Political parties who wish to exercise executive power are typically forced to enter some form of coalition. Parties can either form a pre-electoral coalition prior to an election or they can compete independently and enter a government coalition afterwards. Although there is a vast coalition literature, there are no theoretical or empirical studies of coalitions that form prior to an election. This dissertation seeks to redress this imbalance in our knowledge of coalitions by explaining the variation in electoral coalition formation.

The Islamic Resistance Movement (Hamas) has been a point of contention for most students of Middle Eastern politics. There appears to be a dichotomy of views on the question of whether Hamas is a legitimate mainstream political organization within Palestine, or whether it is just another manifestation of the fundamentalist ideology that (according to some people) Islam seems to encourage. The United States has classified Hamas as a terrorist organization and has directed some of its efforts of the war on terror against the organization with the aim of destroying Hamas.

Electoral systems are uniquely distributive political institutions that shape political outcomes, yet are themselves endogenously shaped outcomes of political choices. In Poland, party system development has involved not only parties adapting to electoral institutions in each election, but also parties modifying these institutions prior to every election. We model electoral system change as driven by partisan self-interest in maximizing seat share and test it in five episodes of electoral system change in Poland from 1989 to 2001, comparing parties’ support for electoral law alternatives to their expectations of seat shares from those alternatives. Political Science

The use of electronic mail has grown explosively in the past decade. A recent study estimated that about 117 million American adults use e-mail and that over 30 billion e-mail messages are transmitted each day.1 E-mail surpassed postal mail in prevalence several years ago. An estimated 4 trillion e-mail messages were transmitted in 1998, compared with about 101 billion pieces of paper mail.2 Forty-two percent of adults check e-mail daily. The average business employee sends 20 e-mail messages and receives 30 e-mails a day.3 Nearly every political office has a Web site and e-mail address.

We are living within a global conservative restoration, which has gained intensity since 9/11 and gained further solidification since the most recent elections. Ira Shor elaborated the concept of the conservative restoration in his text, Culture Wars: School and Society in the Conservative Restoration 1969-1984 (1986).
