In the age of the administrative state, the battle over who controls the federal bureaucracy and the rulemaking process decides much of the direction of American public policy. The president has emerged from this milieu as the strongest political actor in the administrative state because of their ability to leverage political appointees and the centralized EOP to protect their agenda from entrepreneurial bureaucrats and a rivalrous Congress. Yet, little is known about the effectiveness of political appointees as a tool of presidential control outside of case studies of individual agencies in the large federal bureaucracy. The “Spanish Exception” refers to Spain’s lack, until recently, of a populist right-wing party. Vox became the first party to the right of the conservative PP to win seats in a regional election in 2018 and in general elections in April and November of 2019. Vox is currently the third largest political party in the Spanish parliament, bringing an end to Spanish exceptionalism. This thesis addresses the rise of Vox through a conceptual framework of political opportunity structure. The framework allows for multiple explanations to account for Vox’s sudden breakthrough. While some US policymakers argue that economic sanctions always work and continue to use them as a key foreign policy tool, and while some other scholars argue that sanctions never work, this thesis focuses on when, not if, sanctions work. Contextualizing a discussion of the effectiveness of sanctioning undemocratic regimes in the Middle East and North Africa around the early 2000s shift away from US hegemony back to multipolarity, I conclude that the rise of Russia, China, and smaller states in the early 2000s affected the process through which the US is able to sanction adversarial regimes. สารนิพนธ์ฉบับนี้ต้องการศึกษาความล่าช้าในการดำเนินโครงการรถไฟความเร็วสูงไทย-จีน ซึ่งถือเป็นโครงการที่สำคัญในการสานความสัมพันธ์ระหว่างประเทศไทยกับจีนโดยเฉพาะอย่างยิ่งในด้านเศรษฐกิจ เนื่องจากความร่วมมือดังกล่าวถือเป็นปัจจัยที่เกื้อหนุนการพัฒนาเศรษฐกิจของไทยและจีนผ่านการสร้างระบบเครือข่ายการคมนาคมขนส่งในภูมิภาค ทั้งนี้ การที่จีนให้การรับรองรัฐบาลรัฐประหารในไทยที่นำโดยพลเอกประยุทธ์ จันทร์โอชา ในปี ค.ศ. 2014 เปิดโอกาสให้จีนเข้ามาผลักดันให้รัฐบาลไทยเร่งดำเนินการสานต่อโครงการดังกล่าว ซึ่งหลายฝ่ายคาดว่า ด้วยความสัมพันธ์ที่ดีระหว่างรัฐบาลทั้งสองจะทำให้การดำเนินการโครงการฯ เป็นไปได้อย่างรวดเร็ว แต่ในความเป็นจริงเกิดความล่าช้ามาโดยทั้งสองฝ่ายไม่สามารถบรรลุข้อตกลงได้อย่างรวดเร็ว จากการศึกษาครั้งนี้พบว่า ความล่าช้าดังกล่าวเกิดจากความพยายามของรัฐบาลไทยที่ต้องการรักษาสมดุลระหว่างความสัมพันธ์ที่ใกล้ชิดกับจีนและความชอบธรรมภายในประเทศ ในขณะที่รัฐบาลไทยให้ฝ่ายจีนเป็นผู้ดำเนินการโครงการฯ โดยปราศจากคู่แข่ง แต่ก็พยายามแสดงให้สาธารณชนเห็นว่าการมีความสัมพันธ์ที่ดีกับจีนมิได้ทำให้ไทยต้องอ่อนข้อและอาจทำให้ประเทศไทยเสียผลประโยชน์แห่งชาติดังที่ถูกวิพากษ์วิจารณ์ จึงส่งผลให้การเจรจาไม่สามารถหาข้อยุติได้โดยง่าย ซึ่งสร้างความไม่พึงพอใจให้กับฝ่ายจีนและกลายมาเป็นประเด็นปัญหาท้าทายต่อรัฐบาลในการดำเนินความสัมพันธ์กับจีน กรณีศึกษานี้แสดงให้เห็นว่า ถึงแม้ว่ารัฐบาลพลเอกประยุทธ์ฯ จะมีอำนาจเด็ดขาดในการดำเนินนโยบายแต่ยังคงต้องรักษาความชอบธรรมของระบอบการปกครองแบบเผด็จการท่ามกลางความขัดแย้งทางการเมืองที่รุนแรงในไทยที่มีมาตลอดทศวรรษนับตั้งแต่การรัฐประหารโค้นล้มรัฐบาลพันตำรวจเอกทักษิณ ชินวัตร ในปี ค.ศ. 2006

สารนิพนธ์ฉบับนี้มุ่งศึกษาการดำเนินการของคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (HRC) ต่อปัญหาการละเมิดสิทธิมนุษยชนชาวโรฮีนจาในเมียนมา เพื่อวิเคราะห์ผลการดำเนินการของ HRC ว่ามีอิทธิพลต่อท่าทีด้านสิทธิมนุษยชนของรัฐบาลเมียนมาอย่างไร และเผชิญอุปสรรคและข้อจำกัดอย่างไร โดยผู้วิจัยจะใช้กรอบแนวคิดกระบวนการขัดเกลาทางสังคมและแบบจำลองสไปรัลมาประกอบการวิเคราะห์ จากการศึกษาพบว่า HRC มุ่งแก้ไขปัญหาการละเมิดสิทธิมนุษยชนข้างต้น โดยการเปิดเวทีให้ภาคส่วนระหว่างประเทศเรียกร้องและมีข้อเสนอแนะให้เมียนมายอมรับบรรทัดฐานด้านสิทธิมนุษยชนผ่านกลไกการประชุมสมัยสามัญและสมัยพิเศษและกระบวนการ UPR ในขณะที่มอบอำนาจให้ผู้รายงานพิเศษฯ ประมวลข้อมูลการละเมิดสิทธิมนุษยชนชาวโรฮีนจา เพื่อเผยแพร่ประเด็นดังกล่าวเข้าสู่การรับรู้ของประชาคมโลก ซึ่งการดำเนินการดังกล่าวได้ส่งผลให้เมียนมาตอบสนองโดยการปฏิเสธข้อกล่าวหาที่มีต่อรัฐบาล อย่างไรก็ตาม เมียนมาได้ปฏิบัติตามข้อเสนอของ HRC ในบางประเด็น เช่น การพิสูจน์สัญชาติ การส่งกลับผู้หนีภัยโดยสมัครใจ แต่เป็นการปฏิบัติที่ไม่สอดคล้องกับบรรทัดฐานสิทธิมนุษยชนสากลมากนัก โดยเมื่อวิเคราะห์ผ่านแบบจำลองสไปรัลนั้น ถือได้ว่า การตอบสนองของเมียนมาต่อ HRC ยังคงอยู่ในช่วงระยะเปลี่ยนผ่านจากระยะที่ 2 ไปสู่ระยะที่ 3 ทั้งนี้ การที่ HRC ไม่สามารถส่งเสริมให้เมียนมาปฏิบัติตามบรรทัดฐานด้านสิทธิมนุษยชนจนนำไปสู่ระยะที่ 5 ของแบบจำลองสไปรัลนั้น เกิดจากอุปสรรคและข้อจำกัดที่เกี่ยวข้องกับภาคประชาสังคมภายในประเทศ รัฐบาลเมียนมา และกลไกของ HRC ซึ่งจำเป็นต้องมีการดำเนินการร่วมกันในหลายภาคส่วนเพื่อให้เมียนมาเปลี่ยนแปลงท่าทีและยอมรับบรรทัดฐานสิทธิมนุษยชนสากลมากขึ้น และนำไปสู่การแก้ไขปัญหาการละเมิดสิทธิมนุษยชนชาวโรฮีนจาในระยะยาว

สารนิพนธ์ฉบับนี้มุ่งศึกษาความสำคัญของประเทศจีน ที่ได้ “ปักหมุด” ทางยุทธศาสตร์การเข้ามาลงทุนในโครงการพัฒนาระเบียงเศรษฐกิจพิเศษภาคตะวันออก (EEC) ของประเทศไทย โดยใช้กรอบแนวคิดของการป้องกันความเสี่ยง (Hedging) ที่เป็นการเข้ารวมกลุ่มสมัครพรรคพวกกับรัฐที่เข้มแข็งกว่าเพื่อผลประโยชน์ (Bandwagoning For Profit) มาเพื่อวิเคราะห์ความร่วมมือทางเศรษฐกิจระหว่างประเทศไทยและประเทศจีน โดยเป้าหมายสำคัญในการป้องกันความเสี่ยงที่จะทำให้ประเทศไทยเกิดสภาวะพึ่งพาต่อประเทศใดประเทศหนึ่งมากเกินไป จนอาจจะทำให้เสียสมดุลที่ส่งผลกระทบต่ออธิปไตยและผลประโยชน์แห่งชาติของประเทศไทย จากการศึกษาพบว่า นโยบายต่างประเทศของไทยได้หันเข้าหาประเทศจีนมากกว่าสหรัฐฯอย่างชัดเจน ซึ่งได้ส่งผลกระทบให้ประเทศไทยเสียสมดุล (Balance) ในความสัมพันธ์ระหว่างมหาอำนาจขั้วตรงข้ามไปอย่างหลีกเลี่ยงไม่ได้ จนทำให้ประเทศไทยต้องพบกับความเสี่ยง และความยากลำบากจากการขาดอิสระในการกำหนดนโยบายต่างประเทศที่จะต้องยึดถือเอาลำดับความสำคัญ (Prioritize) ในการรักษาความสัมพันธ์ที่มีกับประเทศจีนเป็นหลัก จึงมีข้อเสนอแนะในการยึดจุดยืนของประเทศไทยจากการที่อยู่ในยุทธศาสตร์ของมหาอำนาจทั้งสอง (Cooperative Security Locations) โดยหากประเทศไทยดำเนินนโยบายต่างประเทศที่รักษาสมดุลระหว่างมหาอำนาจทั้งสองได้อย่างดี ย่อมจะก่อให้เกิดผลประโยชน์แห่งชาติสูงสุดแก่ประเทศไทย รัฐบาลไทยจึงต้องตระหนักถึงความสำคัญในประเด็นนี้ก่อนที่จะสายเกินไป เพื่อที่จะนำพาประเทศไปในทิศทางที่ถูกต้อง และสร้างสมดุลอันนำมาซึ่งความมั่นคง รวมถึงการผลักดันด้านเศรษฐกิจให้กับประเทศไทย ภายใต้บริบทยุคโลกาภิวัตน์ในปัจจุบัน

Inequality In The Social Mind: Social Comparison And Support For Redistribution, Meghan Condon, Amber Wichowsky

Income inequality is fundamentally relational in nature, but research on the American public’s response to it tends to examine individuals in isolation, concluding that support for redistribution is unresponsive to inequality. We focus instead on perceptions of relative socioeconomic position, which we manipulate experimentally through imagined social interactions with high- or low-status others. We find that subjects who make social comparisons between themselves and someone who is socioeconomically advantaged perceive their own status as lower, assess their own socioeconomic status more accurately, and become more supportive of social welfare spending, even though we provide no factual information about the income …

An ecocentric movement is one which mobilizes and organizes people to transform, or abolish and replace, existing anthropocentric societies, which seek to dominate the other-than-human world. The instrumentalities of anthropocentric domination will not simply wither away. They must be forcefully dismantled. That dismantling will be neither quick nor easy, and will be met with enormous resistance from those that benefit from domination, and from those that fear change. Only by keeping one’s eyes on the prize – the recovery of biodiversity and the Earth – and not being diverted by other goals, can the prize be attained.

Past research and government reports document that Security Force Assistance (SFA) provided by the United States to partner nations often failed to achieve the desired impact of developing the capacity and capability of the partner to defeat an insurgency and maintain security. A lack of research and available data inhibit the identification of reasons SFA programs fail. In this qualitative phenomenological study, the perspectives of recipients of training were explored to understand the factors that impact the development of capability and capacity as a result of SFA training. Victory By The Weakest: Effects Of Negative Advertising In N>2 Candidate Campaigns, Jesse T. Richman

The truel, or three way duel, has distinct properties from duels: the weakest contestant often has a very good chance to win. This paper explores application of the logic of truels to election campaigns involving negative advertising. We show that negative campaigning that pits the leading candidates against each other can create circumstances in which the third (or worse) place candidate wins in one or more of the Nash equilibria of the game. We then study whether the simulated existence of an opportunity for Nash equilibrium victory by third place candidates predicts such outcomes in U.S. state-wide elections.

Maintaining and restoring electricity after a disaster helps to preserve the health and well-being of the elderly who are at increased risk of heat stress and may be dependent upon life-sustaining medical equipment. Mitigation policies altered in reaction to increased public interest without thorough consideration of industry-specific resources may contribute to delays in implementation and unrealized potential for emergency power coverage within individual facilities. The advantages of policy and procedural expertise allow revolving door lobbyists to bypass the costs required of non-revolving door lobbyists. This professional upper hand gives advantages to the special interest groups that these revolvers represent. In a cross-sectional analysis and comparative case study of two American states, I find that a state without a mandatory waiting period for legislators yields a higher number of revolving door lobbyists than a state with a mandatory waiting period. The findings of this research suggest that lobbying laws are effective in addressing the saturated influence and involvement of former legislators in the policy making …

While the global effects of climate change are accelerating at an alarming rate, climate policy is not keeping pace. This special issue addresses domestic constraints on climate action around the world. Specifically, our authors analyze the multifaceted resistance to energy transitions arising in a variety of industrialized democracies, including the USA, Germany, Japan, the UK, and Switzerland. We develop politics-oriented explanations within an institutionalist framework. Each article focuses on a different aspect of resistance to energy transitions, involving different actors and political institutions. The largest recorded cholera epidemic in history is happening right now in Yemen, a country which has reported over 2 million cases of cholera as of 2020. Yemen has a history of endemic cholera, but prolonged conflict in the country has led to deteriorating conditions that have triggered massive outbreaks of the disease. Sculpting the Public Land Base in Northern Minnesota Counties: Past, Present and Future. This 3-article dissertation addresses the large public land base in the Arrowhead Region of Northern Minnesota. One fourth of all lands in the state are public lands, with the overwhelming majority located in the Arrowhead Region. These counties have anywhere from 30% to 92% public lands. The region relies heavily on a natural resource economy. Methodology for research includes secondary data analysis from several preexisting research projects and studies. Are ideologically moderate candidates more electable than ideologically extreme candidates? Historically, both research in political science and conventional wisdom answer yes to this question. However, given the rise of ideologues on both the right and the left in recent years, it is important to consider whether this assumption is still accurate. I find that, while moderates have historically enjoyed an advantage over ideologically extreme candidates in congressional elections, this gap has disappeared in recent years, where moderates and ideologically extreme candidates are equally likely to be elected. This change persists for both Democratic and Republican candidates.
