The debate over higher education funding took center stage throughout the 77th session of the Nevada Legislature. Much of what transpired during 2013, however, was shaped by the work of the 2011–2012 SB374 Interim Committee to Study the Funding of Higher Education (SB374 Study Committee hereafter).

How Secular Should Democracy Be? A Cross-Disciplinary Study Of Catholicism And Islam In Promoting Public Reason, David Ingram, David Ingram

Philosophy: Faculty Publications and Other Works

I argue that the same factors (strategic and principled) that motivated Catholicism to champion liberal democracy are the same that motivate 21^st Century Islam to do the same. I defend this claim by linking political liberalism to democratic secularism. Distinguishing institutional, political, and epistemic dimensions of democratic secularism, I show that moderate forms of political and epistemic secularism are most conducive to fostering the kind of public reasoning essential to democratic legitimacy. This demonstration draws upon the ambivalent impact of Indonesia’s Islamic parties in advancing universal social justice aims as against more sectarian policies.

Jordan has a refugee crisis; between 620,000 and 1.3 million Syrian refugees are seeking refuge in Jordan. This report aims to answer which aspect of Jordanian security the refugees have the biggest effect on. It also aims to answer whether the refugees based in camps, like Za’atari, or those integrated into the Jordanian communities are more threatening to internal security. The 2010-11 Tunisian revolution brought to the forefront of the country an explosion of activism and organizing from civil society, including multiple voices urging for the defense, protection and/or recognition of Tunisian ‘minorities.’ An unprecedented Amazigh (pl. Imazighen, the indigenous population of North Africa) wave of activism from individuals and organizations appeared in the public sphere of the country, a population systematically denied and marginalized by the Tunisian dictatorships and society emboldened to stand up for their rights and challenge the status quo. Few months after the Egyptian uprising, a considerable number of April 6th Youth movement announced their split. Knowing that the movement was already suffering from internal disputes over a number of issues, the research problem is centered on questioning whether and how the uprising played a role in such incident. Academic scholarship on social movements developed partial and action-oriented theories to explain different processes and dynamics of movement’s collective action. This study is concerned with the spatial transformations taking place in Mohamed Mahmoud that branches from Midan el-Tahrir; the official site of the Egyptian January 25 Revolution. Since the revolution, this street has witnessed a great deal of violence during several bloody clashes between protesters and security forces. It has also become famous for the dissenting graffiti murals wrapping the walls of it entrance. This thesis examines the reasons for the declining role of youth as effective political players since the Egyptian Revolution in 2011. Particularly looking at the “Revolutionary Youth”, this study investigates why their activism over the course of the past four years could not translate into political power that would lead to the realization of the goals of the revolution. Too often, earmarks, pork barrel politics, and other types of federal spending are seen as a problem in American politics. Nothing could be further from the truth. Congress’ abandonment of earmarks, the deconstruction of the appropriations process, and the breakdown in regular order in the House and Senate has coincided with a period of intense gridlock. For decades, pork greased the wheels of the legislative process, ensuring legislators could fund local needs in exchange for support on key legislation. In this article, the relations between various colleges (with special attention to Michigan State University) and the United States Government are explored in relation to America’s effort in nation building in South Vietnam in the late 1950s. During America’s efforts in Vietnam more reliance was put upon collegiate institutions to help negotiate foreign policy. This paper describes the purpose and effectiveness of distributed campaign materials in the context of President Dwight D Eisenhower's 1952 and 1956 elections. It analyzes campaign buttons and political cartoons distributed by the Eisenhower administration to determine how they furthered the image Eisenhower wished to convey during his campaigns. This image is presented by applying certain aesthetic qualities to the campaign materials.

This paper analyzes the changes in immigration policy since the terrorist attacks of September 11, 2001 in terms of how immigrants are viewed in the United States. The goal is to address the recent criminalization of immigration in that the perceptions of terrorists and immigrants have become relatively synonymous since 2001. Although deportations have decreased, immigrant detention has increased significantly. Detention centers pose threats to the basic human rights of the immigrants residing in them, as well as perpetuate the culture of fear enveloping recent immigrants, whether they are legally or illegally in the country, and native United States citizens …

Italy's unique geographic location at the coast of the Mediteranean Sea gives much opportunity for the international community to criticize its dealings with asylum seekers crossing the body of water to enter Europe. The UNHCR reported that as of October 2014, 165,000 asylum seekers had taken dangerous journeys across the Mediterranean Sea; of those 165,000 people, Italy received 140,000.

The Problem Of State Intervention In Post-Abolition Slavery: A Critique Of Consensus, Anthony Talbott, David Watkins

Slavery is now illegal by all states and under international law. Contrary to the hopes of abolitionists, this state of affairs has transformed rather than eradicated slavery as an institution. Furthermore, responses by states to post-abolition forms of slavery have often been less than ideal. This paper begins by comparing two state responses to slavery in the early 20th century: the federal peonage trials in Montgomery, Alabama from 1903-1905, and the federal response to an alleged epidemic of “white slavery” from 1909-1910, culminating in the passage of the White Slave-Traffic Act. Taken together, these responses engender pessimism about the state …

This article aims to illuminate how non-state actors participate in forging public institutions and in establishing public agendas. It also sets out to identify novel mechanisms of state building. It does so by examining the historical experience of the Immigrants' Protective League (IPL) from its founding in 1908 through 1924. The history of the IPL highlights the role of organized, networked women in generating new boundary stories and doing boundary work; in conducting research and enhancing legibility; in incubating new policy experiments; and in moving the national, state, and local governments to take up new tasks in the progressive era. …

This paper tells the true story of a Hungarian refugee who's family fled the communist regime there in 1971. Gabriella Bercze's story reflects on what it was like to live in Hungary under communist rule, and her family's experience in escaping the country, and fleeing to Italy, where they lived in a refugee camp for months before immigrating to the United States in the early 70s.

This is a slightly revised version of the text of a talk that I (Seo-Young Chu) gave as part of the Fall 2014 Franke Lectures in the Humanities at Yale University. I'm sharing the text here to make the lecture more accessible. Topics include: North Korea/the DPRK, the "uncanny body politic," the uncanny valley, "dystopian poetics," what it means to outsource dystopian poetics, the intersection of aesthetics and politics. Regional Integration And National Social Policies, Mary Anne Madeira

How does regionalization affect national social policies? Although there is an extensive literature on the effects of globalization on social protection, the literature on the impact of regional integration is much less developed. I argue that the distinctive nature of regionalization processes calls for rigorous empirical testing of the domestic policy effects of regional integration. To this end, using an innovative dataset that measures the degree to which countries are integrated into regional economic and political organizations, this article uses statistical analysis to consider the influence of regional integration on government social spending.
