Interest Group Influence On U.S. Congressional Committees: A Case Study Of The United States-Canada Free Trade Agreement, Laurel L. Hoffman

The impact of special interests on Congress has long been a matter for concern. A content analysis of testimony presented at 14 Congressional committee hearings on the United States-Canada Free Trade Agreement revealed that three broad categories of witnesses participated: business, government, and non-business. Total testimony for business and government were comparable, while non-business had fewer witnesses and less testimony. Government supplied more testimony in oral form, which was interpreted as a higher degree of participation than written testimony, predominantly supplied by business. There was little evidence of lobbying coalitions as measured by crossreferencing; witnesses rarely referred to anything but …

A survey was conducted of all political action committees (PACs) registered with the Secretary of State's Office in Michigan for the 1986 and 1990 Statewide elections. A portrait of the structure of the organization, decision making criteria, and solicitation techniques of Michigan PACs has been developed from the survey data.

Most PACs in Michigan tend to be infant organizations because they are cyclical in nature, forming and dissolving around election periods. This thesis examines whether military interdependence among states is increasing or decreasing. Although it is impossible to predict the future, it can be deduced that military interaction is increasing as a result of current world events and stated Presidential policy objectives. In order for interdependency to reach fruition governments must create policy which allows mutual goals to be realized. If military-to-military programs contribute to U.S. political objectives then government policy toward military interdependence should allow the U.S. military to act as a catalyst for international cooperation as well as the guardian of U.S. security interests. This thesis investigates the implementation of President Ronald Reagan's active counterterrorist policy. The paper attempts to determine why the stated policy of "swift and effective retribution" was not carried out. This paper concentrates on the discrepancies between the numerous statements advocating retaliation made by Reagan and his top officials and the failure of these officials to administer the necessary orders for such retaliatory policies. From 1917 to 1933, the United States did not recognize the Union of Soviet Socialist Republics. In 1920 the United States established conditions for recognition. First, the Soviet Union had to pay all debts owed to the United States government and its citizens by previous Russian and Soviet governments. In addition, all propaganda and subversive activities sponsored by the Soviet Union in the United States had to cease. The hypothesis of this work is that the political rhetoric of the Serbian leader, Milosevic, was among the major factors contributing to the political and social changes in Serbia and Yugoslavia, which ultimately led to the war.

Three of Milosevic's speeches were studied in detail: the speeches of April 24, 1987, October 17, 1988, and November 19, 1988. The method of rhetorical analysis was adopted from Andrews (1990) because this method stresses the importance of context and effects of the speech. This paper will analyze the export-led model for development by looking at the intended versus the actual results of the Caribbean Basin Initiative (CBI) as it relates to the Caribbean country of Jamaica. The CBI was passed into law by the U.S. Congress under the Caribbean Basin Economic Recovery Act (CBERA) in 1983. An exploration is made of the circumstances leading to the CBI, the main precepts and legislation of the CBI, its implementation and its effects. The proliferation of local governments and single-purpose regional governmental districts has given local and state government administrators throughout the country many problems. The multiplicity of governments exacerbates conflicts of authority, duplication of services, inadequate service levels, and many other problems. Three basic metropolitan reforms have been implemented to solve these problems: consolidation, disintegration and regional organization. Each of these types of reform has been implemented in Virginia. The most controversial of these reforms is annexation, a form of consolidation where an independent city annexes county land. In 1966, General Charles de Gaulle partially withdrew France from the integrated military structure of the North Atlantic Treaty organization (NATO). This action represented a climax in the ongoing evolution in French foreign policy. Both sides of the Atlantic failed to understand de Gaulle's actions because of the ambivalent relation between the concept of grandeur in world politics and France's loyalty to the Alliance. Consequently, the partial withdrawal was perceived as a drastic shift in policies exemplifying French "anti-Americanism" and lack of commitment to the Alliance and NATO.

Port Visits As A Component Of Soviet Naval Diplomacy In The Mediterranean Sea 1967-1986, John Mark Ickes

The Soviet Union used its navy as an instrument to support its political agenda, particularly after 1967. This thesis examines 1785 Soviet port visits in the Mediterranean Sea to identify characteristics of the Soviet naval port visit program, particularly the significance of the country visited, the length of the visit, and the ships selected for the visit. The results indicate that certain Mediterranean countries were visited more than others, that the length of the visit can be associated with various Soviet political intentions, and that certain warships made significantly more visits than others.

Russophobia And Judophobia Backlash In Extremist Russian Nationalism, 1987-1990, Connie Moray

In the late 1980s the former Soviet Union witnessed an increase in Russian nationalist extremist activity. Russian nationalist extremism was a backlash against a perceived decline in Russian status and a re-evaluation of such basic concepts as what it means to be Russian. Two manifestations of this backlash were russophobia and judophobia.

This thesis employs concepts used by American sociologists Seymour Martin Lipset and Earl Raab in their study of right-wing extremist groups in the United States to gain new insight into the nature of Russian nationalist extremism.
