Why do some states support rebel groups? This area of study has garnered more attention in the aftermath of the Cold War, as states continue to leverage proxy groups against one another. To understand the causes and consequences of state support, this dissertation builds on existing work in the state sponsorship, terrorism, and interstate rivalry literature. The research questions in this dissertation ask: (1) why states provides specific types of sponsorship; (2) what, if any, is the effect of interstate rivalry on the global network of state support; and (3) why are some Islamist rebel groups more violent than others. …

ABOUT THIS STUDY

The annual Los Angeles Public Opinion Survey conducted by StudyLA involved 20-minute telephone sessions and online surveys with more than 2,000 adults (1,200 phone and 800 online) living in Los Angeles County. Respondents were asked about qualityof-life perceptions, personal economic wellbeing, economic concerns, overall life satisfaction, and various civic issues. The margin of error is ±3.0% for the entire sample.

Effective provision of public goods and services is among the common issues affecting local governments in Angola. Administrative decentralization is a well-known strategy to foster municipal governance, yet Angolan citizens perceive a lack of impact from this strategy. The purpose of this qualitative case study was to explore the perceptions of leaders and followers in public administration regarding the lack of impact of administrative decentralization on Northern Angola, and to examine the role of public administration education to reverse this trend. Germany is an exemplary case of an energy transition from nuclear energy and fossil fuels toward renewables in the electricity sector, but it also demonstrates repeated, increasingly successful counter-mobilization by energy incumbents and their allies. The course for Germany's energy transition was largely set with the adoption of a feed-in tariff law in 1990, but since then the energy transition has been altered by a series of policy-making episodes, each of which was shaped by the outcomes of the previous episodes; there has been a combination of reinforcing and reactive sequences. These approaches are based not merely on theory or doctrine but on the self-perceived interests of the stakeholders in peacekeeping inside Africa. In recent years, Congress has repeatedly failed to appropriate funds necessary to honor legal commitments (or entitlements) that are themselves enacted in permanent law. The Appropriations Clause has forced the government to defy legislative command and break such commitments, with destructive results for recipients and the rule of law. This Article is the first to address this poorly understood phenomenon, which it labels a form of “disappropriation.”

The Article theorizes recent high-profile disappropriations as one probabilistic consequence of Congress’s decision to create permanent legislative payment commitments that the government cannot honor without periodic, temporary appropriations. Such partially temporary programs include …

When did ideology become the major fault line of the California Supreme Court? To answer this question, we use a two-parameter item response theory (IRT) model to identify voting patterns in non-unanimous decisions by California Supreme Court justices from 1910 to 2011. The model shows that voting on the court became polarized on recognizably partisan lines beginning in the mid-1900s. Justices usually did not vote in a pattern that matched their political reputations and party affiliation during the first half of the century. This began to change in the 1950s. Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

Reimbursement is a key challenge for many new digital health solutions, whose importance and value have been highlighted and expanded by the current COVID-19 pandemic. Germany’s new Digital Healthcare Act (Digitale–Versorgung–Gesetz or DVG) entitles all individuals covered by statutory health insurance to reimbursement for certain digital health applications (i.e., insurers will pay for their use). Since Germany, like the United States (US), is a multi-payer health care system, the new Act provides a particularly interesting case study for US policymakers. As a major subsector of the Nordic country’s welfare state, this paper focuses on the evolution of social insurance, particularly the public old-age pension system from its liberal beginnings in 1913 all the way to 1998, when the novel three-tiered pension system was introduced. Although the U.S. Supreme Court reached the correct result in Obergefell v. Hodges, its substantive due process and equal protection analyses were wrong. First, the majority opinion discusses the concept of equal dignity, which has no legal definition nor has it been used in prior Supreme Court jurisprudence. The majority made another mistake in using substantive due process when Obergefell could have been decided on the basis of equal protection alone.

Access to information is critical to improving production efficiency, but little is known about how farmers are informed on the policy or issues influencing programs related to farming. This research sought to determine the sources of communication used by farmers and ranchers to form opinions about agricultural policy and candidates, identify the issues important in voting, and their level of participation in the political process. Face-to-face interaction was the preferred form of communication in farm organization meetings, with friends, or farm agencies. This paper introduces a crucial parameter to the novel coronavirus response in the United States, by shedding light on the early-warning role of intelligence agencies. It argues that the intelligence components of the federal government's Biological Defense Program offered actionable forewarning about an impending pandemic in the years leading to the COVID-19 outbreak. Immigration is one of the most salient and divisive issues in the US and a host of other countries, with public opinion polarized and elites deadlocked on the issue. One limitation of research on immigration attitudes is the tendency for scholars to focus exclusively on dark motivations driving hostility toward immigrants rather than those leading to compassion and support for immigrants. Using 2016 American National Election Studies (ANES) data, I examine the relationship between attitudes towards immigration and several Big Five personality traits, focusing on Altruism.
