In September 2016, militants who were allegedly backed by Pakistan attacked an Indian Army camp in Uri. The government in New Delhi was facing important regional elections. It faced intense public pressure to muster a military response. Such a response, however, ran the risk of triggering a nuclear exchange. Ten days after the Uri attack, India reported that it had carried out ‘surgical strikes’ on terrorist training camps in Pakistan-controlled territory. The paper examines this specific episode in India–Pakistan deterrence dynamics, focusing on the nomenclature ‘surgical strikes’. The paper argues that the choice of the term itself is new and …

During the course of an election cycle, candidates often deliver vague statements regarding their positions on policies. Furthermore, incumbent candidates typically have a record of obscure actions unknown to the voter. Presently, existing literature maintains ambiguity in terms of an interaction between the candidate and the constituent. According to this literature, candidates use ambiguity to exploit voter uncertainty on policy issues. However, I argue that congressional members, motivated by re-election, will act similarly to candidates by utilizing ambiguity. Youth voter turnout in Iowa spiked in the 2018 midterm election. This paper attempts to figure out why. By replicating a 2004 study examining the voting behavior of young Iowans during the 2002 midterms, my study identified significant shifts in how young voters think and communicate about voting. After conducting 37 open-ended interviews with 18-24-year-olds, I found that although young people identified many of the same concerns in 2018 as they had in 2002, they were far more likely to vote. Respondents were more likely to identify the consummatory effects of voting, which in turn led to an increase in …

Through a small case study, this paper investigates one on-line learning organization devoted to providing ESL education to persons affected by conflict. Through interviews with administrators and tutors, and through survey data collected from participants, the paper will explore how administrators and tutors:

1) determine suitability of material when deciding what to teach in this virtual classroom format

3) assess language acquisition

Social media is a key communication tool for American universities. This research project is an exploratory look at how universities communicate with stakeholders via social media. In particular, the primary purpose is to explore potential emphasis on academic programs relative to the promotion of athletics as a marketing tool to bolster identity and recruit students. 3000 tweets were collected from 130 NCAA Division 1 American universities. In total, roughly 500,000 tweets have been scraped and classified using an automated script to assess tweet content. The International Monetary Fund (IMF) recently warned of the growing accumulation of debt in emerging market economies (EMEs) and the potential for debt crises, a clear warning for investors (Allen, 2018). While the IMF suggests investors may be better served elsewhere, EMEs hold an integral role in the international market as consumers, producers, and entrepreneurs. Despite regular research on advanced economies, middle income countries like EMEs are often ignored. © 2017 Cambridge University Press. Can rebel organizations in a civil conflict use social media to garner international support? This article argues that the use of social media is a unique form of public diplomacy through which rebels project a favorable image to gain that support. It analyzes the Libyan civil war, during which rebels invested considerable resources in diplomatic efforts to gain US support. The study entails collecting original data, and finds that rebel public diplomacy via Twitter increases co-operation with the rebels when their message (1) clarifies the type of regime they intend to create and (2) emphasizes …

This paper provides a micro-analysis of democratization and reform in an Ukrainian local government institution that was the site placement for the author's Peace Corps service. Through using a culturalist lens and applying open systems theory while working as a Peace Corps Volunteer, the researcher observed how one organization coped with implementing public administration reform that is the result of the Revolution of Dignity in 2013-2014. This paper contributes to existing research regarding reform efficacy in other post-Soviet spaces, and provides a foundation for furthering similar research in Ukraine.

In countless speeches and articles in La Follette’s Magazine, Belle Case La Follette urged that women needed the vote to secure “standards of cleanliness and healthfulness in the municipal home,” and because “home, society, and government are best when men and women keep together intellectually and spiritually.” This range of often mutually exclusive arguments created an inclusive big tent. Noncombatant Immunity And The Ethics Of Blockade, Robert Mayer

Political Science: Faculty Publications and Other Works

This paper counters Michael Walzer’s argument against tight blockades. It shows that the interdiction of food shipments need not violate the principle of noncombatant immunity. Whether it is morally permissible to impose a strict blockade depends on the circumstances of the target state. The more self-sufficient a country is, the more acceptable it should be for a belligerent to cut the enemy’s external lines of supply. The Allied blockade of Germany during the First World War illustrates the argument. Fault in this case should be assigned to the German government for the loss of civilian lives.

In 2017, Nepal held its first local elections in twenty years. These were the first elections held under Nepal’s new constitution, ratified in 2015, which transitioned the country from a unitary state to a Federal Democratic Republic. This case study analyzes the effect of the transition to federalism on decision-making and community representation in local governance in Annapurna Rural Municipality in West-Central Nepal. This study focuses specifically on education policy, one of the more public and contentious policy responsibilities devolved from the federal level to the local units under the new constitution.
