The basis of this thesis is that weapons of mass destruction will continue to proliferate and will inevitably - given enough time- be used against civilian populations repeatedly.

As this occurs the opposition between support for international law and the power of the state will intensify. This will go on for some time and will, in all probability, become extremely destructive. Eventually, however, the states (and individual people) of the world will realize that the simultaneous existence of international anarchy and weapons of mass destruction runs counter to long term human survival. This thesis focuses on the importance of truth and memory in the process of transitional justice, within the context of the aftermath of gross violations of human rights that occurred during the military dictatorship of 1976 to 1983 in Argentina. The military junta that ruled Argentina took power under the pretext of national security, arguing that an enemy threatened to destabilize and destroy Argentine society. During the period of the military dictatorship an estimated 30,000 people "disappeared"; relatives of those disappeared mobilized and formed human rights organizations to confront the military regime for its abuses. Several previous studies have demonstrated that student exit polling has educational value and promotes civic engagement (Berry and Robinson 2012, Evans and Lagergren 2007, Lelieveldt and Rossen 2009, and others). The authors of this paper have created assignments and an instructor's manual on running student exit polls in undergraduate courses. Three institutions used these assignments during the fall 2012 semester. Working together, these instructors created an opportunity for their students to participate collaboratively with others in survey design and data analysis. This effort further provided assessment data on the effectiveness of this pedagogical approach for student engagement outside of the …

Urban forests are multifunctional socio-ecological landscapes, yet some of their social benefits remain poorly understood. This paper draws on ethnographic evidence from Seattle, Washington to demonstrate that urban forests contain nontimber forest products that contribute a variety of wild foods, medicines, and materials for the well-being of urban residents. We show that gathering wild plants and fungi in urban forests is a persistent subsistence and livelihood practice that provides sociocultural and material benefits to city residents, and creates opportunities for connecting with nature and enhancing social ties. In this article, the author argues that the Progressives can be as much characterized as the anti statists of the nineteenth century as the statists of the twentieth century because their overriding goal was the destruction of the party state and not, directly, the creation of the bureaucratic state. They found in Anti-Federalist political thought a general anti statist template that they used to articulate their specific objection to the nineteenth-century party state. One of the oldest federalist systems, Germany offers itself as a case study for long-term developments in federalism. Drawing on a burgeoning literature on institutional continuity and change we investigate the development of a key institution of German federalism, the Federal Council (Bundesrat) from the foundation of the German Reich until today. Counter to claims that institutional change occurs mainly during “critical junctures,” the Federal Council has shown remarkable resilience: It persisted through World War I and the 1919 revolution and the writing of the centralist Weimar constitution. Explaining legislative behavior in the Mexico represents a puzzle given the state of existing theory. Despite a ban on consecutive reelection, Mexican legislators engage in many behaviors thought to be the result of seeking reelection. Furthermore, existing theories of progressive ambition also cannot explain the tendency of many Mexican legislators to seek less prestigious offices after serving for a single term. This dissertation develops a novel theory of political ambition that accounts for the movement up and down the career ladder by Mexican federal legislators, and highlights several behavioral implications of the pursuit of political careers in a context where …

Foucault does not reject this argument, but this perspective would not be able to expose the invisible subjugation. The more critical view of power appears in cultural studies. Gramsci’s concept of hegemony is often used to dismantle the cultural establishment in the process of domination that was veiled. Stability And Instability In Third World Security Complexes: The Role Of Arms Transfers, David Todd Kinsella

Controversy surrounds the alleged effects of foreign arms transfers on belligerency: do they precipitate international conflict, as some critics suggest, or do they promote stability by reinforcing deterrence, as others maintain? This paper examines the connection between arms transfers to the Third World and the occurrence of interstate conflict, including militarized disputes, from the end of World War II until the early 1990s. My analysis indicates that, in the aggregate, arms transfers almost uniformly contributed to subsequent instability within security complexes located in various regions of the Third World, but that the effects of American versus Russian arms supplies often …

Structural dimensions of the international system are key elements in power transition theory. Most theoretical applications to date have examined the distribution of power, and fluctuations in that distribution, as a precursor to global and regional warfare. Somewhat less attention has been paid to the coalitional structure of the international system in applied research. In this paper I suggest that certain concepts from power transition theory, including those that rely on information about alliance membership, might also be operationalized by examining the global arms trade using tools developed for social network analysis (SNA). In The National Security Strategy of the United States of America, released one year after the 9/11 attacks, the Bush administration asserted that “we must adapt the concept of imminent threat to the capabilities and objectives of today’s adversaries.” The administration’s reconceptualization has triggered an intense debate within academic and policymaking circles about the legal and ethical distinction (if any) between anticipatory and precautionary self-defense, and thus preemptive and preventive warfare. We begin by examining the present status on international law on the question of anticipatory self-defense. We then consider how the formative texts on international law—especially the writings of …

In recent years, researchers have increasingly turned their attention to the proliferation of small arms and light weapons. Small arms are difficult to track and are not the stuff of military parades, but they are immensely destructive. In addition to what is already circulating, a substantial percentage of what is newly produced enters the black market and is destined for conflict zones across the globe. This dissertation is about conflict escalation to civil war, and examines why some political confrontations escalate and why principal conflict actors continue fighting rather than reaching a number of political arrangements at various points of the course of conflict. Unlike previous studies, this study treats the progression to civil war as one of complex alternate paths. In so doing, building on the perspective of asymmetric information (i.e. uncertainty) problems as a cause of war, this study claims that involving each conflict actor's cognitive variances about its opponent's willingness to resolve and military strength would bolster either side's costly military mobilization …
