Sovereignty In Islamist Political Thought: Continuity And Change, Md Mizanur Rahman

Sovereignty is a contested issue in Islamist political thought. Although Islamists practically accepted liberal democracy in various forms across the world, they are yet to solve the normative paradox: how to reconcile Islam’s divine sovereignty to nation-state’s popular sovereignty. Normatively, Islamists advocating the divine sovereignty reject any human-constructed system that intervenes in the divine order and distorts God’s divine design. Some Islamists, however, attempt to move away from this interpretation of absolute sovereignty of God and consequently reinterpret Islamic thoughts and practices in a manner that is compatible with the ethos of liberal democracy. In contemporary America, identifying as a person with a disability is one of the many ways in which people acknowledge, even celebrate, who they are. Yet several decades ago, few persons with disabilities saw their condition as an identity to be embraced, let alone to serve as the basis for affinity and collective mobilization. The transformation of disability from unmitigated tragedy to a collective and politicized identity emerged in national politics, not in the 1960s or 1970s, as is commonly thought, but in the 1940s. ¿Cuáles son los factores que explican la inclusión de las mujeres en puestos políticos subnacionales? La literatura convencional ha examinado las designaciones de mujeres en gabinetes nacionales, pero escasa atención se ha prestado a los gobiernos provinciales. Para abordar este vacío, adoptamos el enfoque de oferta y demanda. De este modo, utilizando una base de datos sobre las 24 jurisdicciones subnacionales argentinas desde 1992 a 2016, encontramos que los factores del lado de la demanda son más relevantes. President Trump has become immersed in civil litigation since announcing his candidacy for the United States presidency. These lawsuits, which include assertions of presidential immunity under state jurisdiction and claims of constitutional violations under the Emoluments Clauses, present unique legal concerns that have never been challenged in the Supreme Court. Precedent shows that the president has never been exempt from the judicial process for his unofficial actions, although this may have led to unforeseen consequences. An evaluation of the history of the Emoluments Clauses leads to the conclusion that the Framers wanted to prevent outside influence on the United States …

The article is an examination of the persons and trials of Soghomon Tehlirian and Sholem Schwartzbard, their political assassinations as acts of vengeance for genocide and pogroms, their trials and subsequent acquittals. It is also an examination of the influences of these two events on the evolved thinking of Raphael Lemkin on his conceptualization of the needs for an international law contra genocide. Finally, it also elaborates on what information is now available on both men and their associations, and what was known and unknown to Lemkin and whether or not these two cases remained centrally important to his understandings.

This article explores the political uses of the anti-genocide norm by black freedom activists in the United States between 1951, when the Civil Rights Congress petitioned the United Nations with evidence of genocide against black Americans, and 1967, when the topic of genocide returned to mainstream public debate with the beginning of William Proxmire’s campaign for US ratification of the Convention. Using public speeches and pamphlets of the US black freedom movement, and private documentation by movement activists, this paper demonstrates how black activists used the nascent anti-genocide norm to (1) critique the relationship between the US government’s role in …

In this article, we outline the significance of the special issue on the scholarship of Raphaël Lemkin. We argue that genocide scholars tend to identify with one of three different types of Lemkin scholarship. Each of the articles for the special issue challenges these genres in an effort to extend the study of genocide in new directions. Moreover, we contend that this work suggests that genocide scholars should endeavor to extend the study of genocide beyond Lemkin's vision and writings.

Cultural Foundations Of Contentious Democracy In South Korea, Youngho Cho, Mi-Son Kim, Yong Cheol Kim

This study takes a cultural approach to examine the unstable and contentious nature of Korean democracy. Analyzing an original nationwide survey conducted in 2015, we find that the democratic and participatory culture of the Korean people underlies Korean democracy. This finding suggests substantial tension between the participatory orientation of the public and Korean representative democracy.

This paper analyzes the different factors and incentives influencing company and business site selection decision making. Policy incentives offered by governments for businesses, such as tax exemptions and reductions, subsidies, and promises of quality community life are evaluated for their effectiveness. This paper focuses on the City of Bowling Green, OH as a case study on what attracts businesses into local, smaller municipalities. Three manufacturer's within the Bowling Green jurisdiction are closely evaluated to determine what factors, including location, labor force, and quality of life, influenced their decisions to operate in Bowling Green.

The 2016 decision to deploy Terminal High Altitude Area Defense (THAAD) to South Korea has generated multitude of intensely politicized issues and has proved highly controversial. This has made it challenging to alleviate, let alone clarify, points of analytical and policy tensions. We instead disaggregate and revisit two fundamental questions. One is whether THAAD could really defend South Korea from North Korean missiles. We challenge the conventional “qualified optimism” by giving analytical primacy to three countermeasures available to defeat THAAD–use of decoys, tumbling and spiral motion, and outnumbering. These countermeasures are relatively inexpensive to create but exceedingly difficult to offset. …

The Economic Governance Index (EGI) is a tool that has become widely accepted by governments to understand economic growth, attract investors, and engage in public-private sector dialogue. EGIs have been used in Indonesia, Sri Lanka, Bangladesh, Kosovo, El Salvador, Cambodia, Mongolia, and Vietnam to offer crucial insight into governance and help guide reform efforts. Political scientists lack domain-specific measures for the purpose of measuring the sophistication of political communication. We systematically review the shortcomings of existing approaches, before developing a new and better method along with software tools to apply it. We use crowdsourcing to perform thousands of pairwise comparisons of text snippets and incorporate these results into a statistical model of sophistication. This includes previously excluded features such as parts of speech and a measure of word rarity derived from dynamic term frequencies in the Google Books data set. Vaccine hesitancy (VH), or the reluctance or refusal to participate in vaccination programs, is a complex phenomenon with far-reaching impacts on society. VH can impact vaccine uptake and facilitate subsequent outbreaks, as seen with the case of measles. Perceptions of vaccination are similar in the United States and Switzerland, and misinformation in each country contributed to VH through impaired parental risk-benefit analysis; parental analysis and subsequent VH is associated with both anti-vaccination messages gaining prominence and a decrease in the public perception of the health risk from vaccine-preventable diseases (VPDs). Aim: To examine how do humanitarian organizations apply, or fail to apply, the humanitarian principles through humanitarian negotiations in modern conflict settings.

Methods: A literature review identified relevant peer-reviewed and grey literature on international humanitarian norms and law, the landscape of modern conflict, and existing guidelines on humanitarian negotiations. Five semi-structured interviews were conducted with experts in humanitarian negotiations chosen on the basis of their relevant background. A coded analysis of these interviews was conducted to identify major themes and subthemes in responses.

After the 2014 shooting of Michael Brown, and many other incidents of police violence that followed, the militarization of policing and the use of violence by police became the subjects of contentious debate among the public, policymakers, and scholars. Research on these subjects necessary to inform the debate has been lacking. This work examines the causes and effects of police militarization in the United States. Specifically, I argue that militarization is a response to perceived threat from minority racial groups, but the rela- tionship between racial demographics and militarization is curvilinear. As western democracies face challenges unseen since the Cold War ended, understanding the correlates of legitimacy for democratic institutions has grown in importance. While scholars have well-developed theories and empirical evidence of Supreme Court support, we know far less about state supreme court legitimacy. This is despite the fact that these courts hand down 100,000 legal decisions annually.
