, and a conception of liberation as the self-conscious transformation of human nature. It proceeds to critique radical theory’s traditional focus on revolution as the means of radical transformation. Distinguishing instrumental and self-expressive conceptions of transformation it critiques revolutionary processes as tending to reproduce instrumental culture. It offers democratic …

"'There is an embarrassment ... about trying to force people to have freedom."'1 This statement, given in 1943 by Stringfellow Barr, a member of the General Advisory Committee on Reeducation for the State Department, proved to be prophetic for the reeducation and denazification efforts of the United States in post-war Germany. Faced with a lack of consensus about policy goals, a severe shortage of resources, a scarcity of qualified Germans untainted by National Socialism, and a decimated educational infrastructure, the direct results of reeducation were predestined to be meager. Mulford Sibley is not the sort of scholar who makes a career of elaborating variations on a theme. There are recurring themes in his work, however, and I want to sound two of them, participatory democracy and technology, in this essay. These themes may be joined in a number of ways, but here I shall take up only one - the possibility that advances in communications technology may actually promote democracy by extending and enhancing opportunities for political participation.
