The continuing oppression and violation of human rights in Mexico is predicated on the abuse of executive power, suppression of the powers of the Comision Nacional de Derechos Humanos (the National Commission for the Protection of Human Rights), and the usurpation of the authority of the judiciary. This thesis conducts a comparative analysis of the protection of human rights under the Constitution of the United States, the German Basic Law, and the Constitution of Mexico. In his State of the Union address in January, 1998, President Clinton won thunderous applause for threatening to force Iraq "to comply with the UNSCOM regime and the will of the United Nations." Stopping UN chemical and biological weapons inspectors from "completing their mission," declared the President, defies "the will of the world." In the next three weeks, the White House ordered a massive show of force in the Gulf. Even traditional hawks, however, realized that a bombing mission could undermine American hegemonic interests in the Gulf that are served by a continuation of the sanctions regime.

Among the nations of the Arabian Peninsula, Yemen is the most populous, the poorest, and the most politically liberal. It is the only republic where sovereignty theoretically rests with its 16 million inhabitants, not with a monarch. The constitution promulgated in 1991 and amended in 1994 guarantees many basic rights and liberties to all adult citizens, including rights to vote, run for office, and join political parties. Since Yemeni unification in 1990, two rounds of contested, multiparty parliamentary elections in 1993 and 1997 involved women as well as men in the political process as voters, candidates, volunteers, and reporters. Incumbent national leaders invite foreign election monitors only when it is in their interest to do so. Rarely is significant financial assistance "conditional" on holding elections, although it does improve a regime's image abroad to do so. For governments being observed, the trick is to orchestrate the process enough to win, but not enough to arouse observers' suspicions.

Every morning at 8:00 a.m. (with flag-raising) and every evening at 6:00 P.M. (with flag lowering) the official symbolic identity of Thai- land is displayed - by state order - on television. These displays are a graphic daily reminder of how nationalism, the military, and the media are tightly bound together in Thailand. The Korea Journal’s series of articles addressing the question of civil society are a timely addition to the struggle over the discourse of democracy which is common to many countries in Pacific Asia. Since Professor Han Sang-Jin’s article does an excellent job of critically summarizing Chung Chulhee, Cho Hein and David Steinberg’s arti cles on Korean civil society, it seems that there is not much more to be said on the topic. Old Ally Versus New Friend : China's Economic Relations With The Two Koreas, Brian Bridges

CAPS Working Paper Series

This paper examines the nature of China’s economic relationship with the two Koreas, discussing the motivations behind China’s policy changes in the 1990s and assessing recent trends in trade, investment and economic cooperation. The prospects of the Tumen river development programme, which brings together all three countries in a multilateral cooperative venture, will also be analysed. The paper ends with some assessments of the future course of China’s relations with the two Koreas, especially with the uncertain internal situation in the North making the prospect of reunification loom larger.
