This paper is a qualitative comparative analysis of drug policies in the Netherlands and the United States through a review of literature. This project examines the individual, social, political, and philosophical implication of each country’s model for dealing with drug use/addiction and compares and contrast them to deduce which is most effective overall. These two countries specifically are compared because of their polar approaches in dealing with issues of drug use, addiction, and sale. It is not surprising that virtually all analyses of the Supreme Court stress the crucial role played by the swing, pivotal, or median Justice: in theory, the median should be quite powerful. In practice, however, some are far stronger than others. Just as there are “super precedents” and “super statutes”—those that are weightier or more entrenched than others—there are “super medians”—Justices so powerful that they are able to exercise significant control over the outcome and content of the Court’s decisions.

This Article argues, using the case of responses to traffic con­gestion, that public choice theory provides a greater explanation for the emergence of property rights than does economic efficiency. The tradi­tional solution to traffic congestion is to provide new roadway capacity, but that is not an efficient response in that it does not lead to internaliza­tion of costs and may actually exacerbate congestion problems by induc­ing travel that would not have taken place but for the new construction. By contrast, congestion charges, which impose tolls designed to internal­ize the costs of driving, offer an efficient way to address the problem …

Sex Education Policy In Florida: Strategies For Change, Jenna Cawley

Sex education policies and programs in Florida are largely dominated by the abstinence-only approach. This paper makes the case that abstinence-only education is a failing policy in Florida, and evaluates strategies advocates may use in order to accomplish reform. Three different strategies are evaluated: countywide school district reform, statewide rejection of federal abstinence-only funding, and statewide standardization of sex education via legislation. Contrasts are drawn between all three strategies with regard to their potential impact on sex education policy in Florida, viability, and the challenges they present to advocates. This study examines the decision making process in Washington which led to the current non-existence of political and economic relations between the Islamic Republic of Iran and the United States. The study examines the U.S.-Iran relationship at three levels-of-analysis: the individual, state, and system levels. Information warfare can be used to create animosity between states and could even spark war during times of crisis. This paper examines the major documents of the American side concerning the U.S.- China mid-air plane collision incident, which occurred April 1, 2001. Through the hegemonic theoretical lens of Robert Cox’s frame of action and via the research method of hermeneutics of the selected rhetorical artifacts, we aim to shed light on the understanding of the incident and provide insightful implications for handling similar international conflicts in the future. For more than a quarter century, Richard Rorty was one of the most controversial writers. Critics of Rorty have often clustered their remarks around distinct themes within Rorty’s body of literature. Is Rorty’s criticism of the correspondence theory of truth valid and what standard of validity could confirm that? Does Rorty’s treatment of pragmatists such as William James and John Dewey accurately reflect their writings? Representation of citizens by elected officials is a core principle of American democracy (Eulau et al. 1959; Key 1961). Assuming the delegate approach to representation (Pitkin 1967), state legislative districts give voters the opportunity to elect representatives that will act in accordance with their wishes in the state policy arena. The extent to which a legislator’s policy votes reflect his constituents’ preferences is often referred to as “policy responsiveness” (Eulau and Karps 1977). While a consistent pattern in foreign policy has been observed since Ottoman times, the 20th century has led to substantial challenges. Long-established Turkish foreign policy, based exclusively on external factors, was reshaped to include domestic factors as well. By looking at the courts and legislatures as agents of social change, this study seeks to assess the impact of judicial decisions in a particularly contentious area, the right to bodily privacy. Specifically, I seek to understand the competing effects of state supreme court decisions and state statutes on the consumers of their public policy choices. Past studies have found conflicting results concerning the impact of court decisions. Despite the growth of Latinos in the general population and in legislatures, their impact on the political process has received little scholarly attention. In this project, I present a theoretical framework of Latino legislative behavior that draws upon two important concepts of representation- descriptive and substantive- to better understand how ethnicity influences legislative activity and whether it is dependent on such factors as institutional context, legislative composition, and constituency characteristics. Evaluations of majority party leaders come from three main sources: political scientists, media analysts, and members of Congress. Political scientists are the theoreticians. They have defined concepts and developed theories for evaluating leadership style, strategy, and strength. Journalists are the watchdogs. They regularly evaluate leader performance in response to contemporary events. Members of Congress then serve as the judges and juries. They occasionally advise leaders on tactics and strategies, and they ultimately have the ability to sanction or reward leaders.

The Mystery Of Capital Formation In Sub-Saharan Africa: Women, Property Rights And Customary Law, Sandra F. Joireman

Economists such as Hernando De Soto have argued that clearly defined property rights are essential to capital formation and ultimately to economic growth and poverty alleviation. This article traces two impediments to the clear definition of property rights in the African context: customary law and the status of women. Both of these issues interfere with the attempt of African countries to rearticulate property law with the goal of capital formation. Constructive attempts to define property rights must address the problem of enforcement in under-resourced environments where changes may not be welcomed.
