The rule of law is one of the most important components of any explanation of cross-national differences in economic well-being. But what leads to better rule of law in a country? Using an institutional approach this paper probes the effect of legal systems in influencing the rule of law. There has long been speculation that the countries adopting English common law are better at providing legal dispute resolution than those adopting the continental forms of civil law. Retributive Justice: The Gacaca Process In Rwanda, Sandra F. Joireman, Allison Corey

After decades of cycling violence between Hutu and Tutsi groups in Rwanda and Burundi, violence peaked in 1994 with a genocide of Tutsis in Rwanda, during which the Hutu majority slaughtered 800,000 Tutsi and moderate Hutus, leaving the country with 120,000 accused génocidaires awaiting trial. Rwanda's gacaca courts were established as a response to the backlog of untried genocide cases. These courts disturbingly distinguish between genocide and war crimes committed during the same era, trying only those accused of genocide. This article argues that the gacaca process will contribute to the insecurity of all Rwandan citizens in the future, since …

After the collapse of the Soviet Union, the United States came to Eastern Europe spreading the gospel of democracy and the American Rule of Law. In addition to encouraging Western ideology, the United States was there to forge new economic relationships and, following the terrorist attacks of September 11, 2001, to accelerate the creation of military alliances through membership in the North Atlantic Treaty Organization (NATO) and the newly-formed "coalition of the willing." Written over fifteen years ago by Ivan Leigh Head, a highly distinguished Canadian international lawyer, foreign policy expert, and international development thinker, the words contained in the above quotation point firmly at this great man's analytic incisiveness and hint at the sheer depth of his fairness of mind. For although the net transfer of resources from the much poorer geopolitical "South" to a far richer "North" remains to this day one of the most important obstacles to international development, rarely have the dominant accounts of international development given this phenomenon the pride of place that it surely deserves.

The paper investigates the development of party finance and party finance legislation in Germany and Italy. The main claim of the paper is that the differences between German and Italian party finance reflect differences in the party finance legislation enacted in the two countries, which, in their turn, are a result of how the German and the Italian constitutional principles were translated into practice.

In this paper, I study the Turkish political elite in terms of their social background and the legislative behavior. The study examines occupational, educational, and local birth connection status of the members of the 21 st term Turkish Grand National Assembly (TGNA) serving between 1999 and 2002. The study compares the parliamentary elites across the ideological inclinations and the demographical divisions of their constituencies. This paper presents the results of an indirect assessment of the personality of Zimbabwe’s President Robert Mugabe, from the conceptual perspective of Theodore Millon.

Psychodiagnostically relevant information regarding President Mugabe was extracted from biographical sources and media reports and synthesized into a personality profile using the second edition of the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with Axis II of DSM–IV.

The personality profile yielded by the MIDC was analyzed on the basis of interpretive guidelines provided in the MIDC and Millon Index of Personality Styles manuals.
