Much of the early scholarship as well as official documents on the EU’s transfer of norms to the east have shown some degree of optimism and expectation of serious reforms. International student enrollment (ISE) has become a hallmark of world-class higher education institutions (HEIs), particularly as global student mobility has grown exponentially worldwide in the last several decades. Although the United States (U.S.) has welcomed the largest numbers of international students since the 1950s, ISE shrunk by 10% in the previous three years from an all-time high of 903,127 students in 2016/2017 (IIE, 2019). Poverty is a global problem that affects not only the undeveloped states but also the most developed ones. This research paper will analyze this problem in depth, trying to summarize several definitions, several causes that can lead to an increase in the poverty rate, and policies implemented by the government in order to reduce the total number of poor people. The author analyzed the poverty rate in each state of the United States from 1990 to 2019 using a panel data analysis. In contrast to historical examples in which urban increase is accompanied by the pull factors of wealth and development, post-industrialized sub-Saharan African urbanization patterns are characterized by a lack of economic growth, confounding experts. Simultaneously, African conflict scholars have observed a major geographical shift in African conflict onset, moving out of rural regions and into urban centers. Recognizing the effects of increasing climate variability and threatened agricultural livelihoods, this study hypothesizes perceived economic advantage in cities induces human movement with potential for over-urbanization dynamics that exacerbate civil unrest.

This essay examines how US Cold War policy toward all of Southeast Asia arose from American suspicions that the region's Chinese diaspora would align itself with the Chinese communists against the west. In so doing, it explores how US distrust of the Chinese diaspora fell in step with a longer imperialist tradition practised not only by the European powers for centuries, but also the Japanese Empire during its brief ascendancy during World War Two. This article explores the possibilities of network management to increase the capacity of business foundations to exert influence on the process of agenda-setting in public policies. This case illustrates how three foundations (Éxito Foundation, Alpina Foundation and ALAS Foundation) helped to coordinate one hundred civil society organizations to influence the Colombian National Development Plan (2018-2022). The case shows that business foundations can play an important role in setting the policy agenda by working as articulators of multiple fragmented actors of civil society. This article analyzes how leadership is practiced in social movement organizations (OMS). Drawing on Critical Leadership Studies, and based on qualitative empirical research conducted in the organizations of the Spanish 15M protest movement, we analyze leadership perceptions, tensions and practices in dealing with these challenges. Our findings indicate that leadership practices in the investigated OMSs are autonomous, reflective and rule-based. Emphasizing collective reflection and rules highlights two aspects of leadership in OMSs that have been largely ignored in the discourses. Nevertheless, they turn out to be important means to address the challenges of autonomous leadership.

This article discusses programmatic distributive politics in the villages in Sampang Regency during the COVID-19 pandemic. This study seeks to answer the forms of programmatic goods distributed in Sampang during the pandemic. This study employs qualitative methods and chose ten villages in Sampang as its case study due to Sampang’s achievement in maintaining its green zone status for the longest period in East Java. This study reviews factors that prior studies have identified or failed to consider as barriers to post-secondary success. The three main areas include academic success for Latinx students after high school, organizational systems and their impact on African-American students’ postsecondary readiness, and what workers think of their high school education with regards to career preparedness.

Five factors are identified as major barriers for Latinx students to continue in a higher education system. A survey of former students from Saint Louis, Missouri, and Dallas, Texas, metroplex area identified 56 Latinx students that participated in an initial survey. This led to a …

This study examines those identified as homegrown violent extremists within the U.S. who also had experience with the U.S. military and the possible pathways to extremism they took. This research relies on the Salafi Jihadist Inspired Profiles and Radicalization Clusters (SPARC) study. By applying Kruglanski’s 3N theory of radicalization to a sample of 23 subjects who had joined, or attempted to join, the U.S. military, this study finds that most of those with military experience are radicalized by formal, organization-led networks and are motivated by social significance loss, suggesting that they have moved their personal identification from the U.S. military …

Krav Maga (‘contact combat’) is an Israeli combat discipline arguably one of the many intangible cultural heritages of Israel and the Jewish people. It has played a unique role in the (re)creation and preservation of the Jewish identity and the formation of the state of Israel.

Recently we observe a growing academic literature debating the role of martial arts in international affairs and domestic political processes. How can individuals with contrasting interests in a declining industry, at odds with the country’s identity, and facing an illiberal and sceptical government, band together to promote collective goals? This article addresses this question by examining Singapore’s Kranji Countryside Association, one of Singapore’s few civil society organisations to focus on community organising. To Association members, the material and time costs of organising were high, the odds of success were low and the material rewards of success were modest. Since the 1990s, scholars and international organizations such as the World Bank have recognized the centrality of institutions for development. While important, this “institutional turn” has generally minimized the diversity of development challenges and the corresponding need for different institutional capacities. Yet distinguishing among developmental tasks is a critical step in understanding the kinds of institutions necessary to accomplish policy tasks. We identify five dimensions of task difficulty that affect the degree and nature of policy challenges and, as a result, the institutional capacities necessary to accomplish such challenges. In the year 2008, the University of Ibagué launched several initiatives to articulate higher education with local development. The Programa Paz y Región (Peace and Region Program) is one of those initiatives and it is the focus of this article, whose purpose is to analyse this program in the light of two related concepts: university extension programmes and social responsibility (SR). Our analysis is based on a managerial perspective and our hypothesis is that “Paz y Región” responds to regional development in Tolima, Colombia, from a co-constructed perspective of extension programmes.

This research project presents a spatial competition model for Mexican presidential elections based on the effective number of parties and weighted and scalar polarization indices. The model makes it possible to construct a classification of candidates influences based on personality as an remainder unexplained by spatial ideological competition. In addition to classifying the candidates in the last three presidential elections by their personal influence, the authors offer predictions for future balloting based on change in ideological distribution. Suppositions of symmetrical ideological votes and a single dimension were used to build the model.
