Before The Peace: Ceasefire Durability In Ethnic Civil Wars, Justin Winokur

Why do some ceasefires last for days, while others last for months or years? Previous research on ceasefires has not directly considered the question of ceasefire durability, or has focused solely on the dynamics of ceasefire durability in interstate war. In order to address these knowledge gaps, this study explores the question of ceasefire durability in the context of ethnic civil wars. It is hypothesized that ceasefire durability is related to belligerents’ territorial satisfaction, relative power, and actor cohesion. Analyzing two ceasefires from the Bosnian civil war, the study finds that durability is a function of the interaction between territorial …

The United States, Canada, Russia, and Norway are all Arctic states; however, they prioritize the region to different degrees in terms of investments of security assets and military presence. What explains why some Arctic countries prioritize the Arctic more than others? This thesis explores this question through using an issue-based approach, which looks at the salience of issues as having implications for foreign policy tools and measures. This thesis finds that having interests and stakes in the region of high overall salience contribute to an explanation of why some countries prioritize the region more, while low overall salience is linked …

Explaining Civilian Attacks: Terrorist Networks, Principal-Agent Problems And Target Selection, Max Abrahms, Matthew Ward, Ryan Kennedy

Terrorist groups exhibit variation in their targeting choices. Why do some groups direct their violence against civilians while others limit this occurrence? This study analyzes the network relationships between terrorist groups to elucidate their targeting behavior. Drawing upon insights from the organizational ecology and conflict literatures, we predict that terrorist group affiliates will be significantly more likely than their parent group to attack civilian targets. Our original principal-agent theory consistently outperforms extant explanations in a multi-method analysis of 238 terrorist groups from 1998 to 2005. Shifts in culture and technology have changed the manifestation of celebrity in modern society, culminating in the practice of internet microcelebrity, where one views followers as fans, produces content consistent with a personal brand, and engages in strategic interaction with devotees. This thesis examines how those effects have also changed how terrorists present themselves and operationalize celebrity status. An original typology of terrorist celebrity is presented: traditional, martyr, and internet micro-celebrity. Two in-depth case studies of terrorist micro-celebrities are analyzed: Anwar al-Awlaki of Al Qaeda in the Arabian Peninsula and Junaid Hussain of the Islamic State. The case studies are …

During its violent spread across the Middle East, the Islamic State of Iraq and Sham (ISIS) amassed both a local and international following in large part due to its usage of emergent media distribution. Beginning in 2014, ISIS’s Ministry of Media published an English-language magazine, Dabiq, disseminating its issues through online platforms. Dabiq and its successor Rumiyah both serve as propagandistic recruitment material for ISIS’s international community as well as broadcasting the message of the jihadist movement to ISIS’s enemies. As higher education costs continue to rise across the nation, students are increasingly needing financial assistance. State grant aid programs play a vital role for millions of students across the nation when paying for their postsecondary education. This case study looks specifically at Iowa’s, Nebraska’s, and Wisconsin’s state funded grant aid models to understand how Iowa could restructure their current grant aid program to better serve both the students and taxpayers of the state. Specifically, for Iowa’s grant aid programs, four changes are recommended.

Human trafficking is a transnational crime that allows traffickers to abuse victims physically and mentally, as well as stripping them of their human rights. The United Nations theory of human security and Mendelsohn's theory of victimology provided a conceptual framework to examine the harm that people endure from human trafficking. The literature on anticorruption efforts in the country is scant. This dissertation examines the role of shifting national identity narratives in immigration politics in deeply divided societies by focusing on the case of Israel. It raises a general question: why does a state established upon an ethnocentric national identity subsequently augment its self-definition to include certain non-co-ethnic migrants without applying the extension to all non-co-ethnic groups? I argue that although a country may initially be founded upon a seemingly-unequivocal ethnocentric national identity, this identity is not immutable. Rather, over time, a national dialogue may take place, causing the reexamination of the identity. During the transition, agents redefine “who we are” …

The United States increasingly relies on import to meet its demand for critical minerals. Using the case of rare earth elements (REEs), this paper analyzes the conditions and the strategies for the U.S. government to address import dependence. The paper finds that market factors, including the lack of comparable and sufficient substitutes and recycling, the high ratio of import relative to consumption, the high concentration of import supply by country, and regulations from the major supplier country, were insufficient to prompt intervention. Machine-learning algorithms, one component of AI, are trained using massive datasets curated by humans to predict various aspects of our daily lives. Such predictive intelligence could be a positive force amplified by continued decentralization of the technology. In 2009, Colorado successfully decreased their abortion rate among minors and at-risk teenagers through a privately-funded trial. This outcome was realized by offering affordable, accessible, and comprehensive reproductive healthcare options, specifically long-acting reversible contraception, to young women. Reproductive rights is an issue at the forefront of political discussion, often a determining factor for party identification. The controversy of reproductive rights--in particular, abortion--leads to a higher reliance on hear-say, instead of peer-reviewed literature, statistics, and legislation. Climate change is fundamentally transforming both the Arctic and Antarctic polar regions. Yet these regions differ dramatically in their governing legal regimes. For the past sixty years the Antarctic Treaty System, a traditional “hard law” international law treaty system, effectively de-militarized the Antarctic region and halted competing sovereignty claims. In contrast, the Arctic region lacks a unifying Arctic treaty and is governed by the newer “soft law” global environmental law model embodied in the Arctic Council’s collaborative work. Global governance refers to global cooperation through existing and developing structures, groups, and initiatives, yet little academic research focuses on the role of international nongovernmental organizations (INGOs) in promoting global governance. West Virginia is one of the poorest states in the nation, and West Virginians face some of the highest rates of illness and disability. One of the few bright spots for the health of West Virginians have been government-funded programs like Medicaid and the Children’s Health Insurance Program (CHIP). The Affordable Care Act (ACA), including the expansion of Medicaid under Governor Tomblin in 2014, has brought health coverage and access to care to hundreds of thousands of West Virginians. While the study of war occurrence is among the primary considerations of the field of international relations, only recently has attention turned towards the study of war outcomes. This attention is best represented by the democratic victory proposition, which suggests that democracies win the majority of their wars by virtue of being democratic. However, elements of this study are currently incipient. This thesis will analyze those legal principles and/or techniques of the International Court of Justice, mediation and the Permanent Court of Arbitration, which are indispensable for dispute resolution. Terrorism is a phenomenon that baffles even the most experienced of researchers within academia. Understanding what constitutes terrorism is important to the field of international relations because combatting terrorist violence yields no straightforward method of prevention and protection. This paper examines four measures of counterterrorism taken by the U.S. government after the September 11th attacks.
