In order to provide any viable critique of twenty-first-century discourses -- whether signified by late capitalism, epistemological hegemony, cultural domination, or globalization (the catch-word for all of these) -- one must not employ an ahistorical or static lens; alternatively, one must dredge up and analyze the sediments that underlie current discourses, and many of these sediments are found in the eighteenth century. More specifically, by reading the thoughts of such writers as Joseph Addison and Jonathan Swift, one is forced to read the links and antipathies between the discursive economies of epistemology -- philosophical, scientific, and economic -- …

On 17 December 2004, the European Council will decide whether to enter into membership negotiation with Turkey. In the following sections the political, economical and cultural reasons for and against Turkey’s accession will be examined. The views of both Germans and Turks living in Berlin will be discussed. Following this synopsis, it will be argued that the underlying grounds for not welcoming Turkey into the EU are cultural. Consequently, the study of the Turkey-EU debate will be indicative of the issues that the EU as a supranational organization has.

This article is a short report drawn from a research on the issue of the Afghan refugees in Australia (1992-2002). Using the infamous “boat people” case as illustration, the research was intended to provide careful observation on the concept “human security,” a term increasingly linked to forced migration issues. Although human security is often portrayed as a benign concept with strong moral stance, its vastness and loose definition limit its adequacy as a useful tool of analysis. Electoral systems are commonly treated as exogenous determinants of political party systems, yet our theoretical understanding remains limited as to how these institutions themselves are determined. Part of the problem lies with the subject matter itself: electoral system change is frequently idiosyncratic, often occurring during episodes of exceptional political change. Yet another aspect of the problem is that explanations of electoral system change frequently occur piecemeal in application to specific cases, without systematic or comparative development. Addressing both problems, I first survey the existing literature to develop a comprehensive typology of explanations of electoral system change and persistence. I then …

This thesis investigates the differences in the propaganda tactics employed by Western and Chinese cultures, as informed by ancient Chinese philosophies and Western propaganda research. Specifically, this thesis focuses on developing 14 Chinese strategic propaganda tactics by using creative transformation approach. Thereafter, using textual criticism, these tactics are applied to the pre-war rhetoric of the immediate former President of the U.S., George H. W. Bush and the current President of the U.S., George W. Bush in order to test the validity of the rhetorical taxonomy. The results of this thesis demonstrate that George H. W. The United States Supreme Court occupies an unusual, oftentimes paradoxical position within American democracy. On one hand, it is an institution that seemingly lacks democratic legitimacy, and on the other, it is an institution that dutifully gives meaning to the nation's democratic values. The uniqueness and possibly the grandeur of the American Supreme Court is that it has historically been able to successfully combine these two apparently contradictory aspects in such a manner as to expand upon the nation's traditional sense of individualism--the whole notion of an individual's inalienable right to life, liberty, and property.

The Institute for Asian American Studies has analyzed and chronicled, often for the first time, the involvement of Asian Americans in the daily life of the Commonwealth. Over the last few decades Massachusetts has experienced a remarkably rapid growth in its Asian American population. Between 1990 and 2000, for example, this population grew by 67.5% to 238,124. Asian Americans now constitute just under 4% of the state’s population

Political Participation In America: The Role Of Race, Ethnicity, And Gender, Leslie J. Baker-Bracy

Equality in political participation in the United States requires that all citizens, regardless of their social status or demographic characteristics be allowed to participate in the system, regardless of income or education. However, studies have shown several variables - gender, race, income, and education — significantly affect any one person’s pathway to political participation and expression. Using data from the 1992 Citizen’s Participatory Study, I examine these effects, especially in terms of how these variables affect the participation of women. The findings show that education and income rarely have the “equalizing” effect in terms of political participation that is believed.

Political violence, especially in ethnoreligious conflicts, continues to threaten the stability and security of the international environment. Motivations for using violence are complex and can evolve over time. As long as one or more of the motivations continue to exist, parties to a conflict will feel that violence is a legitimate course of action and, thus, the conflict will persist.

Theories about the causes of conflict and the approaches that should be taken to terminate it mostly propose a single approach. A single approach, however, will address certain issues while leaving others unresolved, allowing some motivations to continue stimulating conflict. …

Real Time: Unwinding Technocratic And Anthropological Knowledge, Annelise Riles

“The Bank of Japan is our mother,” bankers in Tokyo sometimes said of Japan's central bank. Drawing on this metaphor as an ethnographic resource, and on the example of central bankers who sought to unwind their own technocratic knowledge by replacing it with a real-time machine, I retrace the ethnographic task of unwinding technocratic knowledge from those anthropological knowledge practices that critique technocracy. In so doing, I draw attention to special methodological problems—involving the relationship between ethnography, analysis, and reception—in the representation and critique of contemporary knowledge practices.

An organisation comprising nuclear weapon states (NWS) along with non-nuclear weapons states (NNWS) - some of who are disarmament-minded - would have been considered incapable of framing any common response to nuclear proliferation. The formation of the Works Progress Administration (WPA) as part of Roosevelt's New Deal, in conjunction with the Depression and World War II, can be credited with changing the face of international art of the twentieth century. The majority of the artists who were later to be known as Abstract Expressionists participated in the Fine Arts Project (FAP) branch of the WPA in New York throughout the 1930s. This government support of the artists gave them a chance to commit to painting as a career, and their painting styles evolved drastically during this time. This study focuses on transnational smuggling, and puts forth an analytical framework from the smugglers' perspective with respect to route selection, focusing primarily on aspects of economic, political, and human geography. It is predicated on three interconnected decision-making domains that constitute the smuggler's operational landscape, namely access, risk and connectivity, which interact to drive the smugglers' perceptions of route attractiveness. The first two domains operate reciprocally, primarily at the national level of analysis, and together both shape and are shaped by the third at the transnational level to form a feedback loop.
