enelitian ini bertujuan untuk menjelaskan proses difusi kebijakan pada tahap perumusan agenda (agenda-setting) Rancangan Undang-Undang Pelindungan Data Pribadi (RUU PDP) di Indonesia. Difusi kebijakan dapat dimaknai secara umum sebagai sebuah proses pengadopsian kebijakan di suatu negara yang dipengaruhi oleh dinamika penerapan kebijakan yang sama di negara/wilayah lain. Dalam siklus pembuatan kebijakan, proses difusi kebijakan di tahap perumusan agenda dapat terjadi melalui dua mekanisme yakni pembelajaran dan emulasi. Mekanisme pembelajaran menekankan pada evaluasi aktor difusi yang bertumpu pada aspek efektivitas atau implikasi praktis kebijakan yang akan diadopsi berdasarkan pengalaman di wilayah/negara lain. After defeat in the Civil War, the white South used time as a tool of political oppression. Myths of the “Old South” and the “Lost Cause” distorted history and public memory; vagrancy laws and labor regulations controlled the time of the newly free; grandfather clauses distributed rights based on past conditions; and attacks on education, labor, and democratic rights undermined progress in the “New South.” In this article, I show that Black southerners also recognized the political value of time. An incisive study that shows how Republicans transformed the US House of Representatives into a consistent GOP stronghold—with or without a majority.

Long-term Democratic dominance in the US House of Representatives gave way to a Republican electoral advantage and frequently held majority following the GOP takeover in 1994. Republicans haven’t always held the majority in recent decades, but nationalization, partisan realignment, and the gerrymandering of House seats have contributed to a political climate in which they've had an edge more often than not for nearly thirty years.

As COVID-19 rapidly spread across the globe, every government in the world has been forced to enact policies to slow the spread of the virus. While leaders often claim responses are based on the best available advice from scientists and public health experts, recent policy diffusion research suggests that countries are emulating the COVID-19 policies of their neighbors instead of responding to domestic conditions. Political and geographic considerations play a role in determining which countries imitate one another, but even among countries that are politically or geographically distant, nationalist regimes seem to favor certain approaches towards the pandemic. From the mid-1600s to the mid-1700s, mercantilism was the dominant economic doctrine practiced in the politics of the English Empire. To balance foreign trade in favor of exports and bolster the national wealth, however, mercantilists argued in favor of centralizing private commercial interests in the public realm, effectively redefining the public interest as a composition of narrow merchant interests. Restrictive mercantilist policies directed at the American colonies worsened over time, and colonists turned to the theories of John Locke to argue that English mercantilism prohibited colonists from fully realizing their rights to liberty and property. The use of negative visual imagery of the poor to conjure feelings of pity, guilt, and empathy (also called “poverty porn”) is premised on an emotional mechanism that is supposed to elicit compassion and giving behavior, and yet the very emotional nature of the response to this kind of negative imagery can have the exact opposite effect by evoking compassion fatigue and psychological numbing. Our study interrogates this puzzle. Leveraging original data from survey experiments, we show that exposure to negative and personalized images of aid recipients in despair actually increases support for foreign development aid. Risk aversion dampens political participation and heightens religiosity, with concentrated effects among women. Yet, little is known about how intersecting identities moderate these psychological correlates of religiosity and political engagement. In this paper, we theorize that the risk-religion-politics relationship is gendered and racialized. Using a nationally representative survey, we show that political participation is more strongly correlated with risk for Black women than for any other race-gender group. For religiosity, however, we find little evidence that risk is related to religiosity among Black women, while highly correlated with white women's religious engagement. This article utilizes the case study of the 1930s Ukrainian Holodomor, an artificially induced famine under Joseph Stalin, to advance comparative genocide studies debates regarding the nature, onset, and prevention of large-scale violence. Fieldwide debates question how to 1) distinguish genocide from other forms of large-scale violence and 2) trace genocides as unfolding processes, rather than crescendoing events. To circumvent unproductive definitional arguments, methodologies that track large-scale violence according to numerically-based thresholds have substituted for dynamics-based analyses. Able to address aspects of the genocide puzzle, these methodologies struggle to incorporate cross-cultural contextual variation or elicit ripe moments for specific, real-time …

Has partisan polarization reached the stage that it now affects Americans’ decisions whether or not to get vaccinated against a pervasive and deadly virus such as COVID-19? To date, the evidence has largely been hypothetical—collected before the vaccine was widely available—superficial, or contradictory. Using two original surveys conducted at two different time periods after vaccines became available, this study represents one of the first efforts to systematically analyze the role of party affiliation in predicting vaccine hesitancy. We find that even after controlling for a host of demographic and attitudinal variables, Republicans are significantly less likely—and Democrats more likely—to be …

Penelitian bertujuan untuk mengetahui probabilitas masyarakat Kota Jambi dalam melaksanakan hak politik pada Pemilihan Umum (Pemilu) Presiden Tahun 2019. Penelitian ini menggunakan metode Ex-Post Facto untuk mengetahui peristiwa yang terjadi sebagai akibat dari faktor-faktor yang mempengaruhinya. Populasi dalam penelitian ini adalah masyarakat yang terdaftar sebagai pemilih pada Pemilu Presiden Tahun 2019 di Kota Jambi yang terdiri dari 11 Kecamatan dan 62 Kelurahan yang berjumlah 865. Sampel dipilih menggunakan teknik area sampling tingginya tingkat abstain di suatu daerah sebanyak 266 responden. Upon arrival to a new country, many immigrants face job downgrading, a phenomenon describing workers being in jobs below the ones they have based on the skills they possess. Moreover, in the presence of downgrading immigrants receiving lower wage returns to the same skills compared to natives. The level of downgrading could depend on the immigrant type and numerous other factors. This study examines the determinants of skill downgrading among two types of immigrants – refugees and economic immigrants – in the German labor markets between 1984 and 2018. The Covid-19 pandemic produced more significant immediate intergovernmental conflict in the U.S. than in Australia and Canada. This article considers three variables for this cross-national divergence: presidentialism versus parliamentarism; vertical party integration; and strength of intergovernmental arrangements. We find that the U.S. presidential system, contrary to parliamentarism in Canada and Australia, provided an opportunity for a populist outsider skeptical of experts to win the presidency and pursue a personalized style that favored intergovernmental conflict in times of crisis. Then, the intergovernmental conflict-inducing effect of the Trump presidency during the pandemic was compounded by the vertical integration of political parties, which …

Media Attention And Bureaucratic Responsiveness, Aaron Erlich, Daniel Berliner, Brian Palmer-Rubin, Benjamin E. Bagozzi

How does media attention shape bureaucratic behavior? We answer this question using novel data from the Mexican federal government. We first develop a new indicator for periods of anomalously heightened media attention, based on 150,000 news articles pertaining to 22 Mexican government ministries and agencies, and qualitatively categorize their themes. We then evaluate government responsiveness using administrative data on roughly 500,000 requests for government information over a 10-year period, with their associated responses. A panel fixed-effects approach demonstrates effects of media attention on the volume of outgoing weekly responses, while a second approach finds effects on the “queue” of information …

The production of policy knowledge in the United States is typically described as fractured and contentious. Yet since 1974, the production of fiscal knowledge in the federal budget process has become more centralized and coordinated. And even as Congress has retrenched other analytic institutions, the Congressional Budget Office (CBO) has endured. Dominant explanations for the CBO’s durability point to its reputation for neutral competence. This argument, however, fails to acknowledge that Congress has retrenched other institutions with similar reputations. The University of New Orleans’ Survey Research Center (SRC) conducted a live interviewer telephone survey of 605 likely voters in Orleans Parish. We asked respondents to rate Mayor LaToya Cantrell’s job performance. We also inquired into which candidates likely voters would vote for in the two at-large city council elections. Lastly, we asked respondents to tell us what they thought was the biggest problem facing Orleans Parish. Their responses were recorded verbatim.

This paper tracks the Eisenhower Administration’s shifting policy towards Cuba and its use of covert imperialism to obtain its objectives. The policy considerations of the United States centered around a convenience for American interests. The support for the Batista regime, despite its oppression, exacerbated anti-American sentiments in the Cuban Revolution and put it on a collision course with American interests. As engagement failed, Cuba nationalized, and tensions escalated, the Eisenhower Administration initiated a campaign of covert imperialism that sought a government more in line with its interests.
