Human Development And Subnationalism: A Disaggregated Analysis Of Indian States: Kerala And Uttar Pradesh, Manika Garg

This thesis investigates achievements in human development outcomes on health, education, and poverty indicators across Indian states, in order to discern what factors might influence a state’s better orientation toward social policies. After conducting data analysis, the study explains differences in outcomes, as achieved by Kerala and Uttar Pradesh, by building an argument of subnational solidarity and its impact on determining the state’s policy agendas.

The United States is the only developed nation that fails to provide its citizens with paid parental leave. The lack of parental benefit provision operates to the detriment of individuals and society as a whole by contributing to inequity across gender, race, socioeconomic status, and sexual orientation. As the demographics of the American workforce have changed, public policy has not kept pace. Paid parental leave is associated a number of health, economic, and social benefits. In Corey Brettschneider’s book, Democratic Rights: The Substance of Self- Government, he builds the value theory of democracy wherein procedural and substantive rights are both grounded in the core values of democracy. In his second book, When the State Speaks, What Should It Say? How Democracies Can Protect Expression and Promote Equality, Brettschneider elaborates on his theory to provide an account of how a liberal democracy can address hateful and discriminatory views. At the time that this thesis is printed, we are reminded of the tumultuous relationship between North Korea and the United States every day. If we follow the mainstream news regularly, it seems like we are on a steady path to war. Ultimately, this paper is centered around the question: what is the best foreign policy strategy for both countries to achieve respective goals, without descending into armed conflict? Throughout the 20th century, American farmlands, agricultural policy, and diets have seen dramatic transformations. The number of farms in America has decreased, but the average size of farms has increased. These larger farms are increasingly more industrialized and produce a short list of profitable, subsidized commodity crops. Similarly, changes in the American diet throughout the 20th and 21st centuries have reflected these shifts in the landscape of American farmland. Simultaneous to the evolution of American farms was an increase in federal involvement in American agriculture through policy that seems to encourage these trends. Not Waiting For Washington: Climate Policy Adoption In California And New York, Roger Karapin

In the absence of strong U.S. national climate change policy, California and New York, among other states, adopted relatively comprehensive and ambitious policies to cut greenhouse gas emissions during the 2000s. They adopted these policies despite political-institutional and other structural barriers similar to those found nationally, which shows that political actors have significant scope for taking effective action even under structural constraints. This article explains the adoption of climate policies in these two leading states by using a windows of opportunity approach, which analyzes how the convergence of problem and political events produces policy windows and hence opportunities for advocacy …

There are several competing beliefs regarding how political factions at the sub-state level choose to align and realign during a state of armed conflict. This research draws upon current literature to provide a framework for comparing the Anbar and Baghdad Awakenings of 2006–2007. This research concludes that alignment and alliance building is a process based on structural constraints only at the point of institutional maturity, therefore the critical point in the realignment process for the U.S. military is at a point between an individual’s realignment and the wider community’s perception of their success.

In this research, I seek to explain how three different foreign policy actors, the President, key Senators, and the media frame intervention policy when determining if intervention is used for human rights versus U.S. interests. I will be looking at four different areas of turmoil (Bosnia (1992-1995), Rwanda (1994), Syria (2011-present) and Iraq (2003-2011)) to see if the Presidents, Senators, and the media framed their intervention around human rights atrocities being committed, or if they framed it around a national security dilemma.

Service members who serve active duty for 20 years qualify for military retirement with retired pay. This study examined whether sociodemographic and clinical factors are associated with higher levels of transitional difficulty in spouses of retired military service members following at least 20 years of active duty service. Veteran research has shown that a variety of sociodemographic and clinical factors influence the ease with which the service member transitions back into a civilian lifestyle. Factors contributing to greater transitional difficulties for veterans include: (a) experience of a traumatic event, (b) probable post-traumatic stress disorder (PTSD), (c) race and ethnicity, (d) …

Prelude To Genocide: Arusha, Rwanda, And The Failure Of Diplomacy, David Rawson

As the initial US observer, David Rawson participated in the 1993 Rwandan peace talks at Arusha, Tanzania. Later, he served as US ambassador to Rwanda during the last months of the doomed effort to make them hold. Despite the intervention of concerned states in establishing a peace process and the presence of an international mission, UNAMIR, the promise of the Arusha Peace Accords could not be realized. Instead, the downing of Rwandan president Habyarimana’s plane in April 1994 rekindled the civil war and opened the door to genocide.

This paper explores the discursive development of taxation within budget speeches in two countries, the Republic of Ireland and the United Kingdom, from 1970 to 2015 by means of a corpus-assisted discourse analysis. We ask the following questions; how have discourses of taxation developed diachronically in both countries, what are the similarities and differences in the observable discourses across both countries, and for whom and how are these discourses legitimised? In order to reach financial sustainability, MFIs embrace commercialization, a process where an MFI undergoes restructuring in order to open up avenues to capital. Energy security concept is contextual and understood in different ways in different context. This paper examines the development of the literatures of energy security. Using chronological method of organization, this paper classifies the literatures into three different periods: 1970-1990, 2000-2010, and post-2010. From this classification, it is found that there is a proliferation of themes in the definition of energy security concept. The concept has expanded from what was initially limited to availability and affordable price, to include themes such as infrastructures, environment, social impacts, efficiency, governance and public policy. This article explains the influence of the United States of America to Indonesian counter-terrorism. Two aspects of counter-terrorism are explained: effectiveness and adherence to human rights values. It argues that America’s emphasis on the need to forge security cooperation in responding to terrorism facilitated human rights values to be adopted as justification of counter-terrorism, rather than a balancer to its effectiveness. The confidence that Informed Citizenry and their Economic Elites have in the European Union were assessed. Survey data, from the 2009 Eurobarometer 72.4 with a sample size of 8,499 citizens, from 27 European nations, were supplemented with interviews with two professionals knowledgeable about EU politics and content analyses of current events, such as the EU debt crisis, the rise in terrorist attacks, the British Referendum, and the immigration crisis. Although both citizens and elites were confident about the EU’s future, voices of informed citizenry shaped the confidence in the EU more than economic elites. In 1860, British colonizers codified Section 377 into the Indian Penal Code. 377 is an anti-sodomy law based on Victorian/Judeo-Christian values which criminalizes homosexuality through judicial interpretation and the manipulation of ambiguous language. On August 15th, 2017, India celebrated 70 years of independence from British control, yet 377 still exerts oppressive control over the safety and freedom of Indian LGBTQI communities. Western donors have dominated third sector developments in contemporary Eastern Europe in efforts to replicate their own institutional models as a way of reconstructing the region’s post-totalitarian civil society. These efforts resulted in limited success, frustrating the donor community and puzzling scholars. Civil society in the region has long been labeled as weak based on a general lack of citizen participation in formal organizations. This dissertation argues that such assessment of civil society fails to recognize the role of below-the-radar civic engagement in contexts where informal practices permeate economic, political and social spheres.
