This issue brief discusses the debate surrounding Rule 50 of the Olympic Charter and athletes’ right to protest emphasizing the current importance of the matter concerning the recently concluded Tokyo 2021 Games. First, it discusses those who argue for the rule such as the president of the International Olympic Committee (IOC), the IOC itself, and athletes such as Feyisa Lilesa, Gwen Berry, and Race Imboden. Next, the brief turns to the cases against Rule 50 with an examination of scholarship on the matter as well as two case studies of Lilesa, and Berry/Imboden. The notorious dictator, Bentio Mussolini, became Prime Minister of Italy in 1922- 3 years after the Treaty of Versailles concluded the settlements for World War I in the summer of 1919. Shortly thereafter, Mussolini established his formidable dictatorship that would last 23 years. Post-war Italy experienced economic stagnation, high unemployment, inflation, frequent labor strikes, and stalled production and output among other problems. Many Italians were also frustrated that their country did not receive more recognition in the Versailles Treaty for its contribution to the Allied Cause in the Great War. These are not promising days for those who desire peace between Israelis and Palestinians, with two states respected by each other and recognized by the international community, living securely side by side. Richard Falk’s article rightly stresses the negative role played by the US Government in its sharp rejection of the Palestinian bid for statehood at the United Nations Security Council. The problem, however, seems to lie deeper in these complex societies and their current political leaderships.

Slavery was not abolished in Saudi Arabia until 1962, and in the United Arab Emirates (UAE) until 1963. It is unsurprising, then, that contract slavery of domestic servants continues to thrive in much of the Persian Gulf, where local economies prosper on the immigration of foreign workers. Economic incentives on the part of the sending and receiving nations encourage the migration of female workers from their home countries to Saudi Arabia and to the UAE. These incentives, coupled with restrictive contract systems, bind the female domestic worker to her employer and create an environment conducive to exploitation and involuntary servitude.

Bonded labor, which is characterized by a long-term relationship between employer and employee, is usually solidified through a loan, and is embedded intricately in India’s socio-economic culture—a culture that is a product of class relations, a colonial history, and persistent poverty among many citizens. Also known as debt bondage, bonded labor is a specific form of forced labor in which compulsion into servitude is derived from debt. Categorized and examined in the scholarly literature as a type of forced labor, bonded labor entails constraints on the conditions and duration of work by an individual. A dynamic civil society is essential to a functioning democracy. After the fall of the Soviet Union there was hope that Russia could create a robust civil society to compliment its burgeoning democracy, but 15 years after the fall neither occurrence appears to be the case. Instead of an open society, Russian civil society faces challenges of oppression, threats of violence, an overbearing bureaucracy, and a constitution open to interpretation. The following research outlines some of the obstacles facing Russia’s civil society and addresses how the government is restricting civil society functions.

The election of populist Juan Peron in 1946 brought expanded economic and social rights to the working class. Consequently his popularity continued to rise, although the armed forces staged a coup in 1955, resulting in Peron’s nearly twenty-year exile. By 1973 Argentina’s economy had fallen apart and the still popular Peronist party gained the support needed for Peron’s return. With terrorism on the rise, the government granted a special executive authority to the military, allowing Peron to imprison people indefinitely without a trial, signaling a change in the government's priorities towards human rights.
