Talking Like A Populist? Exploring Populism In Six Western Democracies, Aaron Stuvland

This dissertation focuses on when and why political parties ‘talk like populists’—or use populist ideas, concepts, and frames to appeal to voters. By analyzing the campaign speeches and party manifestos of all parties contesting elections since 2002 in Austria, France, Germany, Sweden, the United Kingdom, and the United States, I find that parties’ use of populism is substantively linked to outsider or challenger status and does not appear to be a useful rhetoric for governing. Overall, I find that mainstream parties have not increased their populism in the last two decades while populist parties have decreased their reliance on populism …

Changes Over Time In Media Framing Of Voting Rights For Hispanic Americans, Leslie A. Wolfe

This paper is an analysis of the changes in media framing of Hispanic Americans' voting rights in the Chicago Tribune from 1965 through 1975, following the passage of the Voting Rights Act of 1965, and from 2016 through 2021. The specific frames that will be mentioned are those surrounding Spanish language assistance in voting, political and racial redistricting or gerrymandering, voter fraud, and voter ID laws.

It is no secret that today's media landscape is saturated with various narratives and frames that dictate how political events and debates are consumer by the American public. This paper seeks to analyze how national and local media outlets frame the Election Integrity Protection Act of 2021, one of the numerous voting bills that followed the 2020 Election. My expectation is that these sources will vary in terms of their partisan skew as a result of their geographic location and the ideologies of their viewers. This study consists of evaluating the report of discrimination in the workplace regarding gender, race, and sexual orientation. It also explores the perceived discrimination and believed discrimination against African Americans regarding race and gender because they can influence or provide more information for the reports of discrimination in the workforce. Additionally, it evaluates if it is better for a man to work and a woman to stay home to see what groups are most and least likely to have these perceptions. Decree Power In Parliamentary Systems: Theory And Evidence From India, Madhav Shrihari Aney, Shubhankar Dam

Decree powers are common to presidential systems; they are rarely found in parliamentary ones. We analyze decree powers in one such rare setting: India. We show that bicameral minority governments in India systematically use ordinances to circumvent parliament and prosecute their legislative agendas. They promulgate more ordinances, enact less legislation, and often repromulgate lapsed ordinances. These patterns suggest that, with bicameral minority governments, the locus of lawmaking shifts to the executive branch. While both majority and minority governments invoke ordinances, the latter do so systematically to get around their parliamentary deficit. In the hands of minority governments, then, the mechanism …

Barking Without Biting: Understanding Chinese Media Campaigns During Foreign Policy Disputes, Frances Yaping Wang

What motivates Chinese media campaigns during foreign policy disputes and how are they carried out? “Influence campaigns” are often recognized as highly pertinent to international security, yet they remain understudied. This paper develops and tests a theory that explains these media campaigns as strategic actions to align domestic public opinion when it deviates from the state’s preferred foreign policy, exploiting the media’s mobilization or pacification effect. These divergent media effects correspond to two types of media campaigns respectively – the mobilization campaigns and the pacification campaigns. The pacification campaigns are particularly important because they indicate that hawkish rhetoric may counterintuitively …

Despite significant developments in the nature of twenty-first century warfare, Congress continues to employ a twentieth century oversight structure. Modern warfare tactics, including cyber operations, drone strikes, and special operations, do not neatly fall into congressional committee jurisdictions. Counterterrorism and cyber operations, which are inherently multi-jurisdictional and highly classified, illustrate the problem. In both contexts, over the past several years Congress has addressed oversight shortcomings by strengthening its reporting requirements, developing relatively robust oversight regimes. But in solving one problem, Congress has created another: deeply entrenched information silos that inhibit the sharing of information about modern warfare across committees. This …

While the creation of the security-development nexus has been an essential component in mainstreaming the principles of sustainable human development, there exist numerous gaps in the nexus. My research concentrates on four NGOs: IOM, IDMC, JIPS, and OCHA which use different tools to collect data and translate the information into evidence for data-driven decision making (DDDM) for the implementation of humanitarian assistance projects. I focus on the importance, advantages, and various data collection tools which help ameliorate the humanitarian sector since it does not have a current professionalized path to enter the workforce. Although participation in health policy-making is a popular topic in the literature and a stated priority of the United Nations, very little research has been published examining the full spectrum of participation by people who use drugs (PWUD) at the UN level. This study aims to describe and evaluate this participation through a combination of a literature review that looks at academic sources, UN publications, and publications by organizations of PWUD, and a series of interviews with representatives of organizations of PWUD who have participated in UN level policy-making.

Drug use, policy and outcomes differ in all countries; however, trends exist in response to these circumstances and can typically be evaluated through a pragmatic and moralistic lens. The public health, and evidence-based pragmatic approach differs from the law enforcement-centered moralistic approach, specifically in outcomes of people suffering from substance use disorder. Particularly for opioid use disorder, countries that have taken the pragmatic approach in response to opioid epidemics have had dramatic results. Social scientists are facing a crisis of confidence in quantitative results. Multiverse analysis provides concerned scholars a tool for verifying the robustness of findings. This article introduces political scientists to multiverse analysis through an application. It identifies how differing approaches to data processing led to divergent conclusions about the representation of lesbian, gay, and bisexual (LGB) Americans in Congress in a 2015 Journal of Politics article. The analysis casts doubt on the original conclusion that the size of the LGB population in a district is significantly associated with the bill sponsorship activity of its representative. Through integration, many of the benefits a region with a potential desire for independence gains from remaining a part of its host state are transferred to the European level. This paper seeks to answer a driving research question: Why do the Baltic Countries exhibit disparate levels of immigration and emigration? The paper considers the period from 2004, when Estonia, Latvia, and Lithuania became European Union member states, up to 2019. Lithuania, Latvia, and Estonia, while all small states in the same region, experience different levels of net migration. As Lithuania, Latvia, and Estonia maintain small populations with negative natural population increases, migration inflows and outflows are quite significant. Why do Green parties perform better in European Parliament (EP) elections than in national parliament elections? Even in countries that use proportionally representative voting systems for both national and EP elections, many Green parties gained more than twice the proportion of EP seats in 2019 compared to the previous national election. Using national and EP election results, European Social Survey data, and Eurobarometer polling from the 2019 EP election, I test competing theories of Green party success. I contend that the EU was quite receptive to Chinese OFDI at the beginning of the decade, due to both ideological leanings and the economic context of a post-crisis Europe. This chapter charts the DAC’s Cold War history. During this period the DAC established much of the institutional and intellectual scaffolding of international development cooperation. Moreover, participation in the DAC also orchestrated a quiet revolution in the identities of its members, forging them into an imagined community of donors in which the supply of development assistance came to be seen as a routine function of modern industrialised states.
