Managing Budgets During Fiscal Stress: Lessons For Local Government Officials, Jeremy M. Goldberg, Max Neiman

McCarthy Center Student Scholarship

Like many local governments across the nation, cities and counties in California were impacted heavily by recent economic problems. This report examines what happened to local California government revenues during this period, which services have been adjusted, how employee benefits have been treated, and what innovations have been introduced.

The report is based on both a web-based survey of 245 California city government officials and face-to-face interviews with chief financial officers in most of the state’s major cities (Sacramento, San Francisco, San Jose, Oakland, Riverside, Pasadena and Los Angeles). This article takes an interdisciplinary approach by drawing on political science, international relations, and legal global governance literatures to explain how China’s foreign policy impacts and guides its trade policy, which is manifested in the three core interests. The article makes the case that the core interest analysis holds promising explicative, predictive, persuasive, and coalition-building value in the arenas of global trade policy and dispute settlement.

James Wilson’s theory of constitutional interpretation is based on a multidimensional view of sovereignty, both principled and derived. While the American people serve as the principle sovereign, they delegate authority to the Court (their agents) to uphold the Constitution and educate the American people about the Constitution, its principles, and the duties of the sovereign people. In rendering their decisions, Wilson argues that judges should apply principles of common sense natural law and natural right that informed the sovereign people’s original understanding of the Constitution. Adam Smith’s Theory of Moral Sentiments (TMS) and Wealth of Nations (WN) appear to suffer from an irresolvable tension: TMS extols human sympathy whereas WN extols the consequences of self-interest. This paper takes a comprehensive approach, adding to scholarship on what has become known as the “Adam Smith Problem.” Through a textual analysis of TMS and WN that focuses on prudence, the nature of happiness and Smith’s rhetorical style, the inconsistency between his two texts disappears. The emphasis Smith places on prudence in WN can only be properly understood when one considers its foundations in sympathy found in TMS. By …

ELECT HER Campaign College Women to Win Program encourages and trains young women to run for student government on college campuses and become active in civic engagement. Northern Michigan University was one of 10 universities selected for the first ELECT HER programs. Elect Her has been an on-going annual March event at NMU since 2010. Four of the last five ASNMU presidents have received Elect Her training.

Presidents persistently use their rhetoric as a mechanism of influence over salient policies. As the economy has become more salient, presidents have tried to gain a semblance of control over its direction and robustness. Yet, there exists no substantial research regarding whether the rhetoric is influential with the most important economic actors such as the Federal Reserve. Assessing whether presidential cues and signals shape the Fed’s economic behavior provides an assessment of rhetoric’s effect. Utilizing the economic speeches from D.D. Eisenhower through B.H. The Progressive movement of the 1890s to the 1920s was a seminal movement affecting the U.S. policy in many areas. Specifically, the original conservation movement, part of the larger Progressive movement during this same time period (1890-1920), had a profound influence over natural resource policies that remain to this day. Perhaps best seen as a response to the changes brought by the modernization of life in the United States, key aspects of the Progressive movement were electorial reform to counter political corruption, the women's movement, fear of corporate power, and the need to control that power.

The international fashion industry has long struggled with challenges around the practices of garment production, including adequate wage disputes, humane working conditions, and abuse and exploitation in the workplace. Recently, factories in Bangladesh have come under pressure for their perceived lack of regulations in sweatshops. Throughout the past two years, there has been an increase in deaths and abuse reported in Bangladesh apparel sweatshops, including deadly factory fires and building collapses including the Rena Plaza collapse last April that killed 1,134 Bangladeshi factory workers. Elections And Asset Pricing: The Politically Sensitive Equity Of Us Military Contractors, Matthew Mark Ross

I quantify the relationship between political uncertainty and equity volatility in the months around US elections from 1989-2012. The Economic Policy Uncertainty Index and Stockholm International Peace Research Institute (SIPRI) data are employed to measure political uncertainty faced by military contractors, capitalizing on the unique monopsony-oligopoly business environment of these firms. I employ a GARCH (1,1) model with cross-sectionally correlated moments to produce daily firm-election volatility measures. Volatility increases 11% for local, 27% for midterm, and 43% for presidential elections. These measures demonstrate that all election categories: local, federal, presidential, and midterm exhibit differential effects on equity volatility. My results …

Do law clerks influence U.S. Supreme Court Justices’ decisions in the Court’s agenda-setting stage? For those Justices responding to their own law clerks’ cert recommendations, we expect a high degree of agreement between Justice and clerk. For non-employing Justices, however, we anticipate that the likelihood of agreement between clerk and Justice will vary greatly based on the interplay among the ideological compatibility between a Justice and the clerk, the underlying certworthiness of the petition for review, and the clerk’s final recommendation. What Robert Bellah calls ‘expressive individualism’ has led to unprecedented social legislation in America and expanded government employment since the 1960s, helping to produce a generous supply of public services, policy entrepreneurs, and clientele groups. The legal scholar Lawrence M Friedman notes that ‘the right to be ‘oneself,’ to choose oneself, is placed in a special and privileged position.’ As a consequence, ‘achievement is defined in subjective, personal terms, rather than in objective, social terms.’ When the claims of expressive individualism are considered in tandem with the increasing reach of the modern social service state, a case may be made …

Philosophy: Faculty Publications and Other Works

Habermas claims that an inclusive public sphere is the only deliberative forum for generating public opinion that satisfies the epistemic and normative conditions underlying legitimate decision-making. He adds that digital technologies and other mass media need not undermine – but can extend – rational deliberation when properly instituted. This paper draws from social epistemology and technology studies to demonstrate the epistemic and normative limitations of this extension. We argue that current online communication structures fall short of satisfying the required epistemic and normative conditions. This study offers a content analysis of Twitter activity from 16 American political opinion magazines during the month before the 2012 presidential election. The study is an exploratory attempt to operationalize aspects of tweets that may contribute to frame alignment processes and mobilization among Twitter users. The analysis identifies these components and examines how political magazines’ Twitter activity may demonstrate aspects of this process. These magazines must consider both the normative goal of achieving specific political gains by mobilizing readers and the pragmatic goal of remaining sustainable as publishing enterprises.
