Methodological Notes On The Study Of Political Culture, Paul Nesbitt-Larking

Data and Test Instruments

Defining political cultures as those discursive practices associated with the power-related facets of evolving human relations and social movements, the paper presents some methodological principles, inspired by the structurationist approach, to overcome existing impasses in political culture research. In general, it is argued that empirical research in political culture must integrate theoretical, ethical, and practical concerns. More specifically, the case is made for greater depth in the treatment of the individual and consciousness in the process of cultural production, for an extension of empirical investigations beyond the legal-institutional aspects of politics, for a more thorough exploration of the relationship between …

The urban regime in Chicago was an integral player in the determination of sports policy during the 1980s and early 1 990s. As the mediator of every major sports issue, the regime orchestrated the policy response in innovative ways. Regulatory powers were used to control night baseball in Wrigleyville, ultimately appeasing the team owners and most neighborhood residents. Economic development policies were adapted to keep the White Sox, but these were adopted with a major regulatory component and the progressive regime also wove a major social benefit into the redevelopment of the ballpark neighborhood. Our current understanding of citizenship is grounded in our culture of individualism and results in a flawed conception of the good citizen in a liberal democratic state. The culture of individualism presents a flawed view of the person, fails to recognize our interconnections and common problems, encourages only adversarial democracy, alters the nature of our democracy and fails to recognize the potentials of common action. For these reasons the culture of individualism destroys meaningful citizenship as it alienates us from one another and prevents us from recognizing a limited common good --the protection and enhancement of each individual's life opportunities. …

Public opinion research has changed dramatically in the last ten years in Poland, in terms of its methodology, scope, and role in political change. During the "first" Solidarity era (1980–81), the genie of public opinion was let out of the bottle, and even martial law could not entirely put it back. Public opinion polling in the 1980s became more sophisticated and more common, and began to tackle increasingly sensitive political issues. Public opinion came to play a role in the political process, and to give the Polish population a sense of its own purpose and values. It also revealed the …

In Reflections of an Affirmative Action Baby, Stephen L. Carter, an Afro-American law professor at Yale University, has written a wide-ranging book on affirmative action policy. Like numerous other books on the subject, Carter covers the issues of its legitimacy as policy, white opposition, impact on black mobility, and contradictions faced by universities in administering affirmative action. Carter also offers a new area of discussion — namely, the evolving division among Afro-Americans regarding affirmative action, allocating six of eleven chapters to facets of this issue. The First Amendment guarantees that "Congress shall make no law ... abridging the freedom of speech .... " The founding fathers clearly recognized the importance of freedom of speech to a democracy, and thus provided for its complete protection. A democracy, however, requires both liberty and order if it is to be effective. The problem, then, is balancing the needs of freedom and civil order in a manner that least restricts liberty, yet still maintains the order that is crucial to the life of a democracy.

This paper intends to provide a coherent analysis of the United States position at the Geneva Conference on Indochina in 1954. The paper is based on U.S. State Department documents, edited in 1981 in the Foreign Relations of the United States (FRUS) series.

At the Berlin Conference in January 1954, the French, against the will of the United States, placed Indochina on the agenda of the Geneva Conference, which was to start on May 8, 1954. During the 1980's the Soviet Union underwent a decade of dramatic change. The study of these changes initiated by the Gorbachev government has focused primarily on the reforms initiated by the state- perestroika from above. However, by the mid 1980's it was apparent that the state was not so much reforming society as society was drastically altering the state. Some analysts at this time began to shift to examining reforms at the grassroots level- perestroika from below.

"The excess of language alerts us to the ways in which discourse is inextricably tied not just to the proliferation of meanings, but also to the production of individual and social identities over time within conditions of inequality. As a political issue, language operates as a site of struggle among different groups who for various reasons police its borders, meanings, and orderings. Pedagogically, language provides the self-definitions upon which people act, negotiate various subject positions, and undertake a process of naming and renaming the relations between themselves, others, and the world."

The concept of nonjusticiability, reflected primarily through the “political question” and the “standing” doctrines, fails to give the Supreme Court (and the rest of us) adequate guidance on how to resolve many constitutional disputes, such as impeachment procedures and standards, congressional expulsions, the scope of federal court jurisdiction, and the use of force abroad. These two doctrines put the Supreme Court on the horns of a false dichotomy. The Court tends to withdraw completely from an issue and from enforcing a textual passage, such as the Republican Guarantee Clause, whenever it makes a determination of nonjusticiability.
