This thesis explores how game makers conceive of and navigate the intersection between digital systems and real world systems by asking, how can social impact game designers shape procedural rhetoric to effectively address complex real world systems with digital systems? By examining three game case studies, I reach four significant findings regarding player agency, subversive play, design approaches to scale, and game difficulty in regards to systems fluency.

The conflict in Israel-Palestine is over the sovereign control of territory and takes place within a global framework made up of clearly defined nation-states. It is within this framework that Israeli colonial expansion and construction of the separation barrier in the West Bank attempt to maximize Israeli annexation of the oPt while creating a Palestinian Bantustan “state” to contain and isolate the Palestinian people in non-sovereign territorial enclaves through the use of territoriality as a strategy for exercising sovereignty. The way in which senior U.S. Army leaders such as the chiefs of staff define transformative change is important, especially if the meaning of that term is to be interpreted as originally intended by Army field grade officers. An Army chief of staff is responsible for creating a vision and establishing goals for the future, and field grade officers are responsible for pursuing that vision and those goals by implementing objectives that endeavor to arrive at the desired ends. For centuries the West has seen the Muslim woman as an entire group of people in need of saving. Lacking a thorough understanding of Islam and an incredibly diverse Middle Eastern society, Western powers endeavored to shape women of the Middle East into secular, modern examples of "liberated" women. Completely unacknowledged in this pursuit are the grass roots movements that emerged out of nationalist movements in the early twentieth century. These are not promising days for those who desire peace between Israelis and Palestinians, with two states respected by each other and recognized by the international community, living securely side by side. Richard Falk’s article rightly stresses the negative role played by the US Government in its sharp rejection of the Palestinian bid for statehood at the United Nations Security Council. The problem, however, seems to lie deeper in these complex societies and their current political leaderships.

The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.

Demands for government accountability extend into all the aspects of government service and the environmental realm is no different. Environmental inspectors — the front-line workers in environmental protection agencies — are among the many civil servants who face demands for accountability. Unfortunately, although accountability is desirable normatively speaking, in practice it is not so simple. Accountability for environmental inspectors frequently involves measures such as the number of inspections completed, the efficiency of data entry in agency databases, and the turnaround time on inspection reports. This article evaluates the Obama administration’s efforts towards reforming U.S. immigration detention policies. Over the past decade, immigrant rights advocates have increasingly criticized certain policies of the U.S. Immigration and Custom Enforcement (ICE) system of immigration detention, including the widespread use of private contractors, lack of proper oversight, grouping of violent criminals and non-violent undocumented immigrants (particularly minority women and children) in holding cells, and neglect of detained immigrants in need of medical attention. This essay examines the unwillingness of nation-states to use physical force in response to cyber warfare. Specifically, the paper claims that uncertainties regarding international law, state sovereignty, definitions of the use of force, and the problem of attribution in cyberspace contribute to a state’s decision to forego responding to cyber-attacks by using physical force attacks in other domains (i.e., land, air, sea, and space). These concepts are considered within the framework of Neorealist theory and in reference to the literature on cyber warfare. On 2 April 1982, the Argentinian military had invaded and occupied a series of islands known as the Islas Malvinas, or Falkland Islands.* Subsequently, The United Kingdom had responded with a counter-invasion and occupation in an effort to deny the Argentinian claim of sovereignty over the archipelago. Public networks typically function beyond the lines of the hierarchical authorities that hold bureaucracies accountable, as is shown here in the case of a business-dominant network that exhibited ethically questionable behaviors at the expense of its community credibility. Public networks can build external legitimacy by engaging in critical organization learning processes, much the way some nongovernmental organizations respond to a diversity of stakeholders.

This paper utilises Policy Design Theory to evaluate policy tool design and selection in Ireland in order to look beyond policy goals and rhetoric to the meanings and assumptions within policy design. A review of the Community Childcare Subvention Scheme (CCSS) reveals it to be an ‘incentive’ tool that is structured around a negative social construction of the target populations as ‘dependants’ with little capacity to solve their own problems. I assumed, wrongly, that it was only practiced in remote areas of Africa where educational opportunities were few and outside influences were nil. After researching the topic it is clear that is not the case. FGM is practiced in many countries in Africa, the Middle East, and around the world. Earmarks have been controversial ever since becoming a prominent part of the congressional spending process. Critics charge that earmarks fund projects with little or no economic value (for instance Ted Stevens’ “Bridge to Nowhere,”) but instead allow Congress members to direct government spending to campaign contributors (the charge leading to a federal investigation of the now-defunct lobbying firm PMA Group). On the other side of the controversy, congressional earmarks do fund a number of community improvements which are very valuable, at least locally. Many have noted that protesters sometimes expand political opportunities for later protests, but there has been little analysis of how this occurs. The problem can be addressed by analyzing opportunity/threat spirals, which involve positive feedback among: actions by challengers (bold protests and the formation of alliances between challenger groups); opportunity-increasing actions by authorities and elites (elite divisions and support, procedural reforms, substantive concessions, and police inaction); and threat-increasing actions by authorities and elites (new grievance production and excessive repression). The aim of this study is to arrive at a holistic understanding of how and why the Polish Solidarity Movement succeeded, against great odds, within a regime hostile to its existence. From this movement emerged Solidarnosc, the first independent labor union in the Communist Bloc. Solidarnosc evolved into a political party that succeeded in replacing the Communist Party in Poland. Seven factors are elaborated on, each contended to have facilitated Solidarnosc's success. Some factors occurred naturally (such as the structural conduciveness of Poland's industrially based economy), some occurred fortunately (such as the political opportunity afforded by Mikhail Gorbachev's liberalizing policies), …

Proposals to subject welfare recipients to periodic drug testing have emerged over the last three years as a significant legislative trend across the United States. Since 2007, over half of the states have considered bills requiring aid recipients to submit to invasive extraction procedures as an ongoing condition of public assistance. The vast majority of the legislation imposes testing without regard to suspected drug use, reflecting the implicit assumption that the poor are inherently predisposed to culpable conduct and thus may be subject to class-based intrusions that would be inarguably impermissible if inflicted on the less destitute.
