Salient Ballot Measures And The Millennial Vote, Scott J. Lacombe, Courtney Juelich

We explore the relationship between ballot measures on issues salient to Millennials and their turnout in presidential and midterm elections. Both scholars and observers in the media have worried about decreasing levels of citizen participation, particularly among young voters. We demonstrate that one way to engage Millennials into traditional forms of political participation is through ballot measures that focus on issues salient to their generation (marijuana liberalization and higher education reform). We show that not only do these measures increase Millennial voting, but they erase difference in turnout levels between Millennials and older generations. This effect is primarily concentrated in …

ในปัจจุบันสังคมโลกเริ่มตื่นตัวในเรื่องของสิทธิความเท่าเทียมตามแนวทางด้านสิทธิมนุษยชนของสหประชาชาติกันมากขึ้นในหลายประเด็น สิทธิความเท่าเทียมกันในเรื่องของการแต่งงานเป็นหนึ่งประเด็นที่หลายประเทศที่เป็นประเทศเสรีนิยมให้ความสนใจ ซึ่งตั้งแต่ต้นศตวรรษที่ 21 เป็นต้นมาการแต่งงานของคนเพศเดียวกันกลายเป็นปรากฎการณ์ทางสังคมใหม่ที่เป็นแนวโน้มระหว่างประเทศโดยเฉพาะในประเทศฝั่งตะวันตก ซึ่งการที่จะสามารถแต่งงานกันได้นั้นจะต้องได้มีกฎหมายที่เอื้อให้บุคคคลกลุ่มนี้สามารถแต่งงานได้ ประเทศแคนาดาเป็นประเทศที่เปิดเสรีและยอมรับความหลากหลายทางวัฒนธรรมนั้นเป็นประเทศแรก ๆ ในเวทีระหว่างประเทศที่มีการอนุญาตให้บุคคลที่มีเพศเดียวกันสามารถแต่งงานกันได้ ซึ่งมีการแก้ไขพระราชบัญญัติการแต่งงานที่ให้คำจำกัดความของคำว่าการแต่งงานจากที่ระบุว่า “ผู้ชาย” และ “ผู้หญิง” กลายเป็น “บุคคลสองคน” แทน อย่างไรก็ดีกระบวนการในการแก้ไขข้อกฎหมายล้วนแล้วต้องผ่านการพิจารณาซึ่งต้องมีผู้ที่เห็นชอบและไม่เห็นชอบและทั้งในรัฐสภาและในภาคประชาสังคม ความท้าทายเหล่านี้นำไปสู่ข้อถกเถียงทางการเมืองในประเด็นดังกล่าว สารนิพนธ์ฉบับนี้จัดทำขึ้นเพื่อศึกษาถึงประเด็นการถกเถียงกันในเรื่องความเท่าเทียมกันของการแต่งงานโดยศึกษาในเรื่องของการตีความสิทธิมนุษยชนที่เป็นภาษาด้านศีลธรรมระหว่างประเทศผ่านมุมมองเรื่องสิทธิของกลุ่มที่สนับสนุนและต่อต้านกฎหมายการแต่งงานของคนเพศเดียวกันของแคนาดา และเพื่อศึกษาถึงหลักหรือแนวคิดของการถกเถียงระหว่างผู้ที่เห็นด้วยและไม่เห็นด้วยกับการแต่งงานระหว่างผู้ที่มีเพศเดียวกัน โดยในการศึกษาได้นำกรอบแนวคิดทางสิทธิมนุษยชนที่สิทธิมนุษยชนถูกตีความได้ในหลายแง่มุมมองของแต่ละบุคคลหรือกลุ่มคน มาเป็นกรอบในการวิเคราะห์ถึงข้อถกเถียงของกลุ่มผู้สนับสนุนและกลุ่มผู้ที่ต่อต้านการแต่งงานของคนเพศเดียวกัน สารนิพนธ์ฉบับนี้เป็นการวิจัยเชิงประวัติศาสตร์ที่มุ่งประเด็นเรื่องความเท่าเทียมกันทางเพศในเรื่องการแต่งงาน โดยเฉพาะการแต่งงานระหว่างคนเพศเดียวกันคือกลุ่ม LGBT โดยศึกษาจากมุมมองของตัวแทนของทั้งฝ่ายที่สนับสนุนและฝ่ายที่ต่อต้านการแต่งงานของคนเพศเดียวกัน และนำมาวิเคราะห์และอธิบายเชิงพรรณนา การศึกษาค้นคว้าสารนิพนธ์ฉบับนี้ได้ศึกษาจากเอกสารในรูปแบบทุติยภูมิ ได้แก่ เอกสารที่เกี่ยวกับกฎหมายการแต่งงานของแคนาดา หนังสือ บทความทางวิชาการ เว็บไซต์ที่เกี่ยวกับแคนาดาที่มีรัฐบาลแคนาดาสนับสนุน เว็บไซต์ที่เกี่ยวกับสิทธิมนุษยชนและความเท่าเทียมทางเพศที่เกี่ยวข้องกับประเด็นที่ศึกษา จากการศึกษาพบว่า ประการแรก การถกเถียงในเรื่องการแต่งงานของคนเพศเดียวกันอยู่ในประเด็นเรื่องสิทธิและฐานความคิดของตัวแสดงทั้งในรัฐสภาและประชาสังคมนั้นกลุ่มผู้สนับสนุนและผู้ที่ต่อต้านการแต่งงานของคนเพศเดียวกันเป็นเรื่องของการมองและตีความสิทธิที่แต่กต่างกัน ผู้ที่สนับสนุนในรัฐสภาคือพรรคเสรีนิยม ส่วนภาคประชาสังคมได้แก่ ผู้ที่เรียกร้องสิทธิการแต่งงานคือคู่รักร่วมเพศ และโบสถ์ในชุมชนเมืองโตรอนโตโดยใช้ภาษาสิทธิมนุษยชนว่าเป็นเรื่องของสิทธิความเท่าเทียมกันระหว่างบุคคล ส่วนผู้ที่ต่อต้านในรัฐสภาคือพรรคเสรีนิยมและในภาคประชาสังคมคือสมาคมเพื่อการแต่งงานและครอบครัวเมืองออนแทรีโอ โดยใช้ภาษาทางสิทธิมนุษยชนว่าเป็นเรื่องของสิทธิครอบครัวที่ควรสงวนการแต่งงานให้เฉพาะผู้หญิงและผู้ชายเท่านั้นเพราะครอบครัวเป็นสถาบันพื้นฐานของสังคม รวมถึงสิทธิเด็กที่ควรจะได้รับการเลี้ยงดูจากบิดามารดาที่เป็นเพศชายและหญิงด้วย ประการที่สอง รัฐบาลพยายามผลักดันให้ผู้ที่มีเพศเดียวกันแต่งงานกันได้ เพราะรัฐบาลต้องการที่จะเข้ามามีบทบาทเพื่อจัดระเบียบพฤติกรรมของกลุ่ม LGBT ให้อยู่ภายใต้บรรทัดฐานการรักร่วมเพศ หรือ Homonormativity ซึ่งเป็นความพยายามที่จะให้กลุ่ม LGBT เป็นคนปกติที่จะสามารถแต่งงานกันโดยการรับการรับรองของกฎหมายที่ผู้ที่เป็นกลุ่ม LGBT ที่ต้องการที่จะแต่งงานจึงจำเป็นต้องทำตามเงื่อนไขและข้อกำหนดของรัฐบาล ประการสุดท้าย ตัวแสดงในรัฐสภาและภาคประชาสังคมถึงแม้ว่าจะมีแนวคิดส่วนใหญ่เป็นไปในแนวทางเดียวกัน แต่ในระดับปัจเจกบุคคลล้วนแล้วแต่มีมุมมองทางสิทธิมนุษยชนและใช้ภาษาทางสิทธิมนายชนตามมุมมองของตนเองได้ อีกทั้งยังแสดงให้เห็นว่าสิทธิมนุษยชนไม่ได้เป็นเพียงเครื่องมือของกลุ่มเสรีนิยมเพียงฝ่ายเดียวแต่กลายมาเป็นเครื่องมือเพื่อแสวงหาอำนาจทางการเมืองโดยฝ่ายอนุรักษ์นิยมในยุคปัจจุบันเช่นกัน

นับตั้งแต่พรรคสันนิบาตแห่งชาติเพื่อประชาธิปไตยเป็นผู้นำรัฐบาลเมียนมา ความสัมพันธ์ระหว่างเมียนมากับจีนได้พัฒนาอย่างต่อเนื่อง โดยเฉพาะอย่างยิ่งบทบาทในกระบวนการเจรจาสันติภาพ ดังนั้นสารนิพนธ์ฉบันนี้จึงต้องการศึกษาบทบาทของจีนในกระบวนการเจรจาสันติภาพระหว่างรัฐบาลเมียนมาและชนกลุ่มน้อย เพื่อวิเคราะห์จุดมุ่งหมายและผลประโยชน์ของจีนในการเข้ามามีส่วนร่วมในกระบวนการสันติภาพของเมียนมา รวมทั้งเพื่อเข้าใจปัจจัยที่มีผลต่อยุทธศาสตร์การดำเนินความสัมพันธ์ของเมียนมาต่อจีนภายใต้รัฐบาลสันนิบาตแห่งชาติเพื่อประชาธิปไตย และผลพวงต่อกระบวนการสันติภาพ โดยใช้กรอบแนวคิดการพึ่งพาอาศัยซึ่งกันและกันในการวิเคราะห์ประเด็นดังกล่าว สารนิพนธ์ฉบับนี้เสนอว่าความไม่มั่นคงบริเวณชายแดนจีน–เมียนมา อันเกิดจากความขัดแย้งระหว่างชนกลุ่มน้อยที่ยังไม่ลงนามในข้อตกลงหยุดยิงทั่วประเทศกับกองทัพเมียนมา และผลประโยชน์ด้านเศรษฐกิจข้ามพรมแดนและความมั่นคงของจีนบริเวณชายแดนจีน-เมียนมา เป็นปัจจัยสำคัญที่ทำให้จีนเข้ามามีบทบาทสนับสนุนกระบวนการสันติภาพทั้งทางการเมืองและการเงิน ขณะที่เมียนมามีข้อจำกัดเกี่ยวกับอิทธิพลเหนือชนกลุ่มน้อยฯ จีนกลับมีอิทธิพลต่อชนกลุ่มน้อยบริเวณชายแดนจีน-เมียนมาทั้งในด้านเศรษฐกิจและยุทธปัจจัย รัฐบาลเมียนมาจึงจำเป็นต้องพึ่งพาจีนในการกดดันชนกลุ่มน้อยให้ตกลงหยุดยิงและเข้าร่วมการเจรจาเพื่อสันติภาพอย่างเป็นทางการ ทั้งสองประเทศจึงคาดหวังว่าการร่วมมือกันในกรณีนี้จะนำไปสู่ผลประโยชน์ของทั้งสองฝ่าย

Do gender quotas actually change attitudes toward gender equality? Research suggests that quotas influence gender norms but very little work has looked at whether individual attitudes themselves change when gender quotas are enacted. This paper attempts to fill this void by studying the relationship between quota implementation and gender attitudes at a cross-national level using longitudinal survey data from the World Values Survey in a two-level random intercept multi-level model. To test these theories, I conduct a series of empirical tests using survey data from the American National Election Survey (ANES) and an original survey experiment. Chapter two examines how people’s ideological perceptions are moderated by living in a particular area. Using the ANES data, I conduct a regression analysis with an interaction of the respondent’s ideology and the geographic location. To what extent do unexpected, apolitical events affect governors’ popularity? Individuals’ attitudes towards government are often random, and executives at both the state-level and national-level are held accountable for events that they have little control over. In this study, I seek to understand how these unplanned events affect support for elected officials. Specifically, I examine the effect of the declaration of a State of Emergency on gubernatorial approval. I use an ordinary least squares (OLS) model and data from FEMA as well as the United States Officials Job Approval Ratings dataset to answer such questions. The results indicate that not …

The central theory guiding my research is that interstate conflict, at least as covered in mass media, leaves residual cultural attitudes that can shape the political context in which elites formulate policy. Specifically, U.S. interventionism in the Middle East has given rise to fundamental hostilities, founded on misguided biases, that shape involvement in the region today. I focus on one step within that broader theory, to test it empirically: the hypothesis that anti-Muslim stereotypes, when activated, will shape an individual’s foreign-policy preferences. In the wake of the Women’s March of 2017, perhaps the largest single day protest event in history, these questions are particularly timely and deserve scholarly attention. An extensive body of research suggests that increasing access to contraception can improve the health of women and children and increase their socioeconomic mobility through increased wages and labor force participation. In the United States, however, contraception and childbearing has historically been used as a form of racist and eugenic population control. This thesis explains recent accounts of discrimination and cutbacks in reproductive health spaces in Tunisia. Complicating dominant analyses, which attribute these events to the post-revolution political atmosphere which has allowed the proliferation of islamic extremism, I interpret these instances as a manifestation of a deeply rooted stigma against sexually active single women. I trace this stigma’s inception to the contradictory way that Habib Bourguiba conceptualized modernity after independence, and the responsibility he assigned to Tunisian women to embody that modernity. This responsibility remains salient today, and is putting Tunisian women in an increasingly untenable and vulnerable position.

This project sought to explore the narratives and rhetorical themes that permeate the anti-vaccination movement. Mass media has portrayed vaccine refusal groups as stupid, as conspiracy theorists, and as radically selfish. However, the data I analyzed from vaccine refusal nonprofits and advocacy groups supports that although these themes may appear to be radical, in reality, each is congruent with already present societal frameworks, particularly neoliberal social discourse and a preoccupation with the individualistic and self-determined health care rather than utilitarian or collective action.

We explore the relationship between college students’ attitudes toward minority groups and a preference for atypical Republican presidential candidate Donald Trump prior to the 2016 presidential primary campaigns. We utilize survey data representing a nationally administered sample of college students in the fall of 2015 which assess attitudes toward African-Americans, gays and lesbians, and illegal immigrants. Ultimately, we find that students conveying less supportive attitudes toward African-Americans and illegal immigrants expressed a preference for Trump. The same cannot be said for students expressing more homophobic attitudes as they were more likely to express preference for Republican candidates other than Trump.

The Clean Air Act, passed in 1970, is a major piece of U.S. legislation that governs ambient air pollution through National Ambient Air Quality Standards (NAAQS) established by the Environmental Protection Agency. This piece of legislation became very effective after it was amended in 1990. This amendment allowed the Environmental Protection Agency greater power in enforcement of the Act as well as more responsibility in tracking air quality across the country. In this study, I examine how perceptions of NAFTA developed over 20 years since its enactment, measured as perceived economic mobility in 2016, have affected more recent public perceptions leading to increased, controversial tendencies towards nationalism, protectionism, and pessimism about the future of the U.S. economy. I then assess whether and how such perceptions in turn may have affected voter perceptions about Donald Trump, setting the stage for his 2016 election victory. This work examines the existence and extent of polarization in the American electorate as a contemporary phenomenon based in hyper-partisan or “tribal” identity rather than as arising out of a more conventional ideological framework. Current literature recounts the role of nationalist actors in the violent struggle that erupted in 1969 initiating a 3-decade period of civil strife described as the Troubles.
