In this critical rage article, Peter McLaren unleashes his revolutionary critique aimed at capitalist injustice behind postdigital socio-technological developments, historical forms of injustice such as racism and colonialism, and recent political events and developments including but not limited to US interventions in Latin America and the presidency of Donald Trump. Rising from two important prongs of McLaren’s work—revolutionary critical pedagogy and liberation theology—the article connects myth, religion, science, politics, technology, and humanity. Do Female Local Councilors Improve Women’S Representation?, Lindsay J. Benstead

Tunisia’s 2018 municipal elections, in which a legislated quota was implemented and women won 47 percent of seats, raises questions about whether electing female councilors improves women’s representation in clientelistic settings. Using data from the Local Governance Performance Index (LGPI), an original survey of 3,600 Tunisians conducted in 2015 by the Program on Governance and Local Development (GLD), this article investigates the relationship between local councilors’ gender and women’s access to help with personal or community issues. Existing research suggests that supporters of gay rights have outmobilized their opponents, leading to policy changes in advanced industrialized democracies. At the same time, we observe the diffusion of state-sponsored homophobia in many parts of the world. The emergence of gay rights as a salient political issue in global politics leads us to ask, “Who is empowered to be politically active in various societies?” What current research misses is a comparison of levels of participation (voting and protesting) between states that make stronger and weaker appeals to homophobia. This contribution goes back to a study of the formative power of identity norms in professional fields of occupation (fine arts and politics). In this article, we focus on the understanding of identity norms that members of the German Bundestag have to meet and/or to cope with. Thus, our research question is which demands professional politicians encounter and which ways of dealing with them are established. It critiques the P5's role in nuclear proliferation through modernization efforts and their impact on international disarmament efforts, particularly in the context of the Nuclear Non-Proliferation Treaty (NPT). International security concerns often circulate around regional stability and maintaining that balance. Foreign interventions are often undertaken by the international community when regional stability is tantamount to international stability. Interventions are often launched in for humanitarian assistance to protect citizens against violent autocratic regimes. Repeatedly, intervenors have attempted to assist the local population with regime transition, but changes to democracy rarely have lasting power. Modernization theory fully explains that the building blocks of democracy, semi-homogenous society, post-industrial economy and autonomous self-expressing citizens, must be present in the target country before intervention for democracy to take hold. The study examines key aspects that contribute to the implementation of international development projects: describing the landscape of what is known about international development projects in Kenya; assessing perceptions of faculty members of a southern United States land-grant university who are in charge of the development and implementation of international development projects; and evaluation of program impacts on selected local participants of a project in Kenya.

Yet, these parties still decide to spend the time, money, and effort to run candidates in unfair elections. This dissertation seeks to uncover the reasons that opposition parties decide to compete in such an uncompetitive environment, and what sustains opposition parties though cycles of defeat. This study assesses the risk of fish from illegal, unregulated and unreported (IUU) sources passing through the world’s most important fishing ports and explores the drivers of this risk.

Like previous studies it has attempted to rank ports and States based on landings and vessel visits reported by governments by using Automatic Identification System (AIS) positional data transmitted by fishing and fish carrier vessels to identify the locations of ports and rank them based on the frequency of visits by foreign-flagged and domestic-flagged vessels. The Divided Labor Of Attack Advertising In Congressional Campaigns, Kenneth M. Miller

This article offers a theory of how party networks divide the labor of attacking opponents. Using an extensive data set of campaign advertising from the 2010 and 2012 congressional elections augmented with Nielsen television ratings data, it is shown that candidates attack opponents less when supporting outside groups attack more. Due to differences in how outside groups and candidates attack opponents, when candidates partially outsource attack advertising to independent expenditure groups, attacks in that campaign become more issue and policy based. Thus, in perhaps an unintended consequence of the divided labor of attack advertising, outside group involvement makes it more …

Non-constituent donors constitute an increasingly important fundraising base for members of the House. These donors are theorized to be seeking “surrogate representation” by buying additional representation rather than relying solely upon representation provided by their own House members. However, precisely why they contribute in this way remains unclear. Using data from the Cooperative Congressional Election Studies (CCES) 2008- 2014 in a series of logistic models, I investigate whether self-reported donors make contributions to House races outside of their home states for policy or partisan reasons. The absence of a culturally competent public sector workforce has led to increased public scrutiny and heightened levels of distrust. In the field of public safety, this is particularly important due to the sensitive nature of the task performed and the historically strained relationships that exist between racial minorities and law enforcement. Using national survey data to gauge the prevalence of citizen’s experiences and perceptions of racial profiling, this research reveals significant discrepancies amongst minorities and their white counterparts. In response, this research encourages public officials and agencies to eliminate inconsistencies in their interactions with the citizenry as a whole. …

Exploring The Link: Administrative Exclusion And Second Order Devolution, Rhucha Samudra

Devolution was embedded in the 1996 welfare reform. Using the National Survey of America’s Families, this article explores the relationship between living in a Second Order Devolution (SOD) state and administrative exclusion from a welfare program. Results from the logistic model indicate that low-income clients and single mothers living in a SOD state had an increased likelihood of administrative exclusion. Administrative exclusion reflects bureaucratic choices and rules violations—implying some of these individuals and families may be leaving welfare without having achieved self-sufficiency. Results suggest that a careful evaluation of the state welfare performance measure and of the devolution of authority …

The passage of the Patient Protection and Affordable Care Act (ACA) in 2010 drastically transformed the health care system in the United States. This paper examines the factors influencing state decisions relative to Medicaid expansion in a post-ACA environment through the lens of Critical Race Theory. This study incorporates economic, geographic and health variables into a model of post-ACA-Medicaid decision-making by using logistic regression to examine State Medicaid expansion from 2010 to 2014. The size of the minority population in state, tobacco use and southern distinctiveness are significant predictors of decision making relative to Medicaid expansion. This article presents a case study of efforts of a workforce development unit within a local public housing authority to recraft its image as separate from the larger housing authority, in order to better attract participants to its optional supportive services. Using qualitative interview data with Section 8 voucher recipients and public housing authority staff, and descriptive quantitative data from a larger dataset, and drawing on theories of street-level bureaucracies and agency-client interactions, the case study finds that service recipients perceive the housing authority as a largely compliance-oriented organization that is overly bureaucratic, excessively regulating of private spheres of family …
