การวิจัยครั้งนี้มุ่งศึกษาการพัฒนาระบบนิเวศที่เอื้อต่อการส่งเสริมความเป็นผู้ประกอบการสังคมในมหาวิทยาลัย ใช้รูปแบบของการวิจัยเชิงคุณภาพ ได้แก่ การสัมภาษณ์เชิงลึกกับผู้มีส่วนได้ส่วนเสียในระบบนิเวศผู้ประกอบการสังคมทั้งในเชิงนโยบายและในเชิงปฏิบัติ และปัจจัยแวดล้อมเกื้อหนุน ผลการวิจัยพบว่าระบบนิเวศที่เอื้อต่อการส่งเสริมความเป็นผู้ประกอบการสังคมในมหาวิทยาลัยไทย คือการเชื่อมโยงกันของห่วงโซ่ทางคุณค่าที่มีความสลับซับซ้อนเช่นเดียวกันกับระบบนิเวศทางธรรมชาติ เชื่อมโยงความสัมพันธ์ระหว่างปัจจัยต่าง ๆ ที่มีหน้าที่แตกต่างกันแต่มีการพึ่งพาอาศัยกันเป็นเรื่องสำคัญ โดยองค์ประกอบและปัจจัยเกื้อหนุนต่าง ๆ จำเป็นจะต้องมีควบคู่กันไปอย่างสมดุล ได้แก่ การบูรณาการประเด็นการประกอบการทางสังคมเข้าสู่การเรียนการสอนในมหาวิทยาลัย การสร้างงานวิจัยเพื่อส่งเสริมความเป็นผู้ประกอบการสังคม การสร้างเครือข่ายวิจัยเป็นกลไกเชื่อมต่อการสร้างผลกระทบทางสังคมผ่านกลุ่มผู้ประกอบการสังคม การให้คำปรึกษาและระบบพี่เลี้ยง การเชื่อมต่อความช่วยเหลือจากภาครัฐและภาคเอกชน การเข้าถึงแหล่งเงินทุนสนับสนุน และการสร้างพื้นที่การทำงานร่วมกันสำหรับส่งเสริมความเป็นผู้ประกอบการสังคม และองค์ประกอบหลักที่เป็นหัวใจของระบบนิเวศที่เอื้อต่อการส่งเสริมความเป็นผู้ประกอบการสังคมในมหาวิทยาลัยไทย คือทรัพยากรบุคคลในฐานะผู้ขับเคลื่อน ผู้ให้กำเนิด และผลักดันส่งเสริมความเป็นผู้ประกอบการสังคมในมหาวิทยาลัยให้ประสบความสำเร็จ

การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อ 1) ทบทวนบริบทและแนวคิดระบบเตือนภัยล่วงหน้าสำหรับอุทกภัยที่มีในประเทศไทยและต่างประเทศ 2) ศึกษาการบริหารจัดการของระบบเตือนภัยล่วงหน้าสำหรับอุทกภัยของประเทศไทยในเหตุการณ์อุทกภัยจากอิทธิพลพายุโซนร้อนปาบึกในพื้นที่จังหวัดนครศรีธรรมราช  3) ข้อเสนอแนะเชิงนโยบายต่อการเสริมสมรรถนะกลไกเชิงสถาบันของระบบเตือนภัยล่วงหน้าสำหรับอุทกภัยของประเทศไทยในพื้นที่จังหวัดนครศรีธรรมราช โดยใช้วิธีการวิจัยแบบผสมผสาน ซึ่งมีการใช้เครื่องมือการวิเคราะห์เครือข่ายทางสังคมและการสัมภาษณ์เชิงลึก วิธีเชิงปริมาณโดยใช้แบบสอบถาม ผลจากการวิเคราะห์ข้อมูล พบว่า 1) ประเทศไทยมีหน่วยงานที่มีอำนาจหน้าที่ตามกฎหมายเพื่อดำเนินการด้านการเตือนภัยจำนวนมาก แต่มีการดำเนินการเตือนภัยที่สอดคล้องกับมาตรฐานสากลโดยเฉพาะในหน่วยงานระดับส่วนกลาง 2) ภาพรวมของเครือข่ายการเตือนภัยล่วงหน้าอยู่ในลักษณะการผสมผสานระหว่างเครือข่ายตารางแบบบางส่วนกับเครือข่ายที่เข้าถึงได้หลายช่องทางที่ไม่สมบูรณ์ บ่งชี้ว่า 2.1) เครือข่ายขาดการกำหนดบทบาทหน้าที่และทิศทางอย่างเป็นทางการจึงทำให้สมาชิกในเครือข่ายมีปฏิสัมพันธ์กันในระดับต่ำ 2.2) สมาชิกในเครือข่ายไม่มีการดำเนินกิจกรรมด้านการเตือนภัยล่วงหน้าเป็นการเฉพาะพอที่จะก่อให้เกิดการปฏิสัมพันธ์ระหว่างกัน ส่งผลให้เครือข่ายขาดความเหนียวแน่น และ 2.3) เครือข่ายในระดับท้องถิ่นขาดการเชื่อมโยงกับกลไกการเตือนภัยล่วงหน้าอย่างเป็นระบบ 3) เสนอให้มีการกำหนดให้มียุทธศาสตร์การเตือนภัยล่วงหน้าเป็นการเฉพาะที่กำหนดความสัมพันธ์เชิงอำนาจอย่างเป็นทางการของหน่วยงานต่าง ๆ ให้สอดคล้องกัน ตลอดจนกำหนดกลไกการติดตาม การประเมินผล และการพิจารณางบประมาณด้านการเตือนภัยที่มีเอกภาพทั้งประเทศ ตลอดจนกำหนดกลไกและการเตรียมพร้อมด้านการเตือนภัยในระดับพื้นที่อย่างเป็นรูปธรรมในแผนการจัดการภัยพิบัติท้องถิ่น และจัดให้มือคู่มือมาตรฐานปฏิบัติการด้านการเตือนภัย

Comprised of three essays, my dissertation is linked by a common focus: the relationship between state or local governance arrangements and inequality or facets of social equity. I draw upon a range of literatures to motivate my research questions and inform my methodologies—welfare and social policy, public economics, intergovernmental relations, public finance and management.

งานวิจัยเรื่อง “แนวทางการเพิ่มประสิทธิภาพของการบังคับใช้พระราชบัญญัติป้องกันและปราบปรามการมีส่วนร่วมในองค์กรอาชญากรรมข้ามชาติ พ.ศ. 2556” มีวัตถุประสงค์เพื่อศึกษาแนวทางการบังคับใช้กฎหมายของต่างประเทศในการป้องกันปราบปรามองค์กรอาชญากรรมข้ามชาติ ประเมินผลการดำเนินงานและผลกระทบของการบังคับใช้ รวมทั้งปัญหาอุปสรรคของหน่วยงานในกระบวนการยุติธรรมและหน่วยงานที่เกี่ยวข้องต่อการบังคับใช้พระราชบัญญัติป้องกันและปราบปรามการมีส่วนร่วมในองค์กรอาชญากรรมข้ามชาติ พ.ศ. 2556  อันนำมาสู่การเสนอแนะแนวทางการเพิ่มประสิทธิภาพของการบังคับใช้พระราชบัญญัติฉบับนี้ โดยเป็นการวิจัยเชิงผสมผสานระหว่างการวิจัยเชิงปริมาณและการวิจัยเชิงคุณภาพ ผลการศึกษาพบว่าการบังคับใช้พระราชบัญญัติฉบับนี้มีประสิทธิภาพในด้านคุณภาพของการนำมาใช้ โดยสามารถเป็นเครื่องมือในการป้องกันและปราบปรามการกระทำผิดขององค์กรอาชญากรรมข้ามชาติขนาดใหญ่ที่ส่งผลกระทบมูลค่ามหาศาล บรรลุเจตนารมณ์ของกฎหมายในการลงโทษองค์กรอาชญากรรมข้ามชาติ ข้อเสนอแนะที่สำคัญ ได้แก่ การกำหนดนโยบายในการนำพระราชบัญญัติฉบับนี้มาใช้อย่างจริงจัง การจัดทำคู่มือการปฏิบัติงานควบคู่กับการสร้างความรู้ความเข้าใจแก่เจ้าหน้าที่ผู้เกี่ยวข้อง และการจัดตั้งหน่วยงานกลางทำหน้าที่ใน  การตรวจสอบคดีที่เกี่ยวข้องกับองค์กรอาชญากรรมข้ามชาติ เป็นต้น

The first political barbecue took place in Virginia during the Colonial period. Since then, barbecue has remained an essential part of American civic life. Western Virginia, defined for the purposes of this thesis as the political borders of the sixth and ninth Congressional Districts in Virginia as drawn in 2021, is largely a rural area, considered by most political consultants to be heavily Republican and not winnable seats for Democratic candidates. Despite preventive and diagnostic instruments and mechanisms put in place by the international community, genocide - systematic destruction of social groups - persists as a major regional and global problem. Genocidal processes are multifaceted and involve multiple factors at all levels of analysis interacting to produce genocide. This study examines the most significant socio-historical factors in producing the genocidal war in Bosnia that started in the spring of 1992, carried out generally uninterrupted until late 1995, with some forms of violence continuing years after the official end of the war. Using hermeneutical methodology, this paper examines some of the legal fictions that form the foundation of Federal Indian Law. The text of the U.S. Supreme Court’s 1823 Johnson v. M’Intosh opinion is evaluated through the lens of the Convention on the Prevention and Punishment of the Crime of Genocide to determine the extent to which the Supreme Court incorporated genocidal principles into United States common law. The genealogy of M’Intosh is examined to identify influences that are not fully apparent on the face of the case. The graphic and bodily facts of a legal question of rights are relevant to the courts, particularly in questions that directly implicate physical bodies and pain, such as right to die cases, or what level of search may be allowable and when. The conflated pattern between poverty, rurality, and indigeneity in Mexico signifies drastic inequality between populations. Poor, rural communities often do not receive as much public services, infrastructure improvements, and employment opportunities as urban areas, which causes out-migration into the cities. Some of the few jobs available in rural areas are in the agriculture sector, either through small-scale subsistence farming or seasonal employment on a large-scale farm. This thesis tells the story of a few hundred-thousand Mexican-Americans in Southeast Los Angeles County’s suburbs, who live in a region nicknamed the “Mexican Beverly Hills.” This is a unique site of middle-class ethnic affluence, but also a place where questions of “Hispanic” racial identity, assimilation, and belonging are played out. This chapter explores the domestication of Marx’s critique of political economy within Marxist-oriented environmental sociology, and treadmill of production (ToP) theory, in particular. The aim is to explicate the theoretical resources for a rigorous critique of capital-induced planetary degradation. Shortcomings of ToP theory pertaining to the conceptualization of capital and value are identified. The reasons for these shortcomings, including how they might be addressed, are elaborated by reconsidering key aspects of Marx’s critical theory of modern capitalist society. Why do provincial governments change policy, even when those policies have proven successful? This paper explores a debate regarding the determinants of provincial policy choice and the degree of discretion provinces are permitted in this area. It does so by scrutinizing the shift in Guizhou's development policy from a poverty reduction orientation to a wholehearted pursuit of economic growth, urbanization and industrialization. Although “fake news” is as old as mass media itself, concerns over disinformation have reached a fever pitch in our current media environment. Online media outlets’ heavy reliance on user-generated content has altered the traditional gatekeeping functions and professional standards associated with traditional news organizations. The idea of objectivity-focused informational content has primarily been substituted for a realist acceptance of the power and popularity of opinion-driven “news.” This shift is starkly visible now: mainstream news media outlets knowingly spread hoaxes, conspiracy theories, and the like.
