The Virginia Conservative Party, 1965-1969, Gerald Paul Gaidmore Iii

This study examines the Virginia Conservative Party of the 1960's. The party was founded in 1965 as a protest against the increasing liberalism in Virginia and national politics. Dedicated to providing voters an alternative to the two major parties, the Conservative Party participated in every major state election from 1965 to 1969. Although failing to win any statewide election, the Conservatives played a significant role in Virginia politics during the 1960's. Paradoxically, the Virginia Conservative Party contributed to the demise of the conservative Democratic Byrd Organization by refusing to support conservative Democrats. In discussion of Japan's role in the world, scholars and politicians have often pointed out the significance of Japan's war memories. Japan is considered an anomalous actor because of its status as an economic superpower without military or political weight. Memories of World War II have been defined as a constraining factor in Japan's attempts to assume a greater role in international affairs.

The purpose of the present study is to analyze the origins and the functions of the memory factor. While common explanations have been either psychological or cultural, I took a political approach, adopting the Realists' theory that …

The purpose of this discussion is to dispel the notion that the United States is and always has been a polity grounded in egalitarian ideals and open political processes. We should not ignore or make light of injustices such as slavery, segregation, Eurocentric immigration policies, and social and economic discrimination that have played a major part in our history. If only for the sake of historical accuracy, we should not dismiss these trends as temporary lapses in judgment in an otherwise open and plural society.

Ethnic Intercession: Leadership At Kalaupapa Leprosy Colony, 1871–1887, Pennie Moblo

Pacific Studies

Western notions of leadership can obscure the complexity of colonial history. This article examines ethnic relations in Hawai‘i via its Hansen’s disease colony during the years immediately preceding the overthrow of the monarchy. Popular accounts of Kalaupapa portray a nineteenth-century prison of iniquity where native Hawaiians, sequestered from the controls of civilization, degenerated to a state of “savagery” until a European priest saved them. This image is challenged by letters and reports to the Board of Health, which invoke an alternative history focused on the dialogue between native patients and foreign advisors in government. The dual transition program of Ghanaian political economy was put in place as a result of Ghana's huge external debts, its balance of payments problems, and the critical shortage of foreign exchange resulting from years of financial management by seven regimes (civilian and military) that ruled the West African nation since its independence in 1957. Taken together, these problems tilted the balance of power in favor of external actors, including the International Monetary Fund and World Bank.

The study focuses on the dual strategy of macroeconomic measures and structural adjustments. The study then evaluates: (a) the policy components of the …

This is a commentary on Epeli Hau‘ofa’s vision of an extended Oceania. By contrasting a widening “sea of islands” with the current discourse of an ever-shrinking world, I draw attention to a heterotopic terrain of incompatible spaces. I intend to show that the widely accepted narratives and maps of a shrinking world encompass and assure the image of an ever-extending Western sphere. This rhetoric of global shrinkage as a result of an expanding West is denying others the capability to create their own enlarged world. Globalization, Stateless Capitalism, And The International Political Economy Of Tonga’S Satellite Venture, Anthony Van Fossen

Globalization has led some Pacific Islands countries into ventures that use their sovereignty to advance private interests against regulation by metropolitan states. Tongasat, Tonga’s innovative satellite enterprise, is one such recent initiative in “stateless” capitalism that has deep structural similarities with flags of convenience and offshore tax havens. The microstate has claimed a disproportionate percentage of geostationary slots and succeeded in filling a number of them. Tongasat’s emergence is analyzed in terms of the contemporary world-system, declining U.S. hegemony over the global satellite regime (creating opportunities for independent entrepreneurs), and the end of the cold war (making inexpensive Russian satellites …

Regime Type, Strategic Interaction, And The Diversionary Use Of Force, Ross A. Miller

This study explores the relative propensity of democratic and autocratic regimes to engage in diversionary behavior. Although previous research has focused on the willingness of leaders to engage in conflict, recent studies suggest an alternative explanation: the effect of strategic interaction opportunities. Previous studies suggest that even though democratic leaders may have an incentive to use foreign policy to manipulate domestic audiences, would-be adversaries limit their interaction opportunities. This article extends the analysis to a comparison of the behavior of democratic and autocratic regimes. Legislators' Perceptions About Poverty: Views From The Georgia General Assembly, Elizabeth L. Beck, Deborah M. Whitley, James L. Wolk

The Journal of Sociology & Social Welfare

This study sought to explore legislators perspectives about causes of poverty. Members of the Georgia General Assembly rated the importance of 10 behavioral and structural explanations of poverty, and indicated whether they thought poor women and children would be better served under AFDC or TANF. Whereas all groups of legislators found behavioral explanations moderately important, there was significant variation by race, gender, and political party about the importance of structural explanations of poverty. Support for several structural explanations of poverty correlated with a preference for AFDC, but no correlations were found with behavioral explanations.
