It is commonly thought that presidential doctrines set a precedent for the country to follow. These doctrines are intended to reflect the attitudes, and values of not only the president in power, but the best interests of the United States in general. Using public opinion surveys, historical documents, and current news articles and books, I will analyze the Truman Doctrine, enunciated in 1947, and the Bush Doctrine, put forth in 2001. The Polish United Workers' Party (Polska Zjednoczona Partia Robotnicza [PZPR]) suffered what seemed to be a terminal blow in 1989. In elections rigged so that the communists and their old allies were guaranteed 65 percent of the seats in the main house of parliament, the communists did so badly that their old allies deserted them. Institutional Disarticulation : The Changing Educational Governance In Post-Handover Hong Kong, Y. K., Anita Poon, Yiu Chung Wong

CAPS Working Paper Series

This paper reviews the educational governance in the post-handover Hong Kong SAR by using a five actor theoretical framework, namely colonization, de-colonization, neo-colonization, re-colonization and globalization. The paper argues that, similar to the overall political governance in Hong Kong, the educational governance has been encountering institutional breakdown since the handover in 1997. However, the resulting chaos in the education sector could be comprehended through the perspectives of re-colonization and globalization.

The Canadian refusal to join the U.S. led “coalition of the willing” does not mark the first time the nation has chosen not to follow its “traditional allies” into a foolish, ego-driven, imperialistic and vengeful conflict. Indeed, Canada’s record in these matters is flawless. Peter C. Newman points out that “we went along with most presidential global adventures, except the Vietnam War.
