The time frame for a final decision on the Cyprus problem is narrowing very rapidly. The latest peace plan proposed by the U.N. Secretary General Kofi Annan, known as the Annan Plan, to solve the problem between the Greek Cypriot (G/Cs) and Turkish Cypriot (T/Cs) communities underwent the last refinements in February 2003 to bridge the gap between the two sides. Yet, despite intense domestic (especially in the Turkish north) and international pressures on the two sides to sign the agreement the Turkish Cypriot leadership rejected the proposal as being insufficient in meeting their demands. Despite major neuroscientific advances in the past two decades and parallel conceptual refinement in evolutionary theory, personality-in-politics inquiry remains adrift, divorced from these broader spheres of scientific knowledge. This paper reviews the neurobiological substrates of three major domains of evolutionary biology and behavioral ecology relevant to political personality assessment and the psychological examination of political leaders; furnishes a context and set of guiding ideas to revitalize the study of the person as biopsychosocial entity in politics; advances a generative theory of personality and political leadership performance; and proposes an agenda for advancing personality-in-politics and leadership inquiry, informed by insights derived …

This thesis tries to answer twomain questions. The first is why a developing country like Egypt needs Heavy Industrialization? And the second is what are the best strategies to achieve such an industrialization drive? These two questions are being tackled through a theoritical analysis using the Structuralist, Neoclassical and Institutional perspectives. A special focus is put on specific heavy industrial sectors of potential or strategic value in Egypt namely: Steel, Aluminum, Petrochemicals and Machinery. Responsibility For Past Injustice: How To Shift The Burden, Chandran Kukathas

This article considers the question of the responsibility of present generations for injustices committed by previous ones. It asks whether the descendants of victims of past injustice have claims against the descendants of the perpetrators of injustice. Two modes of argument are examined: the individual responsibility approach, according to which descendants cannot have claims against other descendants, and the collective responsibility approach, according to which descendants do have strong claims. Both approaches are criticized, but for different failings. An alternative view, building on the individualist approach, is defended. Historically, acts of international terrorism against Americans, even acts that have been conducted outside the territorial jurisdiction of the United States, have been handled with a diplomatic, intelligence and/or military response. In 1985, the United States began using a law enforcement or prosecutive model of responding to such acts of international terrorism. In this study, a review of the recent criminal and civil legislation against international terrorism was conducted. Further, a quantitative analysis of Americans killed overseas in acts of international terrorism, both prior to and after the initiation of U.S. legislation, was conducted in an attempt to discern if …

There are several questions regarding the topic analyzed in this thesis. Is Islam inherently incompatible with the Western democratic values? [Excerpt] "The World Bank’s new book, A Case for Aid: Building a Consensus for Development Assistance, indicates how dramatic and lasting the progress against global poverty has been in the past 50 years. It also shows how dramatically the Bank’s own understanding has risen, even in the past decade, of how to make its efforts more effective in relieving poverty and achieving other development goals. These two themes form the basis for the World Bank’s visionary thesis: that eradicating much of the poverty, ill health, and illiteracy around the world is within reach.

In the Anglo-American constitutional tradition, judicial checks and balances are often seen as crucial guarantees of freedom. Hayek distinguishes two ways in which the judiciary provides such checks and balances: judicial independence and constitutional review. We create a new database of constitutional rules in 71 countries that reflect these provisions. We find strong support for the proposition that both judicial independence and constitutional review are associated with greater freedom. Consistent with theory, judicial independence accounts for some of the positive effect of common-law legal origin on measures of economic freedom. Extracting Policy Positions From Political Texts Using Words As Data, Michael Laver, Kenneth Benoit, John Garry

Research Collection School of Social Sciences

We present a new way of extracting policy positions from political texts that treats texts not as discourses to be understood and interpreted but rather, as data in the form of words. We compare this approach to previous methods of text analysis and use it to replicate published estimates of the policy positions of political parties in Britain and Ireland, on both economic and social policy dimensions. We “export” the method to a non-English-language environment, analyzing the policy positions of German parties, including the PDS as it entered the former West German party system.
