Comparative Civilizations Review

It seems a truism that while our grasp of the world is at best inconclusive, it is attended by a pressing desire to articulate the ultimate context in which our lives are set. Here, my remarks focus on the limits of our ability to explicate that context or landscape, suggesting that any attempt to de-confuse our world will be inherently inconclusive, indeterminate, and undefined. In other words, I want to encourage a little cognitive dissonance regarding our ability to make sense of the globe.

Young, referring to the “social effects of public memorial spaces” (p.20) in Germany, stated that “Holocaust memorial work in Germany today remains a tortured, self-reflective, even paralyzing preoccupation.” (p.21) He continues with a series of questions: “How does a state recite, much less commemorate, the litany of its misdeeds, making them part of its reason for being? Under what memorial aegis, whose rules, does a nation remember its own barbarity? Where is the tradition for memorial mea culpa, when combined remembrance and self-indictment seem so hopelessly at odds?” (p.22)

This study analyzes the implementation of gender mainstreaming policies within the Garuda troops using the Feminist Policy Analysis (FPA) approach in the context of Indonesia's commitment to gender equality in peacekeeping operations. Gender mainstreaming policies are expected to ensure equal access, participation, control, and benefits for both women and men within the defense system, as well as minimize gender discrimination. In this last chapter on state representation, we focus on a case where there has been an absence of demands. In Northeast Thailand, the large ethnic Lao population has not demanded cultural concessions from the state. In fact, not only have the demands been absent, but most people in the region see themselves as Thai (the broader national identity) or Isan (a moniker meaning “northeast”)—as opposed to ethnically Lao. The absence of the Lao identity has less to do with the absence of civic associations from the bottom up than with the absence of political representation from the top down. …

The Move Forward Party’s victory in Thailand’s 14 May 2566 (2023 CE) election surprised most observers, defying widespread predictions of a Pheu Thai win. Departing from traditional vote-mobilization strategies, Move Forward’s campaign focused largely on social media and broad calls for political reform while eschewing the vote-canvassing networks and economic policy promises that had delivered victory after victory for Pheu Thai. This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). In the United States, laws and policies are proposed and passed daily that either protect or restrict transgender patients’ access to care. The objective of this study is to review the existing body of literature on the effect of state-level policy on transgender patients’ overall health.

Methods:

Divisive Or Descriptive?: How Americans Understand Critical Race Theory, Alauna Safarpour, Kristin Lunz Trujillo, Jon Green, Caroline High Pippert, Jennifer Lin, James N. Druckman

Critical Race Theory (CRT) has become a flashpoint of elite political discord, yet how Americans actually perceive CRT is unclear. We theorize that Republican elites utilized a strong framing strategy to re-define CRT as an “empty signifier” representing broader racial and cultural grievances. Using a survey and a pre-registered experiment among U.S. adults (N = 19,060), we find that this strategy worked. Republicans exhibit more familiarity with CRT and hold more negatively valenced (and wide ranging) sentiments toward CRT, relative to Democrats. Moreover, compared to teaching the legacy of racism in schools, Republicans are significantly more opposed to teaching CRT …

Reflecting on long-term intensive ethnographic fieldwork, we sketch a “constellation” framework for understanding U.S. extremist white supremacy. Rather than tracing fluctuating people and organizations to explain the persistence of white supremacist extremism, we suggest that focusing on a core set of practices, ideas, and emotions offers a more complex, nuanced, and useful interpretation. We contrast our constellation framework with more typical “bucket” approaches that tend to compartmentalize a complex reality into categories that do not sufficiently match extremism’s dynamism.

Legitimacy remains a key concept in political sociology, and perhaps even more so in lay understandings of political processes and structures, as evidenced by conflict over territories and regimes around the world. However, the concept suffers from a rather static representation, and even when addressed in processual form, in terms of specific moments in the process, such as conditions favouring legitimacy or its effects. Building from an Eliasian perspective, we argue for a more processual concept of legitimisation to encompass the dynamic social networks (figurations) that constitute the more unintentional context for deliberate legitimation claims. This quantitative study examines Kentucky public high school teachers’ perceptions regarding the detriments they and their students face when striving to effectively educate and learn. Data was collected by surveying public high school teachers from across the Commonwealth (n=453). Using Likert-style scales, the survey captures the barriers most detrimental to their students’ assessment outcomes. Concluding questions sought additional personal experiences to elaborate findings. 2023 Kentucky American College Test (ACT) scores represent the dependent variable in the ordinary least squared regression models. The State of Texas supports the largest prison system in the US and held 132,859 people in 100 units scattered across the state as of December 2023. Approximately 70% of Texas prison beds are not air conditioned, despite the state’s reputation for dangerously hot, humid summers. This article explores the use of religious symbolism in the populist rhetoric of Poland's Law and Justice (PiS) party and Hungary's Fidesz party. Both parties leverage historical and cultural narratives emphasizing Christianity's role in their national identities to legitimize their political agendas and mobilize support. The study examines how these populist leaders incorporate religious imagery and language to create a moral dichotomy between the “righteous people” and the “corrupt elite,” thereby deepening societal divisions and undermining democratic governance. จากการศึกษา พบว่า นโยบายการจัดการทรัพยากรธรรมชาติของรัฐ เช่น นโยบายทวงคืนผืนป่า การจัดที่ดินทำกินให้ชุมชนตามนโยบายรัฐบาล (คทช.) มาตรการการใช้ที่ดินในเขตลุ่มน้ำ เป็นปัจจัยสำคัญที่ทำให้ชุมชนบ้านกลางและชุมชนบ้านแม่ฮ่างได้รับผลกระทบทำให้เกิดการสูญเสียที่ดินทำกิน การสูญเสียวิถีไร่หมุนเวียนที่มาแต่เดิม และมีการห้ามใช้ประโยชน์จากป่า ซึ่งผลกระทบที่ชุมชนได้รับนำมาสู่การปรับตัวและการต่อรอง ผลการวิจัยพบว่า การปรับตัวของชุมชนบ้านกลางและชุมชนบ้านแม่ฮ่างมีทั้งที่เป็นไปในลักษณะคล้ายคลึงกันและแตกต่างกัน การปรับตัวที่คล้ายคลึงกัน คือ การลดจำนวนปีของไร่หมุนเวียน และการลดขนาดพื้นที่แปลง หรือเลิกการทำไร่หมุนเวียน แต่ความแตกต่างคือชุมชนบ้านกลางยังคงยืนหยัดทำไร่หมุนเวียนอยู่แม้จะต้องปรับรูปแบบและรอบเวลา ในขณะที่ชุมชนบ้านแม่ฮ่างหันมาปลูกพืชเกษตรกรรมผสมผสานและนำการท่องเที่ยวมาเป็นแหล่งรายได้เสริม จึงนำมาสู่การต่อรองของชุมชนทั้งสอง ประกอบด้วยการเคลื่อนไหวชุมนุม การต่อรองผ่านสื่อออนไลน์ การจัดทำข้อมูลชุมชน และการจัดการทรัพยากรของชุมชน ซึ่งการต่อรองเหล่านี้เป็นการเรียกร้องสิทธิของชุมชน และแสดงให้เห็นถึงการยืนหยัดต่อสู้ในการรักษาอัตลักษณ์และวัฒนธรรมของตนเองที่ชุมชนพิสูจน์ว่าคนสามารถอยู่ร่วมกับป่าได้อย่างสมดุล ส่วนผลที่เกิดขึ้นหลังจากการปรับตัวและการต่อรองของชุมชน คือหน่วยงานรัฐประนีประนอมให้ชุมชนบ้านกลางและชุมชนบ้านแม่ฮ่างมีสิทธิในการเข้าถึงทรัพยากรธรรมชาติ เช่น แบ่งพื้นที่ในการเข้าไปเก็บของป่าโดยไม่ต้องขออนุญาตแต่ต้องอยู่ในขอบเขตที่จำกัด และพื้นที่บางส่วนของชุมชนได้รับการกันออกจากพื้นที่เตรียมการประกาศอุทยานแห่งชาติถ้ำผาไท นอกจากนี้ทั้งสองชุมชนได้มีส่วนร่วมกับกรมป่าไม้ในการอนุรักษ์ทรัพยากรธรรมชาติ เช่น การฟื้นฟูป่าไม้ การปลูกป่า รวมถึงการแลกเปลี่ยนและเรียนรู้ข้อมูลร่วมกันกับรัฐ ตลอดจนการบวชป่าที่รัฐได้เข้ามาร่วมพิธีกรรมด้วย ผลที่เกิดขึ้นทำให้รัฐไม่เข้ามาแทรกแซงการจัดการป่าของชุมชนมากนัก เนื่องจากเป็นประเพณีของชุมชนที่มีการสืบทอดต่อกันมาอย่างยาวนานและรัฐเริ่มเข้าใจในแนวทางการดูแลป่าตามแบบแผนของชุมชนมากขึ้น อย่างไรก็ดี รัฐก็ยังมีบทบาทหลักในการจัดการทรัพยากรผ่านกลไกของกฎหมายหรือนโยบาย และชุมชนยังไม่มีความมั่นคงในถิ่นที่อยู่อาศัยและที่ทำกิน ชุมชนบ้านกลางและชุมชนบ้านแม่ฮ่างยังเรียกร้องอย่างต่อเนื่องให้มีการจัดที่ดินทำกินให้กับชุมชนในรูปแบบโฉนดชุมชน และกระจายอำนาจการจัดการทรัพยากรสู่ชุมชนและองค์กรปกครองส่วนท้องถิ่น (อปท.) และถึงแม้บางส่วนของชุมชนบ้านกลางและชุมชนบ้านแม่ฮ่างจะได้รับการกันออกจากพื้นที่เตรียมประกาศอุทยานฯ แต่ยังมีพื้นที่ส่วนใหญ่ยังอยู่ภายในเขตอุทยานแห่งชาติถ้ำผาไท โดยอยู่ในขั้นตอบการตรวจสอบสิทธิ์เป็นลำดับไป

จากการศึกษาวิจัยเรื่องนโยบายและการสร้างเครือข่ายลดความรุนแรงจากอาวุธปืน พบว่ามีนโยบายเกี่ยวกับการลดความรุนแรงจากอาวุธปืนมากมายหลายรูปแบบ โดยรูปแบบที่มีลักษณะชัดเจนและใช้ได้ผลจริงได้แก่ กฎหมายในรูปแบบใหม่ ๆ การนำนโยบายด้านสาธารณสุขมาปรับใช้ การใช้ชุมชนเป็นฐาน ส่วนนโยบายการป้องกันความรุนแรงจากอาวุธปืนที่เหมาะสมจะนำมาใช้กับประเทศไทยได้แก่ นโยบายที่ใช้ชุมชนและเครือข่ายเป็นฐาน นโยบายด้านการปรับพฤตินิสัยและสันติวิธี นโยบายด้านการใช้สื่ออย่างมีวิจารณญาณ นโยบายด้านการสาธารณสุขและสุขภาพจิต นโยบายการปราบปรามอาวุธปืนผิดกฎหมาย นโยบายด้านกฎหมายและการบังคับใช้กฎหมาย รวมถึงการสร้างชุมชนต้นแบบการลดความรุนแรงจากอาวุธปืนด้วยการทำข้อตกลงร่วมกันในชุมชน เรียกว่า “ธรรมนูญชุมชนลดความรุนแรงจากอาวุธปืน”

พิพิธภัณฑ์วิทยาศาสตร์เป็นแหล่งเรียนรู้ที่มีศักยภาพในการเป็นสถานที่บ่มเพาะความรู้และแรงบันดาลใจทางวิทยาศาสตร์ เทคโนโลยีและนวัตกรรมที่สนับสนุนยุทธศาสตร์การขับเคลื่อนเศรษฐกิจของประเทศด้วยนวัตกรรมที่ช่วยเพิ่มมูลค่าสินค้า การดำเนินการภายใต้ยุทธศาสตร์นี้จำเป็นจะต้องให้ความสำคัญกับการพัฒนาแหล่งเรียนรู้ตลอดชีวิตทางวิทยาศาสตร์ให้มีลักษณะ รูปแบบและเนื้อหาของนิทรรศการให้สนองต่อการเรียนรู้และความต้องการของประชาชนผู้เข้าชม งานวิจัยนี้มีจุดประสงค์ในการศึกษาระดับการมีปฏิสัมพันธ์กับนิทรรศการวิทยาศาสตร์ของผู้เข้าชมชาวไทย พร้อมทั้งปัจจัยบริบทที่มีผลต่อการมีปฏิสัมพันธ์กับสื่อการเรียนรู้ในนิทรรศการวิทยาศาสตร์ จากผู้เข้าชมกลุ่มครอบครัวจำนวน 25 คู่ (50 คน) ภายใต้บริบทของพิพิธภัณฑ์วิทยาศาสตร์แห่งชาติ ทั้งนี้เพื่อกำหนดขอบเขตความรู้ความเข้าใจในปัจจุบันเกี่ยวกับพฤติกรรมการเข้าชมที่บ่งชี้ระดับความลึกของการเรียนรู้ในเรื่องที่เกี่ยวกับนิทรรศการ ตลอดจนปัจจัยที่ผู้เข้าชมระบุว่าส่งผลต่อการมีปฏิสัมพันธ์กับนิทรรศการ ผลการวิจัยพบว่าผู้เข้าชมกลุ่มผู้ปกครองและกลุ่มบุตรหลานร้อยละ 80 ขึ้นไปมีระดับการปฏิสัมพันธ์ต่อนิทรรศการอยู่ที่ระดับเปลี่ยนผ่านไปสู่ปฏิสัมพันธ์ที่ลึกขึ้น (Transitioning behavior) ถึงระดับปฏิสัมพันธ์ขั้นลึก (Breakthrough behavior) นอกจากนี้ผลการศึกษาปัจจัยที่มีผลต่อการมีปฏิสัมพันธ์กับนิทรรศการชี้ให้เห็นว่านิทรรศการวิทยาศาสตร์ในปัจจุบันต้องเพิ่มเติมเรื่องสื่อสารวิทยาศาสตร์ให้ผู้เข้าชมเข้าใจการประยุกต์ใช้วิทยาศาสตร์และความเกี่ยวข้องของวิทยาศาสตร์กับชีวิตประจำวันของตน รวมไปถึงการรักษาสมดุลการมอบความรู้และความบันเทิงในการออกแบบนิทรรศการ
