Post-independence South Sudan faces numerous development obstacles and many consider oil to be a redeeming factor for the new state. This paper discusses the resource curse related to the country’s oil industry and how with proper management, the oil can largely benefit the new state. It explores Norway’s history of oil development and examines ways in which Norway can assist South Sudan in managing their oil, making it the most effective for the people. Key elements of the assistance are the implementation of the Comprehensive Peace Agreement, technical support focusing on increased oil recovery, and building stronger state capacity. But …

This article seeks to answer an important puzzle in Brazilian politics: What explains the legislative struggles and defeats by a president who holds a large congressional base? In the post-democratization period, most Brazilian presidents have amassed large congressional bases of support by forming governing coalitions comprised of various legislative parties. Conventional wisdom would indicate that large legislative bases would facilitate presidents to pursue their legislative agenda. However, successive presidents have faced legislative obstruction, gridlock, and defeats in Congress. This article shows how Brazil’s political institutions engender the perpetual need for presidents to create multiparty coalitions to navigate through the system …

Political involvement varies markedly across people. Traditional explanations for this variation tend to rely on demographic variables and self-reported, overtly political concepts. In this article, we expand the range of possible explanatory variables by hypothesizing that a correlation exists between political involvement and physiological predispositions. We measure physiology by computing the degree to which electrodermal activity changes on average when a participant sequentially views a full range of differentially valenced stimuli. Our findings indicate that individuals with higher electrodermal responsiveness are also more likely to participate actively in politics. This relationship holds even after the effects of traditional demographic variables …

The Middle East and North Africa (MENA) region is often regarded as an area that was mostly dominated by authoritarian regimes. These regimes form authoritarian constraints – especially during elections – hindering political development. The Dangers Of Diversity: Ethnic Fractionalization And The Rule Of Law, Michael Touchton

Research linking ethnic cleavages to economic underdevelopment is a hallmark of recent efforts to explain economic growth. Similarly, the rule of law as a credible commitment to property rights and contract enforcement is also identified with economic development. Rather than treating these factors as rival explanations for economic development around the world, I propose the rule of law as the causal mechanism through which ethnic fractionalization (EF) influences growth in many countries. I argue ethnic diversity negatively impacts the rule of law due to the prevalence of ethnically-based patronage networks in developing countries. Public officials, I argue, face greater incentives …

While UN Security Council Resolution (UNSCR) 1325 has certainly increased awareness among international actors about women’s and gender issues in armed conflict, opened new spaces for dialogue and partnerships from global to local levels, and even created opportunities for new resources for women’s rights, successes remain limited and notably inconsistent. To understand some of these shortcomings and think creatively about how to move the women, peace and security agenda forward, it is essential to understand the conceptual assumptions underscoring UNSCR 1325.

Liberal democratic governments may differ in both their kind and degree of democracy. However, the literature too often conflates this distinction, hindering our ability to understand what kinds of governing structures are more democratic. To clarify this issue, the article examines two prominent contemporary models of democracy: developmental liberal democracy (DLD) and protective liberal democracy (PLD). While the former takes a 'thicker' approach to governance than the latter, conventional wisdom holds that these systems differ only in kind rather than degree. Paying any tax is an unwelcome burden, but in Ireland many have a particular aversion to taxes on their homes. We are not alone in this. Elsewhere, taxes on homes are also unpopular; witness the People's Initiative to Limit Property Taxation which forced the California state government to cut property taxes. Nevertheless, residential property taxes remain an almost universal feature of developed countries because of compelling economic arguments for them. Also, local property taxes are regarded as the best means of funding local government.
