Since controversy began to swirl surrounding then-President-elect Barack Obama's alleged overreliance on policy czars in late 2008, political scientists and pundits alike have been quick to view this approach to White House staffing as an extension of the imperial presidency and, to some, a threat to the constitutional order. In this article, I take a step back and ask whether the phenomenon under attack is exactly what scholars assume it is. In doing so, I investigate the conceptualization problem czars pose as well as how and why presidents actually use czars. I conclude with a series of suggestion for future …

A wealth of scholarship indicates that rational individuals should modify their actions to maximize benefits as conditions change. Participants in litigation are faced with a multitude of opportunities to make decisions regarding if and how they will engage the legal system. Despite this fact, the potential for strategic behavior by litigants is often ignored by researchers due to difficulties in capturing such activity. To the extent that existing studies have focused on outcomes to the exclusion of litigant behavior, they have potentially produced biased results in considering the impact of changes in law, such as Supreme Court decisions. Partisan Sorting In The United States, 1972-2012: New Evidence From A Dynamic Analysis, Corey Lang, Shanna Pearson-Merkowitz

Whether Americans have “sorted” into politically like-minded counties and to what extent is hotly debated by academic and journalists. This paper examines whether or not geographic sorting has occurred and why it has occurred using a novel, dynamic analysis. Our findings indicate that geographic sorting is on the rise, but that it is a very recent phenomenon. In the 1970s and 1980s, counties tended to become more competitive, but by 1996 a pattern of partisan sorting had emerged and continued through the present. Results suggest this pattern is driven by Southern re-alignment and voting behavior in partisan stronghold counties. Lastly, …

Most American conservatives and liberals wield contradictory political attitudes. This dissertation explores what drives this “attitudinal incongruence.” First, I define and operationalize my terminology and situate the topic within social and political psychology to formulate my central model and theory of ideologically asymmetrical application of (1) individuals’ psychological and cognitive traits, and (2) individuals’ social identity and environmental traits. This leads to the overarching hypothesis that conservatives’ incongruities are more strongly driven by internal forces, and liberals’ by external forces. Do neoliberal economic reforms in Latin American democracies mobilize citizens to overcome their collective action problems and protest? A recent addition to the scholarship on this crucial question of the relationship of markets and politics, Bellinger and Arce (2011), concludes that economic liberalization does have this effect, working to repoliticize collective actors and reinvigorate democracy. We reexamine the article’s analyses and demonstrate that they misinterpret the marginal effect of the variables of theoretical interest. Thus, the article’s optimistic claims about the consequences for democracy of economic liberalization in the region are not supported by its own empirical results. It is …

This article defends the claim that followers are justified in using what would be considered private behavior to assess a leader's fitness. In defense of this claim, I make a liberal, autonomy-based argument. The argument is liberal in that it does not appeal to the intrinsic wrongness of the behavior in question. Rather, it appeals to the fact that leaders have voluntarily taken on special obligations to followers to behave in ways that promote, rather than detract from, the causes to which they are collectively committed. Can Crowds serve as useful allies in policy design? How do non-expert Crowds perform relative to experts in the assessment of policy measures? Does the geographic location of non-expert Crowds, with relevance to the policy context, alter the performance of non-experts Crowds in the assessment of policy measures? In this work, we investigate these questions by undertaking experiments designed to replicate expert policy assessments with non-expert Crowds recruited from Virtual Labor Markets. This essay argues that Anglo-American memories of Japan's victory in Singapore in 1942, which British Prime Minister Winston Churchill labeled Britain's "darkest moment" in World War II, soon would underpin the domino logic within US Cold War strategy. For both American and British policymakers, Japan's war machine had fused together in interconnected insecurity the bastions of Euro-American colonial power. In Southeast Asia, it had imposed the condition that one state's vulnerabilities impinged upon the stability of its neighbor. The period from 1990 to 1997, the tenure of the Chamorro administration, presents a salient and unique case study in Latin American ‘democratic consolidation’, although as we shall see, this concept is problematic when applied to Nicaragua. It is difficult to evaluate objectively the performance of the decade‐long tenure of the FSLN, since the government had civil war thrust upon it even as Sandinista tanks rolled into Managua’s Plaza Central in 1979. This project analyzes the attitudes towards political statements according to a person’s ethnic and racial groups. The statements relate to the Bush administration and some of its policies. The different responses are categorized by age, gender and location as well. It is hypothesized that Caucasians would have a more positive outlook on the administration and its policies while racial and ethnic minorities would have a less positive response to the questions. Overall, a total of 219 participants were surveyed from Minnesota State University, Mankato and from communities of southeastern Minnesota through questions asking them to indicate their political attitudes. During the last two decades, a decline in public investment has undermined some of the national values and institutions of Costa Rica. The resulting sense of dislocation and loss is usually projected onto Nicaraguan “immigrants.”
Threatening Others: Nicaraguans and the Formation of National Identities in Costa Rica explores the representation of the Nicaraguan “other” in the Costa Rican imagery. Since NATO's intervention during the Kosovo crisis in 1999 there have been significant developments in both the language and form of humanitarian intervention as a matter of international law. Recent decisions by the Ontario ombudsman suggest that informal meetings of small groups of municipal councillors in which municipal business is discussed are in violation of Ontario’s Municipal Act. In this province the Municipal Act provides that, except in certain specified circumstances, municipal council and committee meetings must be open to the public. If a municipality has not appointed its own “closed meeting investigator,” the provincial ombudsman is charged with investigating complaints from the public about municipal meetings that have allegedly been improperly closed.
