This paper discusses the role of ethics in public administration practice, and considers the probability of adding an ethical dimension to the public service motivation (PSM) construct. Several scholars have linked PSM with ethical behavior in government. Together theory and research have shown that public servants, when compared to ordinary citizens, are more concerned about ethical considerations at both the individual (personal honesty and integrity) and collective (social justice and fairness) levels in the United States. Officials of the United States government have, at least rhetorically, made peace in the Middle East a priority in every administration for the six decades. However, despite the premium being placed on peace agreements, foreign policy enacted by the United States often seems to be focused on more short-sighted goals, often at the expense of long-term peace. In no case is this truer than with standing policies regarding Hamas. These policies have failed to bring the Palestinians and Israelis any closer to a peace agreement. In the wake of state collapse, Somali society today has become decidedly globalized, leaning heavily on capital from its widely-dispersed diaspora funneled in through the conduits of an informal economic system for both subsistence and overall economic livelihood. Despite the great distances often separating them, Somalis remain linked by common ethnic and cultural bonds. These links are both social and economic, and are heavily reliant on telecommunications technology, a key concept discussed in this study. In this thesis, I will look at how communicable disease fits into the human security discourse particularly with the disease being views as the 'potential threat' and the 'referent object' within the international sphere. The case of Africa will be used to illustrate the impact of HIV/AIDS on international security at country, regional and international levels. Governments making healthcare accessible and affordable to a majority of people contribute positively to the socioeconomic development of individual nations. It would also reduce vulnerability and inequalities which are common in societies. However, accessibility to health services by majority of the population in sub-Saharan Africa remains unmet. There is still less affordable healthcare coupled with poor quality of services. Infrastructure provision is unevenly distributed across regions while investment in the sector has not been favorable over the past decades.
