Containment, Cliency And The Revolution In Vietnam, Deborah Tompsett-Makin

This thesis addresses the question, why does U.S. foreign policy contribute to political instability in developing nations? To ascertain the answer, it analyzes the post-World War II administrations from Truman through Johnson. One mode of containment, cliency, a foreign policy relationship between a major power and a weaker state, is developed within the framework analyzing containment. The cliency model provides a theoretical basis for explaining how the domestic structure of the client state is systematically distorted by the patron's actions in pursuit of its global interests. Thank you very much ladies and gentlemen. It's a marvelous privilege, pleasure and opportunity for me to be here this morning. As I look out over this audience I see a multitude of long-time friends and I am so pleased and gratified that all of you were willing to take time out of your hectic and demanding schedules to be here and share this occasion with us. I am not going to make any profound policy pronouncements this morning. I'd like to basically concentrate in my very short time with you on some comments about people.

The views of the various African thinkers, which will be systematically explored in this Study, are neither "true" in any absolute sense, nor are they an "ideology" or false consciousness. Rather, they are the self-expression of an open-ended historical process. The works of Fanon, Cesaire, Cabral, etc., with which we shall be engaged in formulating the overall perspective of the struggle for African freedom as a discourse aimed at reclaiming history, are the self-expression of this process itself. These works are the artful and effective self-presentation of those engaged in the struggle, i.e., the rhetoric of African liberation.

Mr. Chairman, fellow delegates. It has been two years since we met in Punta del Este, two years since leaders from around the world -- representing nations in all stages of economic development -- agreed to launch the Uruguay Round of multilateral trade negotiations. since then, our negotiators have been hard at work. They deserve not only credit, but also continuing encouragement. For what came out of the meeting in Punta del Este in September of 1986 was the most comprehensive and ambitious negotiating agenda ever put before the General Agreement on Tariffs and Trade.

Recent scholarship on state autonomy in the Third World has been influenced by the dependency thesis that capital accumulation at the core of the world economy is associated with economic underdevelopment and political dependency at the periphery. Dependency reasoning is rooted in a devastating empirical critique of the once prevalent modernization paradigm, in which national state policy was the central independent variable. According to dependency theory, peripheral nations' subordinate structural positions in the international political economy results in sacrifice of authoritative policy making to foreign investors, bankers, experts, governments, and institutions or their local counterparts. This thesis evaluates the declining hegemony of the United States over its allies since the end of World War II. Robert Gilpin and Robert Keohane's theories about the decline in U.S. hegemony are discussed as are the hegemonic theories of Gramsci as interpreted by Robert Cox. The three progressively hostile reactions of U.S. allies to U.S.-initiated embargoes against the Eastern Bloc are used to illustrate the decreasing control of the United States over the economic and strategic policies of its allies. Mr. Chairman, fellow delegates, this week GATT faces an historic challenge. Our task is more difficult than any that has confronted world trade since the very creation of GATT in 1947. What we do in Punta del Este will determine whether GATT remains a functional, dynamic institution serving the interests of its members or declines into a static and passive association that is irrelevant to the needs of international trade.
