สารนิพนธ์ฉบับนี้มีจุดมุ่งหมายเพื่อศึกษาบทบาทของกองทัพอากาศไทยในการปฏิบัติการทางทหารนอกเหนือจากสงคราม เนื่องจากในสถานการณ์โลกปัจจุบันได้มีภัยคุกคามในรูปแบบใหม่มากขึ้นและกองทัพอากาศไทยได้เล็งเห็นถึงความสำคัญของปัญหาดังกล่าว และกองทัพอากาศไทยเป็นหน่วยงานที่มีกำลังบุคคลและอุปกรณ์ในการช่วยเหลือจึงต้องปรับบทบาทขององค์กรเพื่อให้ดำเนินการได้อย่างมีประสิทธิภาพ โดยจะศึกษามุ่งเน้นไปยังกรณีการดับไฟป่า การศึกษาพบว่ากองทัพอากาศได้มีบทบาทในการดับไฟป่าอย่างมาก เนื่องจากการดับไฟป่าต้องได้รับความช่วยเหลืออย่างรวดเร็ว เพราะไฟป่าสามารถลุกลามสร้างความเสียหายทำลายพื้นที่ทั้งป่าและบ้านเรือนของประชาชนได้ในเวลาอันรวดเร็ว ยิ่งไปกว่านั้นไฟป่ายังส่งผลกระทบต่อสิ่งแวดล้อมและสิ่งมีชีวิต ซึ่งกองทัพอากาศในภาวะปกติต้องมีการฝึกซ้อมเพื่อพัฒนาความสามารถ ความรู้ ทักษะ และประสบการณ์ ให้สามารถบริหารจัดการวิกฤตการณ์และภัยพิบัติได้อย่างรวดเร็วและมีประสิทธิภาพ การศึกษายังได้ข้อสรุปเพิ่มเติมว่าปัจจุบันอุปกรณ์เครื่องมือในการดับไฟป่าได้มีวิวัฒนาการที่ทันสมัย และสามารถใช้เพื่อปฏิบัติการดับไฟป่าได้เร็วยิ่งขึ้น ซึ่งหากกองทัพอากาศไทยนำอุปกรณ์เครื่องมือเหล่านี้มาใช้ก็จะทำให้สามารถดำเนินการดับไฟป่าได้เร็วยิ่งขึ้น

สารนิพนธ์มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์แนวทางสำหรับสำนักงานตำรวจแห่งชาติในการพัฒนา ระบบการประสานงานเพื่อจัดการปัญหาการสวมบัตรประชาชนและผู้เข้าเมืองโดยผิดกฎหมาย อันเป็นหนึ่งในปัญหาอาชญากรรมข้ามชาติที่มีผลกระทบต่อความมั่นคงภายในของไทย และลักษณะของปัญหามีความซับซ้อนสูง สารนิพนธ์คำนึงถึงทั้งกระบวนการต้นทางของปัญหาความมั่นคงภายในดังกล่าว คือการที่กลุ่มอาชญากรรมใช้ช่องว่างทางกฎหมายและการทุจริตเพื่อลักลอบสวมบัตรประชาชน และในขั้นปลายทาง ทั้งที่เป็นผู้ใช้ประโยชน์จากการสวมบัตรและการลักลอบเข้าเมือง ได้แก่ ผู้ดำเนินธุรกิจผิดกฎหมายและกลุ่มอาชญากรรมข้ามชาติ และผู้ตกเป็นเหยื่อของกลุ่มอาชญากรรมดังกล่าว เพื่อให้การดำเนินการของรัฐในการป้องกัน สืบสวน และปราบปราม ผู้กระทำความผิดเป็นไปอย่างมีประสิทธิภาพ การจัดการกับปัญหาในลักษณะเช่นนี้ต้องอาศัยการกำหนดมาตรการในการปฏิบัติและการประสานงานสำหรับหน่วยงานที่รับผิดชอบทุกหน่วยงานที่เกี่ยวข้องอย่างเป็นระบบ หน่วยงานใดหน่วยงานหนึ่งไม่สามารถเป็นผู้รับผิดชอบเพียงลำพังได้ การศึกษาทั้งจากเอกสารคู่มือปฏิบัติงาน และการสัมภาษณ์ผู้ที่เกี่ยวข้อง สารนิพนธ์มีข้อเสนอว่า เครื่องมือที่จะช่วยให้สำนักงานตำรวจแห่งชาติปรับการจัดการปัญหาอาชญากรรมข้ามชาติดังกล่าวได้อย่างสมเหตุสมผลและมีประสิทธิภาพมากขึ้นคือการพัฒนาคู่มือการปฏิบัติงานของเจ้าหน้าที่ตำรวจที่เป็นมาตรฐาน โดยยึดแนวทางสำคัญ 2 ประการ ได้แก่ หนึ่ง การสร้างมาตรฐานการดำเนินการอย่างเป็นขั้นตอน (Standard Operating Procedures: SOPs) เกี่ยวกับมาตรการในการป้องกันปราบปรามและสืบสวนสอบสวน และ สอง การกำหนดแนวทางบูรณาการประสานความร่วมมือและแลกเปลี่ยนข้อมูลกับหน่วยงานอื่นที่เกี่ยวข้อง (Inter- agency coordination) ในทุกขั้นตอน ประโยชน์ของคู่มือนี้นอกจากจะช่วยสำนักงานตำรวจแห่งชาติหลีกเลี่ยงการเมืองในระบบราชการอันเกิดจากปัญหาข้อขัดแย้งกับหน่วยงานของส่วนราชการอื่นเกี่ยวกับภารกิจหน้าที่และงบประมาณทรัพยากรแล้ว คู่มือดังกล่าวยังเป็นเครื่องมือสนับสนุนการเรียนรู้และพัฒนาประสิทธิภาพการทำงานของส่วนงานราชการไทย ที่มีหน้าที่ดูแลปัญหาความมั่นคงข้ามชาติเพื่อรับมือกับปัญหาได้ในระยะยาว รวมถึงสามารถพัฒนาปรับปรุงต่อไปตามบริบทความเปลี่ยนแปลงที่เกิดขึ้นในอนาคตด้วย

สารนิพนธ์ฉบับนี้ศึกษาบทบาทของกลุ่มการเมืองในฟิลิปปินส์ต่อนโยบายของประธานาธิบดีโรดริโก ดูเตอร์เตที่มีต่อจีน โดยมุ่งพิจารณาบทบาทของกองทัพ รัฐสภา หน่วยงานราชการ ภาคประชาสังคม และสื่อมวลชน จากการศึกษาพบว่า ภายใต้ระบอบประชาธิปไตยของฟิลิปปินส์ กลุ่มการเมืองภายในประเทศทำหน้าที่ตรวจสอบและถ่วงดุล (Checks and Balances) ทำให้ดูเตอร์เตไม่อาจดำเนินนโยบายต่อจีนตามที่มุ่งหวัง โดยดูเตอร์เตต้องการมีความใกล้ชิดกับจีนเพื่อผลประโยชน์ทางเศรษฐกิจ และไม่ต้องการนำปัญหาทะเลจีนใต้มาก่อให้เกิดความขัดแย้งกับจีนภายหลังศาลอนุญาโตตุลาการระหว่างประเทศ (Permanent Court of Arbitration – PCA) มีคำตัดสินข้อพิพาททะเลจีนใต้ที่ส่งผลในทางบวกต่อฟิลิปปินส์ กลุ่มการเมืองภายในเรียกร้องให้ดูเตอร์เตใช้คำตัดสินดังกล่าวเพื่อยืนยันอำนาจอธิปไตยของฟิลิปปินส์ เพื่อลดการแผ่ขยายอำนาจในทะเลจีนใต้ของจีน และตอบโต้พฤติกรรมรุกล้ำของจีนในน่านน้ำฟิลิปปินส์บริเวณทะเลจีนใต้ ขณะที่ดูเตอร์เตไม่ไม่ต้องการเผชิญหน้ากับจีน จึงใช้วิธีแสวงหาความร่วมมือกับจีน อย่างไรก็ตาม การดำเนินนโยบายของดูเตอร์เตทำให้ฟิลิปปินส์ดูเหมือนประเทศเล็กที่ต้องทำตัว อ่อนน้อมให้กับมหาอำนาจอย่างจีน ท่าทีดังกล่าวส่งผลให้กลุ่มและสถาบันการเมืองในประเทศมีปฏิกิริยาเชิงลบทั้งต่อดูเตอร์เตและจีน รวมถึงกระตุ้นกระแสชาตินิยมที่เรียกร้องให้รัฐบาลต้องมีจุดยืนที่แข็งกร้าวตอบโต้จีน ส่งผลให้ดูเตอร์เตต้องลดการโอนอ่อนให้กับจีน ในแง่นี้ชี้ว่า ระบอบประชาธิปไตยที่กลุ่มการเมืองและสถาบันที่ทำหน้าที่ตรวจสอบถ่วงดุลสามารถมีเสรีภาพในการทำหน้าที่ของตนได้อย่างมีประสิทธิภาพนี้ ส่งผลให้ผู้นำต้องรับฟังข้อเรียกร้องของประชาชนในระดับหนึ่ง แม้ว่าผู้นำจะมีลักษณะอำนาจนิยมก็ตาม

This study attempts to understand how the functionality of the mayor-chief administrator officer (CAO) relationship impacts the ongoing operation of these two local government positions. Looking at the structural and interpersonal aspects of the lived experience of this relationship enlightens us as to the manner in which the relationship functions. A review is made of literature on local government, generally, and on the separate roles of mayors and CAOs as well as the limited research on how their relationships operate. No recent whistleblower has been more lionized or vilified than Edward Snowden. He has been nominated for the Nobel Peace Prize and denounced as a "total traitor" deserving of the death penalty. In these debates, Snowden's defenders tend to portray him as a civil disobedient. Yet for a range of reasons, Snowden's situation does not map neatly onto traditional theories of civil disobedience. The same holds true for most cases of national security whistleblowing.

This dissertation defines and explores the concept of inclusive governance, highlighting linkages between inclusion in governance, legitimacy, and peace. Focusing specifically on the inclusion of traditional, local systems of governance in state government, I explore the unique role traditional institutions have as a bridge between the communities they serve and the government. I examine the relationship between governance, quality of inclusion, legitimacy, and sustainable peace through case studies, challenging prevailing narratives and conceptualizing inclusive governance through a reflexive analysis of existing literature, theory, and empirical evidence.

The present study is a qualitative analysis of the Online Public Consultation of Prostitution -Related Offences (OPCPRO), conducted by the Canadian Department of Justice in 2014. This research describes themes that arose within the discourses of respondents to the OPCPRO, and offers a critical examination of the use of online consultations in the production of public policy. This thesis explores Pepe the Frog, a comic book character that became a meme, then went mainstream, and then became appropriated by the Alt-Right in support of the election of Donald Trump in 2016. Users in the Internet have declared this meme a god, others have claimed it as a piece of crypto-art, while White Nationalists use it to propagate their ideology. Early in the debate over abortion, opposition to the procedure was primarily described in terms that reflected moral concerns about the protection of “the unborn.” Indeed, much of the media coverage and public discourse describing opposition to abortion since the time of Roe characterizes the movement as focused on securing rights for all human beings from the moment of conception (Huff 2014, 39). This review essay examines Stephen Kotkin’s account of Stalin’s leadership, Soviet foreign policy, and military strategy during the increasingly dangerous international environment of the 1930s and the approach of war in 1941. It focuses on three problems of particular relevance to international relations and military and diplomatic history: Stalin’s difficulty in balancing against Nazi Germany through alliances with the Western democracies; the Soviet turn toward internal balancing through military modernization and defense preparations; and the political-military failures that contributed to the catastrophe of 1941. This paper features an analysis of President Trump’s two State of the Union addresses, which are analysed by means of various data mining techniques, including sentiment analysis. The intention is to explore the contents and sentiments of the messages contained, the degree to which they differ, and their potential implications for the national mood and state of the economy. We also apply Zipf and Mandelbrot’s power law to assess the degree to which they differ from common language patterns. This study examined drug courts from a public policy and political science perspective. The first portion of the study focused on the history of sentencing policy from the 1970s through the drug court movement. The second chapter addressed gaps in the policy literature about how drug courts were created and how they evolved. Another focal point was determining how state-level actors such as legislators, state supreme courts, and bureaucratic agencies regulated drug court policy in each particular state.
