The importance of educational evaluation relies on its aim to ensure the accountability of public schools yo the government and beneficiaries, and contribute to the improvement of quality of education in schools through the collection and analysis of data on school performance. This study highlights various conceptual frameworks and practical methodologies underlying the design and implementation of monitoring and evaluation systems in public education. Using these frameworks, the school supervision system employed in Egyptian primary education and its current challenges are examined and analyzed. Participatory development has become one of the central influences in mainstream development thinking, as a result many of the influential bilateral and multilateral agencies, including the World Bank, have joined the advocacy of participatory development. In practice, participatory development encounters many challenges. First, local communities may not be homogeneous. Second, the local people often tell questioners what they think the questioners want to hear, a process which Chambers calls "inadvertent ventriloquism". This thesis aims to study Iran's foreign policy behaviour in the period between 1979 and 1988; with a primary emphasis on Imam Khomeini, the Supreme Leader of the Islamic Republic of Iran during the same period. The thesis will seek to identify Khomeini's Operational Code (a sub-domain of the belief system and an often neglected variable in foreign policy analysis) and link it to the actual foreign policy behaviour. Quantitative and qualitative content analysis techniques will be utilized to help identity and analyze Khomeini's Operational Code. There are different studies that highlight the work of international non­ governmental organizations with refugees. A large number of refugees is produced and received by developing countries. Governments in the Third World _have difficulties in assisting refugees. In the absence of a government role in Egypt, this thesis examines the role of local NGOs in assisting refugees to access their human rights in Cairo. Depending on the realist theory does not explain accurately the causes of the Turkish Israeli rapprochement. For instance, this theory neglects the nature of demographic and social formation of states in using this concept to explain alliances. The present study uses the Constructivist approach in studying these causes. The basic research problem of this thesis lies in the conflicting nature of the policies of the international financial system and of non-government organizations with regard to the state. Contemporary discourse in the international aid community manifests a deep mistrust of state institutions' ability to effectively manage developments reforms, but lacks the theoretical foundations and organizational methodologies that would be necessary to develop strategies to build up the state so that it might better perform its duties and minimize corruption.

This study analyzes the proposed amendments of the health insurance system in Egypt from a human rights perspective. It starts by outlining the international human rights law standards of the right to health concluding that Egypt has an obligation under international human rights treaties to which it is party to provide a public health insurance system.
