How Propaganda Affects Public Opinion In China: Evidence From The First Phase Of The Covid-19 Pandemic, Dan Chen

During a national crisis, can state propaganda shift public opinion, and if so, in what direction? Existing studies show that the effects of state propaganda on public opinion in China are mixed. Analysing data from an online survey experiment conducted during the initial phase of the COVID-19 pandemic in early 2020, this article finds that the Chinese public responded positively to propaganda that promoted Xi Jinping’s leadership, when these messages included text as well as images that showed Xi being compassionate during his visit to Wuhan. While much has been written about how China's international relations are best seen as intercultural relations that do not exclude the Other, this article examines how self/Other relations are visualized in terms of the human face in China, in particular through iconic images that construct the Chinese self with and against foreigners with large noses. It employs interpretivist methods to consider the interplay of social relations and international relations in order to see how ‘external appearance’ and ‘external relations’ inform each other in Chinese theory and practice. Taiwan has become increasingly important to the United States and its allies as the Russia-Ukraine War has united democracies against authoritarian expansionism and indeed has developed an international democracy-authoritarianism dynamic in global affairs. Part one of this article clearly outlined the geopolitical, economic, and soft-power reasons why Taiwan is strategically important. Part two reviews the development of US and allied policy statements on Taiwan—from the invasion of Ukraine in 2022 to the present—and provides policymakers and military strategists with incremental but realistic recommendations for understanding the current dynamic of the region and fashioning responses to deter further authoritarian aggression.

This article discusses China’s foreign policy toward African countries by examining Sino-Tanzanian South-South Cooperation (SSC). By utilising a modified, state-centric social constructivism, this study identifies domestic and international realms of China’s normative structure responsible for shaping China’s identities within the international community. It also explains how China can reconcile its competing identities between a Global South and rising great power statuses, which gives China the ability to combine its normative interest (i.e., Global South solidarity) and material interest (i.e., the geopolitical-geoeconomic strategy) into a diverse project of SSC with positive and proactive perception from Tanzania. This study analyses the trilateral cooperation among China, Japan, and Korea in the realm of environmental issues, focusing on the Trilateral Environment Ministers Meeting (TEMM) as the representative institution. Through a theoretical perspective based on rational design theory, this paper examines the rationality of TEMM's design and how it has addressed the enforcement problems and asymmetry of control among the three countries. The study also suggests some strategies for further deepening and empowering the trilateral cooperation, such as developing the environmental protection industry and carbon trading market, involving funds and non-state actors, and improving institutionalization. This study examines the effects of China's zero-covid policy on its economy and investigates whether the policy reflects a broader shift in the country's development paradigm. Employing a mixed-methods approach, we analyze key macroeconomic indicators, conduct case studies of strict lockdowns, perform textual analysis of official documents, and apply the concept of fragmented authoritarianism to explore the relationship between central and local governments. The findings indicate that while the zero-covid policy has had negative economic repercussions, China's response does not signify a major departure from its pre-pandemic development paradigm. By analysing sustainable mobility policies in Hangzhou (China) and Graz (Austria) and changes in their agendas during a period of thirty years, this article contributes to that discussion with new empirical insights. Huawei, the telecommunications company based in the People's Republic of China (PRC), has presented the governments of several middle powers with a policy dilemma. On the one hand, Huawei's affordable 5G network technology is attractive to telecommunications operators in these countries, which do not have domestic producers of this equipment. On the other hand, the U.S. government and intelligence agencies in other countries maintain that Huawei gear presents intolerable network security risks, a charge that the PRC government and Huawei forcefully reject as they insist Huawei merits access to foreign markets. While many use rational IR theory to explain Chinese foreign policy behavior, this paper follows global IR to employ interpretivist theory to examine how Chinese elites understand their country’s role in the world. In particular, it explores the Chinese global order ideas of socialism, tradition, and nation through a comparative analysis of how they work in China–Russia relations, especially after China’s 20th Communist Party Congress in 2022. Over the last two decades, China's People's Liberation Army Rocket Force (PLARF) and other PLA entities have provided the Chinese Communist Party (CCP) with a complex array of offensive capabilities, focused primarily on the U.S., allies, and partners in the Pacific. There has been explosive growth in ballistic missiles, cruise missiles, supersonic cruise missiles, hypersonic weapons, HGVs, and other threats. This paper compares the framings of ethnic conflict with theoretical political science explanations of the causes of such conflict. Framings are statements used to portray the who, what, and why of an issue through the emphasis or exclusion of information to create a specific agenda. The theoretical expectation from social science is that ethnic conflict is a result of a commitment problem, where the two parties in the conflict cannot credibly guarantee the protection of the other. This paper attempts to explain the threat that foreign disinformation poses for the United States Intelligence Community and its allies. The paper examines Russian disinformation from both a historical and contemporary context and how its effect on Western democracies may only be exacerbated in light of Chinese involvement and evolving technologies. Fortunately, the paper also studies practices and strategies that the United States Intelligence Community and its allied foreign counterparts may use to respond. It is hoped that this study will help shed further light on Russian and Chinese disinformation campaigns and explain how the Intelligence Community can efficiently react.

In December 1960, the Peking Review, China’s only English national news magazine, celebrated the “Eternal, Unbreakable Sino-Soviet Friendship” on its front page (Peking Review 1960). The alliance between the world’s largest communist nations certainly seemed ironclad, at least from an outside perspective. But over the next decade, relations between the two allies completely deteriorated, ultimately resulting in bloody confrontation on the Sino-Soviet border, where dozens were killed in violent clashes in March 1969. What accounts for the rapid deterioration in relations between China and the Soviet Union? How could two seemingly close allies turn into enemies so quickly?

Regime Type, Censorship, And Trust In Government With A Special Look At China, Avery K. O'Neill

This research stems from a fascination with the unique social media censorship efforts in China. In order to determine if such heavy social media restrictions are unique to China this study uses data from the World Values Survey to investigate the relationship between regime type and social media censorship. The paper then examines the relationship between government censorship effort and citizens’ trust in government. Ultimately, I find that while regime type is a predictor of censorship, censorship does not have a substantial effect on citizens’ confidence in government overall. However, the data does seem to suggest that censorship may be …
