The purpose of this research has been to explore how and why former liberation activists have continued to speak out against the government since the African National Congress (ANC) transitioned from a liberation movement to a ruling party. These individuals highlight the importance of having a voice, and making that voice heard by the government. They also provide a plurality of opinions that are just a sampling of the sentiments held by South Africans today. After making an excellent case for the plight of Iraqi asylum seekers who have served as valuable allies to the United States in Iraq, Joseph Huff-Hannon’s article suggests that Congress should play a stronger role in developing a resettlement policy to allow Iraqis, who have been on “our side,” to come to the U.S. Given the current political climate on Iraq—and with Congressional Democrats desperate to score some kind of victory in its battle with the Bush White House—what exactly is holding them back?

According to U.N. estimates, if current trends continue, the number of Iraqi asylum seekers by year-end could reach between 40,000 to 50,000. The influx of Iraqis into states such as Syria and Jordan also threatens to be a destabilizing force in those countries. Therefore, it is unreasonable to expect these states to individually cope with migration flows of this magnitude.

Nour al Khal worked as a translator for New York Times reporter Steven Vincent, who was murdered by Shiite militants in Iraq. Vincent’s widow has been trying to help al Khal (who was kidnapped and shot by the same group who killed Vincent) win asylum in the United States. So far political and bureaucratic obstacles have proven insurmountable.

I would like to commend Human Rights & Human Welfare for their recent roundtable on the Iraqi refugee crisis. The Roundtable rightly draws attention to the United States government’s woefully inadequate efforts thus far to address a major humanitarian crisis of its own making.

However, I do not agree with Professor Daniel Whelan’s assessment of “why Congress won’t act” on Iraqi resettlement. Dr. Whelan argues that the new Congress appears reluctant to resettle a reasonable number of Iraqi refugees in danger because Democrats fear that doing so would precipitate Iraqi state failure by means of “brain drain.” Instead, I would …

I am grateful to Joseph Huff-Hannon for drawing our attention vividly and movingly to the plight of Iraqi refugees, its magnitude and cruelty. There are more than two million Iraqi refugees, with an estimated 50,000 per month added to the total. Many are languishing in terrible conditions in such neighboring countries as Syria and Jordan. These states, neither of which are notable as places of refuge, lack the capabilities for humane treatment even if their governments were altruistically inclined. Accounting For “Racism”: Responses To Political Predicaments In Two States, Byron D. Orey, L. Marvin Overby, Barbara J. Walkosz, Kimberly R. Walker

How do people explain their behavior in socially unacceptable political situations? Exploring this question will give us insight into how the public responds to and frames collective decisions regarding controversial topics. We analyze accounts of the outcomes of racially sensitive statewide referenda in two states to understand the public responses to such political predicaments. Distinguishing four broad categories of these accounts—denials, justifications, excuses, and confessions—we find some clear-cut differences in their use between proponents and opponents of the ballot measures. These results have implications for political thought and dialogue regarding politically-sensitive issues and other heated policy issues. We also discuss …

In this article, we explore whether African-American state legislators have been able to translate election to office into positions of power, particularly as committee chairs. Methods. We cull data from all state legislative chambers that contained a black legislator during two time periods, 1989 and 1999. In doing so, we compare the observed numbers of African-American chairs with their expected numbers. We also examine each state’s percentage of black chairs using multiple regression to determine what factors—political, partisan, institutional, cultural— influence the selection of black committee chairs. Results. Overall, our descriptive analysis reveals that blacks are underrepresented as chairs. They …

Lobbying is central to the democratic process. Yet, only four political systems have lobbying regulations: the United States, Canada, Germany and the EU (European Parliament). Despite works offering individual country analysis of lobbying legislation, a two-fold void exists in the literature. Firstly, no study has offered a comparative analysis classifying the laws in these four political systems, which would improve understanding of the different regulatory environments. Secondly, few studies have analysed the views of key agents - politicians, lobbyists and regulators - and how these compare and contrast across regulatory environments. After World War II, intrastate conflicts rapidly replaced interstate conflicts as the dominant threat to international peace and security, a trend that has become all the more evident in the post-Cold War era. Given the prevalence of civil wars, there is increasing awareness of the need for post-conflict settlement procedures, development of local capacity for conflict resolution, and long-term peacebuilding efforts. In his 1992 An Agenda for Peace, former UN Secretary General Boutros Boutros-Ghali encouraged the international community to take responsibility for the full range of post-conflict management roles by introducing ?post-conflict peace-building.? This paper attempts to describe the concept of interdependence and its rationale. This paper uses the country of Botswana to illustrate the concept to junior secondary school students. In order to do so, this paper gives a brief background to Botswana and a brief description of the concept and rationale of interdependence. Finally, this paper attempts to use Botswana to illustrate the teaching of interdependence by way of education, health services, transportation, and Botswana’s membership in world organization, with reference to some related topics on interdependence from the junior secondary school social studies syllabus.

The Constitution grants Congress the power to regulate the jurisdiction of the federal courts. Congress has sought to exercise this power throughout its history, especially when the courts have issued a decision or series of decisions that are very unpopular. The precise nature of Congress' authority in this area is controversial and scholars have proposed many criteria and theories to delineate the legislative and judicial branches' respective powers. This study, examining the number of times Congress has categorically denied the courts' jurisdiction over a defined set of cases between 1988 and 2004, finds that Congress has denied jurisdiction 166 times. …
