The letter was sent to the International Peace Practitioners Network (IPPN). Instead of wondering whether to change to a presidential form of government, or revamping the entire system, T N Seshan suggests a good dose of honesty and adherence to the letter of the law. Whatever is best administrated is best, he maintains, and it is possible for an honest officer to function and to govern properly without changing the rules, if he establishes a reputation for uncompromising honesty.

This survey was commissioned by the League of Women Voters of St. Tammany to measure registered votersΓÇÖ attitudes towards their local government and their expectations of the new parish government. As has been in the case in all previous St. Tammany surveys, the problem most pressing to voters is managing growth and its accompanying problems. Tribal Sovereignty And The Intercultural Public Sphere, Michael James

While theorists of cultural pluralism have generally supported tribal sovereignty to protect threatened Native cultures, they fail to address adequately cultural conflicts between Native and non-Native communities, especially when tribal sovereignty facilitates illiberal or undemocratic practices. In response, I draw on Jürgen Habermas’ conceptions of dis course and the public sphere to develop a universalist approach to cultural pluralism, called the ‘intercultural public sphere’, which analyzes how cultures can engage in mutual learning and mutual criticism under fair conditions. This framework accommodates cultural diversity within formally universalistic parameters while avoiding four common criticisms of universalist approaches to cultural pluralism. But …

Why Al Gore Will Not Be Elected President In 2000, Aubrey Immelman

This article highlights the key role of extraversion with reference to electoral success in U.S. presidential elections since the advent of television and argues that the introverted Al Gore will therefore not be elected president in 2000. Starting with Franklin D. Roosevelt, nearly every U.S. president has been extraverted relative to other U.S. presidents, except for Richard Nixon, Gerald Ford, and Jimmy Carter. Moreover, since the first televised presidential debate (between John F. Kennedy and Richard Nixon) in 1960, the more outgoing candidate has consistently won the election, with the exception of Nixon in 1968 and 1972.

In The Service Of Market Socialism: The Quest For A Welfare Model In China, Bong-Ho Mok, Jitong Liu

The Journal of Sociology & Social Welfare

The socialist market economy in China has brought about impressive economic growth. It has also resulted in serious social problems such as unemployment, deteriorating family relations, prostitution, and poverty among the disadvantaged groups. This paper discusses a welfare model proposed by the Chinese Government to contain the destabilizing effects of the social problems and to serve the newly adopted market socialism. The authors argue that although this welfare model is still very much residual by western standards, it is a big step forward in building a modern Chinese welfare system.
