Since roughly the beginning of the Reagan administration the left wing of the Democratic senatorial cohort has enjoyed remarkable success in disparaging Republican nominees to the federal judiciary as mere "conservatives". Its argument has been that those nominees would decide cases on everything from abortion to economic regulation on the basis of their "conservative" policy preferences. Sadly, as a general rule, the conservatives have allowed the Democrats to get away with this distortion.

The Spouse In The House: What Explains The Marriage Gap In Canada?, J. Matthew Wilson, Michael Lusztig

Political Science Research

A literature has emerged in American voting studies noting a “marriage gap”—the propensity for married voters to support the Republican party. Using Canadian Election Study data, we establish the existence of a significant marriage gap in Canada. We also seek to determine if the marriage gap is driven by socio-demographic factors or attitudinal ones. We find that while socio-demographic factors contribute to the marriage gap, they explain relatively little variance. In probing the attitudinal basis of the marriage gap further, we find that married Canadians differ from the unwed very strongly on issues of moral traditionalism, but much less so …

The Adaptiveness Of Punishing Behavior: A Baseline Study, Levente Littvay

This study sheds light on the current patterns of punishing behavior. Experimental work with ultimatum bargaining shows that individuals have a high sensitivity to fairness, and when taken advantage of, are willing to endure costs to punish deviant behavior. Third party observers of the unfair behavior asked to represent ultimatum recipients are more hesitant to engage in such punishment. This becomes ever more puzzling when we consider individuals’ high value of their own reputation in similar settings. This leaves both rational choice modelers and political psychologists puzzled. It is difficult to overestimate the importance of Sartori’s party system typology at least because, as Peter Mair recently pointed out, “there has been very little new thinking on how to classify systems since the seminal work of Sartori” (Mair, forthcoming). The first important party system taxonomy was proposed by Duverger in his Political Parties (1951). Duverger in this classic study identified three types of party systems: the one party system, the two party system and the multi-party system. By the early 1960s Sartori had become quite unhappy with this typology (Sartori, 1982). Sartori thought that both the one-party and …

Remembering The Future: Utopia, Empire And Harmony In 21st Century International Theory, William A. Callahan

Using a comparative approach to international relations theory, this article examines how ancient ideas are being recycled to describe world order in the 21st century. In particular, it provides a thick description of three models of utopia in global politics - Great Harmony and Harmony-with-difference from China, and Empire from Hardt and Negri. Using an unexplored set of Chinese-language texts, the article first excavates how Communist Party intellectuals in China have been writing about the ancient Confucian ideal of Great Harmony as a way of promoting the Peoples Republic of Chinas role as a Great Power in the 21st century. …

University Students From Four Ethnopolitical Conflict Zones: An Exploratory Study Of Perceptions Of Self And Country, Sean Byrne, Colleen Mcleod, Brian Polkinghorn

Peace and Conflict Studies

This exploratory comparative case study examines hopes and fears for self and country of 300 students attending university in Bosnia-Herzegovina, Northern Ireland, South Africa, and Sri Lanka. Students report living in stressful societies where ethno political and state violence were the norm. The results of this qualitative study indicate that while the young people are optimistic about their life changes, they are concerned that the conflicts could re-ignite and spiral out of control. In particular, the students’ images indicate the importance of the self-society relationship and that these young adults relish the challenge of being productive citizens in their post-conflict …

A recent survey conducted in a sample of 83 countries by the Inter-Parliamentary Union in collaboration with the World Bank Institute on the “Relations between the Legislature and the Executive in the Context of Parliamentary Oversight” allows cross-national comparison for the role of legislatures in the budgetary process. One of the survey’s most significant indications is that legislatures in presidential systems are generally more involved in the preparation of the budget than legislatures in either parliamentary or semi-presidential systems. The picture, however, is very different when we look at legislatures’ oversight of the budget. Parliaments are generally more involved in …
